Final Project Evaluator

Role Description An evaluation is being requested to assess and report on the achievements of the Flash Flood Guidance System with Global Coverage (FFGS/WGC) project and the Early Warning Systems for Floods (EWS-F) project, funded by the US Department of State, against their expected results: - FFGS was designed and developed for interactive use by meteorological and hydrological forecasters throughout the world. - Addresses issues associated with flash floods, especially the lack of capacity to develop effective flash flood warnings. - Provides real-time information and forecasts of flash flooding. - Robust system designed to provide products needed to monitor and issue warnings of flash floods. - The FFGS with Global Coverage (FFGS/WGC) project is currently in its fourth phase of implementation by WMO. - The EWS-F project targets 14 Small Island Developing States (SIDS) in Central America, the Caribbean, the Pacific, and the Southwest Indian Ocean. - Aims to enhance Members’ capacity to take early action and reduce impacts of hydrological hazards, particularly floods and drought. The aim of the consultancy is to provide an impartial end-of-project evaluation in terms of: - Relevance - Effectiveness - Efficiency - Impact - Sustainability - Overall performance - Management and achievements - Governance and coordination of the FFGS/WGC and EWS-F projects throughout project implementation. The consultant is expected to perform the following activities: - Desk review of project reports, including annual reports, project budgets, progress reports, project monitoring tools, project virtual library, ToRs, reports from the project steering committee, and any other materials useful for the evidence-based assessment approach. - Development of an inception report with proposed methodologies, evaluation questions and sub-questions (evaluation matrix), survey questionnaire, and interview protocols. - Development of questionnaires for interviews and submission for feedback to WMO. - Organization of interviews (virtual or face-to-face) with personnel and organizations relevant to the projects. - Assessment of the financial aspects of the project, including the extent of co-financing established. - Development of a project evaluation report in English, with an executive summary on project implementation from its inception. - Preparation of a final PowerPoint presentation with recommendations, lessons learned for future projects, and management actions for the project. - Provision of any additional comments or clarifications after report delivery, if required. Qualifications - Master’s degree in relevant field (applied hydrometeorology, early warning systems, disaster risk management, or related discipline). Requirements - A minimum of 5 years of experience working in the design, management, and evaluation of development projects (including results-based management). - Experience in designing evaluation tools, conducting desk reviews and evaluation missions, drafting evaluation reports. - A minimum of 5 years of experience in operational hydrology at a National Meteorological and Hydrological Service (NMHS); operational forecasting experience is preferable. - Project evaluation knowledge (results-based management evaluation methodologies). - Adherence to the UN code of conduct for evaluators. - Project evaluation/review experience within the United Nations System. - Demonstration of previous evaluations conducted and reports available and published. - Availability in the expected timeframe. The Financial Analytics team is responsible for shaping how the department interacts with data to gain insight into our financials and make data-driven decisions. As an Anaplan Model Builder Analyst, you will be in a lead model builder capacity, within a project team, requiring autonomy and navigation of internal/external stakeholder partnerships. You will play a meaningful role in developing our next generation planning process through Anaplan. You will be responsible for designing, building, and maintaining Anaplan models to support various business functions. You will work closely with business stakeholders to understand their needs and translate them into Anaplan models. In this role, you will have the opportunity to work on high-impact projects that improve enterprise planning and decision-making. As part of the Anaplan Center of Excellence (CoE), you will contribute to creating end-to-end models, supporting existing models, maintaining model integrity, implementing best practices, and driving the successful adoption of Anaplan across the organization. What you'll be doing - Build and evaluate business requirements and consult with stakeholders to ensure model design reflects business needs. - Gain an understanding of insurance concepts and terminology, in particular individual life insurance, annuities, group insurance, and/or retirement planning. - Translate the solution architect’s high-level instructions into actionable steps per PLANUAL standards and build solutions in Anaplan. - Configure and maintain Anaplan lists, modules, pages, actions, and other model settings to meet business needs. - Continuously monitor and optimize Anaplan models for performance. - Develop and maintain strong documentation on assumptions, models, and processes for end users and other model builders. - Contribute to the continued growth and success of the established Anaplan Center of Excellence by providing training, support to end-users, and promoting the adoption and proficiency of Anaplan across the organization. - Provide subject matter expertise on best practices using Anaplan while maintaining knowledge of current and emerging trends of the ecosystem. - Collaborate with business leaders and senior model builders on high-impact projects that shape financial and operational decision making. - Mentor junior model builders and support their upward mobility.
