Role Description Le SYLOA est un syndicat mixte ouvert composé de 16 membres. Ses missions principales sont l’animation du SAGE Estuaire de la Loire et la coordination de la gestion de l’eau sur ce périmètre. Le SYLOA porte pour 4 de ses membres (CC Sèvre et Loire, Mauges Communauté, Nantes métropole et Clisson Sèvre et Maine Agglo) des études et travaux au titre de la compétence GEMAPI et l’animation du site Natura2000 du marais de Goulaine. Enfin, il pilote l’animation d’un contrat territorial eau Goulaine, Divatte, Robinets (p3). L’équipe du SYLOA est structurée autour de 3 pôles et composée de 15 agents. L’état des masses d’eau est fortement dégradé sur les bassins versants de Divatte et Goulaine. Le contexte agricole est complexe et multi-filières avec à la fois de la polyculture-élevage, de la viticulture, et du maraîchage industriel sur le bassin de la Goulaine. La mise en place d’infrastructures agro-écologiques à même de réduire les pollutions diffuses complétée d’une mobilisation des parties prenantes favorisant des dynamiques responsables sont attendues. Sous la responsabilité hiérarchique du Responsable de Pôle GEMAPI en charge de l’animation du contrat territorial eau Goulaine - Divatte - Robinet 2024 - 2026 et du futur accord de territoire eau 2027 - 2029, les missions incluent : - Mise en œuvre du programme de réduction des transferts de pollutions diffuses - Réalisation des diagnostics de ruissellement - Prospection de terrain auprès des exploitants du bassin versant et des propriétaires fonciers, identification des linéaires et des ouvrages pertinents, négociation pour programmer les études et travaux - Mise en place de conventions - Mise en oeuvre du programme de travaux - Sensibilisation des acteurs - Participation au réseau des animateurs bocage sur le périmètre du SAGE Estuaire de la Loire - Mise en oeuvre des démarches d’inventaires et de caractérisation des fonctionnalités des éléments structurant du paysage - Volet transversal - Suivi qualité des eaux - Bilans annuels - Participer aux comités techniques, comités de pilotage du contrat territorial eau et groupes de travail relatifs à sa mise en œuvre - Animation, communication, sensibilisation aux enjeux environnementaux - Suivi des dossiers de subventions - Entretien et développement du partenariat - Gestion des niveaux d’eau du marais de Goulaine (régime d’astreintes) Qualifications - Expérience dans la mise en oeuvre de programmes d’actions en milieu rural et la conduite de chantiers, formation PGDH appréciée - Très bonnes compétences techniques et réglementaires spécifiques aux mécanismes de transfert et aux aménagements liés au ruissellement, en lien avec la gestion de l’eau et les milieux naturels - Connaissances du milieu socio-professionnel agricole complété de savoirs agronomiques - Capacités (savoir-faire et savoir-être) - Travailler en mode projet, esprit d’équipe - Argumenter et fédérer les acteurs - Autonomie, rigueur, sens de l’organisation - Conduire des réunions et s’exprimer en public - Sens du « devoir de réserve » et de la confidentialité
