Assistant to the Head of the Staffing Department
Ministère des armées. Liberté, égalité, fraternité.
Role Description L’adjoint civil du département forme un trinôme étroit avec le chef de département et l’adjoint militaire. Il exerce la suppléance du chef de département et participe à l’encadrement des 17 agents civils et militaires du département. À ce titre, il a vocation à participer à l’ensemble des missions du département : - Animation et pilotage des travaux de programmation pluriannuelle des postes et des effectifs : actualisation de la programmation militaire (LPM et A2PM), cartographie des emplois et des compétences (CARTEC A+1 et A+6) ; - Suivi infra-annuel de la réalisation des effectifs, en lien avec les gestionnaires RH, ainsi qu’élaboration de la programmation des effectifs de l’année suivante, au travers du cycle annuel de construction budgétaire ; - Suivi des effectifs travaillant hors du ministère (~9000 ETP) en lien avec les gestionnaires RH et les employeurs extérieurs ; - Réponses aux commandes internes et externes en lien avec les effectifs du ministère (questions parlementaires, dossier ministre, fiches d’audition au profit des autorités, réponses aux différentes rapports d’inspection et d’audit, etc.). Ces missions s’inscrivent par ailleurs dans une volonté de mieux expliciter les raisons opérationnelles des besoins RH du ministère. À ce titre, le département travaille à transformer et simplifier ses méthodes et ses outils, afin de faciliter les travaux de synthèse, de présentation et de proposition au niveau politique. Qualifications - Un fort intérêt pour la synthèse, l’analyse et l’aide à la décision dans le domaine des RH ; - Une aisance relationnelle et dans l’animation de réseau, pour dialoguer avec des interlocuteurs variés (DB, cabinet, états-majors, directions…) ; - De fortes capacités d’organisation personnelle et du collectif ; - Acquisition d’une vision globale et transversale des enjeux de programmation et de pilotage des effectifs (275 000 permanents en 2030, rémunérés par 13 gestionnaires RH différents et travaillant dans plusieurs dizaines d’entités au sein et hors du ministère). Requirements - Connaissances préalables dans la gestion des effectifs et de la masse salariale ; - Intérêt ou des connaissances en analyse de données, à des fins d’aide à la décision (data visualisation, élaboration de tableaux de bord) constitueraient une plus-value appréciable.
