Role Description Sous la responsabilité hiérarchique directe du directeur de l’observatoire, secondé par une directrice adjointe, la mission principale du chef(fe) de département « Analyses statistiques » est d’apporter une expertise scientifique de pointe pour : - Concevoir, piloter et valider les études statistiques de l’OFDT. - Garantir la robustesse méthodologique des indicateurs sur les consommations de substances psychoactives et les tendances addictives. - Assurer la diffusion de résultats fiables auprès des décideurs publics, des chercheurs et des partenaires institutionnels. Il (ou elle) encadre une équipe d’une dizaine d’agents, principalement de catégorie A (statisticiens, démographes, data scientists) et est membre du comité de direction. Il (ou elle) organise l’activité de l’unité de façon à répondre aux objectifs fixés dans le contrat d’objectifs et de performance et le programme de travail de l’OFDT. Il est garant de la conduite des études dans les calendriers impartis, en lien avec les partenaires extérieurs. L’OFDT est actuellement engagé dans une réorganisation fonctionnelle, qui prévoit l’instauration d’un temps dédié d’un des collaborateurs du département d’analyses statistiques à des fonctions d’adjoint(e) au/à la chef(fe) du département. Qualifications - Niveau 8 Doctorat/diplômes équivalents. - Spécialités pluriscientifiques, Mathématiques, Sciences humaines & droit- Sciences (y compris démographie, anthropologie). Requirements - Doctorat en statistique, économétrie, démographie, biostatistique ou discipline scientifique approchante. - Diplôme d'une grande école d'ingénieur (X, ENS, ENSAE Paris, ISUP…) avec une expérience confirmée au sein d'un service statistique institutionnel ou d'une structure de recherche de haut niveau. - Activité soutenue de publication scientifique et d'encadrement de publications scientifiques. - Expérience managériale indispensable. - Maîtrise avancée des principaux logiciels d'analyse statistique. - Expertise en méthodes d'échantillonnage probabilistes. - Connaissance de la gestion de données massives. - Connaissance approfondie des normes. - Gestion de projets scientifiques complexes (planification, suivi, reporting). - Capacité à communiquer des résultats d'enquête à des publics variés. - Rigueur méthodologique et intégrité scientifique irréprochable. - Leadership éclairé, capacité à inspirer et à développer les talents. - Esprit critique, curiosité intellectuelle, autonomie. - Excellent sens de l'organisation et gestion du stress. - Français courant (écrit et oral) – Anglais professionnel (écrit et oral). - Un solide dossier de publications évaluées par les pairs dans des revues reconnues constitue un atout majeur.
