Role Description This Part-Time role supports the Operations department by handling customer aerial refueling requests, generating flight plans utilizing information received, and providing flight following of company aircraft in accordance with Metrea Strategic Mobility (MSM) processes and Federal Aviation Regulations. Responsibilities include: - Gathering aerial refueling details from customers and creating a logical flight plan in ForeFlight. - Considering performance, maximum takeoff and landing weight, calculating departure times, and determining fuel requirements. - Generating detailed mission packages including all documents required for execution. - Briefing flight information, including Notices to Airman, flight weather, Area entry/exit procedures, air refueling details, and any changes. - Coordinating with Pilot in Command and Director of Operations for go/no-go flight release decisions. - Tracking and communicating with aircrew throughout the flight, providing maintenance status, fuel status, and pertinent information. - Preparing effective and timely contingency plans for service disruptions. - Collecting and inputting post-flight information and drafting routine reports. - Performing all other duties assigned. Qualifications - Associate degree or higher in aviation or equivalent. - Airline Dispatcher, KC-135 Pilot, or 5+ years' Boom Operator with operational experience. - Prior participation in Large Military exercises (i.e., Red Flag, Rim Pack, etc.). - Working knowledge of Aerial Refueling Operations, National Airspace System, flight plan management, and customer service strongly preferred. - In-depth knowledge of Air-to-Air Refueling planning, procedures, and tactics. - Ability to calculate take-off and landing data, accurate fuel loads, and flight timing. - Detail-oriented with the ability to accurately pass information across all spectrums. - Ability to use Foreflight in conjunction with scheduling software to plan and flight manage a comprehensive flight plan. - Excellent communication skills, verbally and in written format. Requirements - Must have the ability to multitask and work effectively, both individually and as a member of a project team. - Must be able to take initiative and work independently. - Ability to collaboratively work in a fast-paced environment. - Must have good command of the English language; oral and written. - Must be able to read and interpret documents such as safety rules, government regulations, and procedure manuals. - Proficient in Microsoft Office Suite, including Outlook, Word, and Excel. - FAA Pilot Certificate with Instrument Rating. - FAA Dispatcher Certificate preferred. Role Description The experienced Environmental Services Portfolio Manager leads a multi-contract federal environmental portfolio within the Salas O’Brien Federal & BE-East Federal Division and will be responsible for portfolio financial performance, contract execution, regulatory compliance oversight, and team leadership across environmental compliance, due diligence, remediation, and resilience programs. - Manage the overall Federal Environmental Services Portfolio, including strategic planning, contract alignment, business development, workload forecasting, staffing oversight, financial performance, and long-term growth initiatives. - Conduct portfolio-level performance reviews to assess project status, financial health, staffing utilization, and progress toward strategic and contractual goals. - Maintain full P&L responsibility for portfolio revenue, margins, forecasting, budgeting, and contract performance across multiple federal contracts and task orders. - Serve as Project Manager on select federal environmental projects, overseeing scope, schedule, budget, risk management, and client coordination. - Provide senior technical oversight for NEPA, CERCLA, RCRA, Clean Water Act (CWA), Endangered Species Act (ESA), and related federal and state regulatory compliance programs. - Prepare and review Environmental Assessments (EAs), Environmental Condition of Property (ECP/ECP-U) reports, Findings of Suitability to Transfer (FOSTs), Environmental Site Assessments (Phase I/II ESAs), and other technical documentation. - Maintain technical proficiency sufficient to support billable project work, QA/QC review, and direct project execution as needed. - Lead and manage client-focused teams in planning, executing, and overseeing environmental compliance, assessment, resilience, and sustainability initiatives for federal, state, and local agencies, as well as private-sector clients. - Lead client coordination, including contract performance reviews, stakeholder engagement, and task order negotiations. - Support business development efforts, including capture strategy, proposal development, pricing input, and client relationship management. - Supervise and develop project managers and technical staff, including workload assignment, performance management, mentoring, and succession planning. - This position requires up to 25% travel. - Maintain 50% billability (meaning the time is directly charged to various revenue-generating projects). Qualifications - Accredited Bachelor’s or Master’s in Environmental Sciences, Environmental Studies, Natural Resources, Environmental Policy, Environmental Engineering, Geology, or a related field. Environmental or Civil Engineering degree preferred, but not required. - 15+ years’ full-time professional work experience in environmental programs and/or regulatory compliance or related fields, including Phase I and Phase II ESAs, NEPA, RCRA, CERCLA, TSCA and other environmental programs. - Experience supporting Federal environmental programs preferred. - Direct supervisory experience managing staff and subcontractors including performance management and mentoring. - Demonstrated experience managing multiple federal contracts and multidisciplinary teams in roles ranging technical support through program management. - Have a federal, state, or tribal issued certification or license (Professional Geologist, Professional Engineer or other certification to perform environmental inquiries) or otherwise obtain an Environmental Professional qualification. - Irregular exposure to moderate risks and discomforts including noise, high or low temperatures, dust and/or exhaust, adverse weather conditions, and occasional exposure to conditions in facilities, laboratories, or construction sites requiring normal safety precautions or some protective clothing. - S. Skills/Abilities - Demonstrated ability to manage multiple environmental programs while aligning with portfolio and organizational objectives. - Skilled in financial and portfolio management, including forecasting, budgeting, and performance reporting. - Experience supporting business development efforts, including opportunity identification, proposal development, and client relationship management. - Demonstrated expertise in NEPA, ASTM Phase I/II ESAs, CERCLA, RCRA, federal real property transactions, and related federal and state environmental compliance requirements. - Experience in environmental compliance, remediation, due diligence, and natural resource management. - Experience managing environmental programs and contracts for federal, state and local agencies (e.g., USACE, HUD, DoD), including stakeholder coordination and contract performance oversight. - Strong analytical and decision-making skills with the ability to translate complex technical data into actionable insights. - Excellent written and verbal communication skills engaging public, agency, and key stakeholder audiences, including preparation of technical reports, proposals, and client briefings. - Proficiency with project management and financial tracking tools (e.g., Deltek, Excel, Word).
