Role Description La surveillance et l'entretien du patrimoine routier est un enjeu majeur pour la sécurité des usagers et la pérennité du réseau. Au sein de la division, vous serez placé sous l'autorité hiérarchique du chef de la division « Connaissance et Entretien du Patrimoine » et de son adjoint. Vous travaillerez en binôme : - Avec le technicien chargé de patrimoine, référent chaussées, responsable de : - Définir et porter la politique de surveillance et d'entretien chaussées - Définir les programmes pluriannuels d'entretien et de réparation des chaussées - Piloter les budgets liés - Avec le technicien chargé de patrimoine, référent ouvrages, responsable de : - Définir et porter la politique de surveillance et d'entretien sur l'ensemble des ouvrages - Construire le programme de surveillance de diagnostics et de travaux d'entretien Vous serez chargé : - Sur le volet chaussées : - De l'élaboration des marchés et de la mise en place du dispositif de repérage de l'amiante avant travaux et de son suivi, élargies aux ouvrages d'art, pour lequel vous serez référent amiante - De l'élaboration des marchés de travaux d'entretien et de réparation des chaussées - De participer en compagnonnage à la réalisation des études techniques des travaux d'entretien préventif des chaussées et piloter éventuellement les études externalisées des travaux de réparation - Sur le volet équipements de la route, des murs anti-bruit, des candélabres et des portiques potences et hauts mâts (PPHM) pour lesquels vous serez le référent PPHM au sein de la division : - Actualiser et porter la politique de surveillance, contribuer à la programmation technique et budgétaire, construire le programme de surveillance et d'entretien notamment des PPHM - Suivre la mise en oeuvre du programme de recensement, de surveillance (IQOA, IDP, visites d'évaluation), de diagnostics et de travaux d'entretien, en lien avec les districts - Recueillir les données de surveillance et d'entretien, assurer leur validation technique et leur enregistrement dans les bases de données et tenir à jour les données patrimoniales - Elaborer les marchés publics, passer les commandes et effectuer les validations techniques Qualifications - Connaissance de la réglementation technique et de la politique nationale sur les éléments de patrimoine gérés - Connaissances des méthodes et techniques liées aux chaussées : fonctionnement et pathologies, surveillance et entretien/réparation, matériaux - Connaissance du code des marchés publics, des CCAG PI et Travaux - Maîtrise des logiciels de bases de données (SIRoute) - Aptitude à l'utilisation de base des données (nouveau logiciel SI^OA) Requirements - Définir un programme de surveillance et/ou travaux en application de la politique de la DIR Sud-Ouest - Piloter les bureaux d'études pour obtenir une solution de travaux répondant aux pathologies observées - Rédiger un dossier de consultation des entreprises et mener une procédure de passation de marché - Formaliser les commandes auprès des prestataires extérieurs, suivre et réceptionner les productions Benefits - Esprit d'initiative et force de proposition - Autonomie et sens de l'organisation - Aptitude au travail en équipe Company Description Personnes à contacter : - eric.bruneau@developpement-durable.gouv.fr - david.morellato@developpement-durable.gouv.fr
