JOB TITLE: Aviation Safety Officer – Air Operators’ Evaluator (ASO-Ev) TYPE OF CONTRACT: Consultant WAE UNIT/DIVISION: POA/ASU Aviation Safety DUTY STATION (City, Country): Work remotely (Admin D/S Rome) DURATION: 11 months (100 days within this period) BACKGROUND AND PURPOSE OF THE ASSIGNMENT: As part of Aviation Safety Unit’s (POA) capacity enhancement efforts, the Unit is recruiting pre-identified aviation or aviation safety experts with evaluators/auditors experience (ASO-Ev) to accompany one Aviation Safety Officer acting as Team Leader during air operators’ evaluations in different regions in the World. During the days of duration of the contract, the ASO-EV directly reports to the Chief ASU through the ASO Team Leader. This methodology allows ASU to complete the minimum required team members’ number without having to travel one additional staff from Rome, Sharjah, Nairobi or Johannesburg ASU offices. The qualified aviation or safety expert will be trained online by the ASU office in Rome before the first mission and will work under guidance and supervision from the Team Leader while following an On-The-Job training curriculum during the first few missions. Once fully qualified as certified by the ASO Team Leader, the ASO-Ev may be later contracted for and assigned on limited missions unaccompanied, in case the need arises. Working schedule: Regular working schedule as applicable in the duty station of reference with a degree of flexibility to meet deadlines and submission of documents, conference calls or travel needs. The variations vis-à-vis the working schedule of reference shall be duly registered in the correspondent Attendance Sheet and supervised by the Team Leader. ACCOUNTABILITIES AND RESPONSIBILITIES: Evaluation of the assigned Basic/Field/Aircraft Risk Air Operator Evaluation (BORE/FORE/ARE) areas and/or sub-areas by: assessing level of compliance for each checklist item and file non-conformities as applicable, keeping the Team Leader regularly informed on daily basis during the assessment regarding any Critical or Major non-conformity identified, submitting to the Team Leader in the WFP/ASU established software or excel form the assigned part of the BORE/FORE/ARE report at the end of each working day, for the Team Leader to complete the correspondent report, following the WFP ASU air operator’s evaluation ethics protocol as per guidance provided (attached). Use the WFP/ASU air operator’s assessments software (SMILE) when and as applicable as per Team Leader instructions by: receiving and completing the correspondent pre-evaluation training for its utilization, completing all necessary work with the software for the completion of the assessment, following the correspondent On-The-Job training as instructed by the Team Leader, when applicable and indicated, completing the evaluation of the assigned areas and/or sub-areas on SMILE, and to extract and send the correspondent file to the Team Leader before the end of the mission. At the end of the mission, to submit to the Team Leader a Mission Report in the provided format with at least the following contents: brief description of the mission and key points, positive aspects and any applicable recommendation and lessons learned. To follow the work and travel schedule as established by the ASO-ORE (Aviation Safety Officer-Operator Risk Evaluation), whom is responsible to plan and to made approved by CASU the air operators’ risk evaluation missions schedule. DELIVERABLES AT THE END OF THE CONTRACT: - Completion of the assigned missions, - Completion of the number of air operators' safety risk evaluations assigned, - Satisfactory completion of the different levels of WFP safety risk evaluation training assigned. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Hold or has held a Commercial Pilot License, Aviation Engineering License or Air Traffic Control License (or equivalent). Experience: A minimum of 7 years’ experience in the aviation industry. Experience in aviation auditing is required. Knowledge of WFP procedures and operations is an asset.      Knowledge and Skills: Has successfully completed an Aviation Safety Management course or equivalent.
