RCS is seeking a Platform Administrator & FinOps SME to serve as a full-time embedded resource within a U.S. Department of Defense cloud management team in direct support of the Customer's cloud management platform environment. This is a high-visibility, mission-critical role supporting one of the most strategic cloud financial management programs in the federal government. This position requires the candidate to meet specific Security Clearance obligations to work remote in the Washington DC area. What you will do: Platform Administration & Configuration - Administer the platform environment on a day-to-day basis, including OU hierarchy management, project lifecycle, and user provisioning - Configure and maintain funding sources, budgets, spend plans, and cloud access roles (CARs) across AWS, Azure, GCP, and OCI - Create and manage permission schemes, cloud rules, and Service Control Policies (SCPs) in alignment with agency governance Requirements - Onboard and configure new cloud accounts (AWS GovCloud, C2S, Azure, GCP, OCI) into the Customer's platform environment - Maintain platform health, identify issues proactively, and coordinate remediation with engineering as needed Cloud Financial Management & FinOps Execution - Monitor, analyze, and report on cloud spend across all CSPs within the Customer's platform environment - Build and maintain spend dashboards, drill-down views, and scheduled reports tailored to agency leadership, financial managers, and tenant organizations - Configure and manage budget threshold alerting, enforcement rules, and spend tracking against funding sources and contracts - Identify spend anomalies and cost optimization opportunities; provide recommendations to agency leadership - Support financial audit preparation, monthly budget reviews, and ad hoc reporting requirements Compliance, Governance & Policy - Create, manage, and monitor compliance checks and standards are aligned to Army/DoD policies - Support DISA STIG, FedRAMP, and DoD IL compliance activities as applicable within the Customer's platform environment - Configure and deploy FinOps policies and tagging enforcement rules to govern resource spend and cloud usage - Triage compliance findings, coordinate remediation tracking, and report status to agency stakeholders Infrastructure-as-Code & Automation - Manage and troubleshoot Terraform Provider configurations for infrastructure-as-code workflows - Support CloudFormation template compatibility, including C2S environment constraints - Develop automation scripts and workflows to reduce manual administrative overhead - Support CI/CD pipeline integrations for related infrastructure and configuration management Stakeholder Enablement & Operational Support - Serve as the day-to-day SME and embedded administrator for agency leadership, financial managers, and tenant teams - Deliver role-specific training and enablement sessions so agency personnel and tenants can self-serve cost and governance data - Participate in agency team meetings, leadership briefings, and status calls as required - Maintain documentation of all work performed, configurations applied, and training delivered - Coordinate with engineering, product, and support teams on escalated issues, bugs, and feature requests Required Qualifications/Education: - Clearance: Active Secret clearance, TS/SCI preferred - U.S. Citizenship required (NO EXCEPTIONS) - 3+ years of experience administering cloud management, FinOps, or cloud governance platforms in a federal or DoD environment - Hands-on experience with AWS GovCloud and/or AWS C2S (Commercial Cloud Service) environments - Working knowledge of cloud financial management concepts: budgeting, funding sources, cost allocation, spend tracking, and FinOps best practices - Experience with multi-cloud environments (AWS, Azure, GCP, OCI) - Proficiency with Infrastructure-as-Code tools, particularly Terraform and/or CloudFormation - Strong written and verbal communication skills with the ability to present technical findings to senior military and civilian leadership - Ability to work independently in a high-trust, embedded customer environment with minimal direct supervision Nice to Have Qualifications: - Direct experience with the platform (or comparable cloud management platforms such as Apptio Cloudability, CloudCheckr, or similar) - Familiarity with DoD compliance frameworks: DISA STIGs, FedRAMP, DoD IL2/IL4/IL5, and Army SAAR processes - Experience with Cloud Custodian policy engine or similar policy-as-code frameworks - Experience supporting a Program Management Office (PMO) or government contracting officer technical representative (COTR) environment - FinOps Certified Practitioner (FinOps Foundation) or equivalent cloud financial management certification - AWS Certified Solutions Architect, Cloud Practitioner, or equivalent cloud certification - Bachelor's degree in Computer Science, Information Systems, or a related field; equivalent experience accepted RCS is an equal employment opportunity employer.
