Overview GovCIO is currently hiring a skilled Technical Delivery Manager to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This role is a fully remote, U.S.-based position, with core hours of operation Monday through Friday, 8:00 AM to 5:00 PM ET. Responsibilities In this role, the Technical Delivery Manager will directly support the Health Data Management (HDM) Discovery Process for new integration and service requests. This position requires expertise in coordinating technical delivery, managing cross functional dependencies, and supporting large scale modernization initiatives across a complex enterprise environment. The work environment is dynamic, with evolving customer needs, making flexibility, adaptability, and forward thinking essential for success. - Provide analysis of customer requests prior to formal intake to determine if the VDIF architecture and capabilities offer a viable solution to high level customer requirements. - Manage technical delivery across product teams and integration groups. - Coordinate execution activities and ensure alignment with program goals. - Identify risks, issues, and dependencies across workstreams. - Develop and maintain schedules, status reports, and delivery metrics. - Support business increment planning and readiness activities. - Facilitate technical discussions with engineering, architecture, and product teams. - Ensure compliance with VA technical standards, governance, and processes. - Performs other duties and assumes additional responsibilities as assigned in support of organizational priorities. Qualifications Bachelor's with 5 - 7 years (or commensurate experience) Required Skills and Experience - - Provide analysis of customer requests prior to formal intake to determine if the VDIF architecture and capabilities offer a viable solution to high level customer requirements. - Manage technical delivery across product teams and integration groups. - Coordinate execution activities and ensure alignment with program goals. - Identify risks, issues, and dependencies across workstreams. - Develop and maintain schedules, status reports, and delivery metrics. - Support business increment planning and readiness activities. - Facilitate technical discussions with engineering, architecture, and product teams. - Ensure compliance with VA technical standards, governance, and processes. Clearance Required: - Ability to obtain and maintain a Suitability/Public Trust Suitability clearance. Duties/Responsibilities: • Diligently monitor project progress using work plan and project plan tools • Act as the main point of contact for account ownership and have a comprehensive understanding of the customer’s industry environment, pain points, and strategic plan for technical services • Prepare documentation and lead client steering committee meetings • Apply risk mitigation strategies to the project plan to ensure overall project success • Coordinate with all appropriate project stakeholder groups and personnel to ensure excellent delivery of projects • Provide all necessary data for tracking, planning and project evaluation to ensure data accuracy in project management tools • Establishes, plans, and executes major milestone/deliverable reviews and decision gates to complete the project life cycle. Ensures all required deliverables are produced and reviewed, including the technical leadership of requirements management, design, implementation, verification, test, quality assurance, delivery, operations, and maintenance of the technical solution. • Nurture client/stakeholder partnership to ensure overall satisfaction with the project • Set up issue tracking structure and project boards to facilitate efficient and accurate project status reporting. • Effectively communicate project status and issues to management and present options for issue resolution • Work closely with project team to effectively understand project progress and manage project tasks • Analyze project risks and inefficiencies and recommend improvements • Ensure project meets the expected budgetary and scheduling guidelines • Ensure business case accurately reflects costs and is updated as changes occur; Usher the business case through the approval process and adhere to all standard procedures • Enforce change management practices to meet project timelines and client expectations • Actively participates in the development of new business; performs market research; contributes to the development of proposals; meets with prospective new clients. • Participates in the recruitment and mentoring of more junior Project Managers and other staff. • Provides process improvement recommendations and proactively shares lessons learned based on best practices and industry standards. • Other duties as assigned. Required Skills/Abilities: • Ability to manage projects with little supervision and provide status and issues to executives and upper management • Strong understanding of Agile, Waterfall, and Hybrid project management approaches • Proven ability to drive and coordinate the tasks of a large, matrixed project team which is geographically dispersed • Proven ability to influence others and to build trusting relationships with clients and peers • Proven skills in program/project management • Ability to create and maintain project plans and other project management documentation • Strong initiative and creativity in gathering and analyzing project management-related data • Ability to manage multiple priorities, set direction, and solve problems in a fast-paced environment • Strong communications and presentation skills, including ability to summarize and concisely share key project information at all levels of the organization and with clients • Strong ability to provide leadership/mentorship to other team members Preferred but not Required: • Program Management Professional certification Education and Experience: • Bachelor’s Degree in Business Administration, Computer science, information systems or a related field of study. • A minimum of eight (8) years directly related Project Management experience, preferably with teams of 5 - 15 staff including analysts, developers, QA, tech writers, and related personnel. • Knowledge of business and technology work processes and the ability to use this knowledge when consulting across organizations and client groups Working Conditions: The physical and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
