• Own end-to-end Oracle database performance engineering: AWR/ASH analysis, wait event tuning, SQL trace, Statspack, and optimizer plan management. • Design and execute data migration strategies for consolidating EDB, IVM, and VistA REE data into the modernized ES, ensuring data integrity, lineage, and auditability. • Develop and optimize PL/SQL, partitioning strategies, indexing, and materialized views for high-volume eligibility and enrollment workloads. • Implement GoldenGate and/or native Oracle replication strategies to support phased cutovers, near–zero downtime transitions, and rollback plans. • Harden database platforms to VA standards (FedRAMP, FISMA, IRS 1075, HIPAA): encryption at rest (TDE), in-transit (SSL/TLS), key rotation, and privileged access controls. • Engineer backup/recovery and DR patterns (RMAN, Data Guard) with validated RPO/RTO; conduct routine failover testing and RCA following incidents. • Establish observability baselines using Splunk/Microsoft Azure Monitor; publish performance SLOs and weekly capacity reports to the Product Lifecycle Team. • Collaborate with DevSecOps to integrate schema migrations into CI/CD (Liquibase/Flyway), automate change promotion, and enforce configuration management. • Support database security operations: auditing, least privilege, separation of duties, STIG alignment, and vulnerability remediation. • Lead data quality and reconciliation activities post-migration; define controls for duplicates, referential integrity, and cross-system consistency. • Provide Tier 3 escalation for production incidents; perform query rewrites, plan baselines, and emergency performance triage during peak loads. • Contribute to capacity planning and cloud architecture decisions for VAEC-hosted Oracle workloads; right-size compute/storage and IOPS.
Job Requirements
- Bachelor’s degree in computer science, engineering, or related technical discipline.
- 6 years of relevant DBA experience; 10 additional years may be substituted for education.
- Expert-level Oracle skills (12c/19c+): performance tuning, optimizer behavior, indexing, partitioning, and PL/SQL.
- Proven data migration experience at enterprise scale, including replication, ETL/ELT, and cutover planning.
- Hands-on experience with RMAN, Data Guard, GoldenGate, and schema migration tooling (Liquibase/Flyway).
- Demonstrated proficiency with SSL/TLS, TDE, OAuth2/OIDC integration points, and MFA-enabled access patterns.
- Experience operating in regulated federal environments; familiarity with FedRAMP, FISMA, IRS 1075, HIPAA, and VA directives.
- Strong command of observability and performance diagnostics using Splunk, Azure Monitor, and AWR/ASH.
- Ability to mentor engineering teams, review test plans, and contribute to sprint deliverables and operational runbooks.
- Availability for sporadic after-hours escalation; capable of rapid triage under the DRE golden signals (latency, traffic, errors, saturation).
