The Business Development Representative, Fed Gov (DOE/VA)Navy, is responsible for driving sales growth and developing longer-term business opportunities within Federal Government program offices, with a focus on the Departments of Energy and Veterans Affairs and their customers. Reporting to the Director, Federal Business Development and Sales, this role concentrates on customer engagement, requirements discovery, pipeline development, and opportunity shaping rather than formal capture execution. This position serves as a front-end business development and sales role, partnering closely with capture, proposal, contracts, and operations teams once opportunities mature into formal pursuits. Success in this role is measured by pipeline growth, customer engagement, opportunity maturation, and contribution to awarded revenue. Program Office Focus Areas: Department of Energy; Department of Veterans Affairs Responsibilities Sales & Customer Engagement - Develop and maintain strong relationships with Federal progra,m offices, end users, and acquisition stakeholders within the DOE and VA program offices. - Engage customers to understand mission needs, capability gaps, and upcoming requirements. - Promote NOBLE’s products, services, and solutions to existing and prospective customers. - Hold customer meetings, briefings, and capability demos in coordination with internal teams. - Develop and execute business development plans to achieve revenue targets  - Build and maintain strong relationships with key accounts and decision-makers at program offices - Identify and pursue new business opportunities, staying up-to-date with industry trends, customer needs, and NOBLE’s competitive landscape. - Collaborate with cross-functional teams to ensure seamless execution of customer requirements. - Prepare and present sales proposals, presentations, and reports to customers and senior management. Pipeline Development & Opportunity Shaping - Identify, qualify, and develop near and long-term sales opportunities within assigned accounts. - Shape opportunities in early stages by aligning customer needs with NOBLE capabilities. - Support longer-term pursuits by maintaining customer engagement ahead of formal acquisition activity/cycle. - Transition qualified opportunities to capture and proposal teams when appropriate. Market & Program Insight - Conduct market, customer, and competitive research to inform sales strategy. - Develop working knowledge of Federal program office budgets, funding profiles, and acquisition timelines. - Track industry trends and customer priorities within the Federal Government space. Additional Responsibilities - Maintain general understanding of the Federal Government's budgeting and acquisition environment. - Develop familiarity with Federal Government, DOE, and VA requirements generation processes. - Professionally represent NOBLE at trade shows, industry days, and customer events. - Deliver presentations on NOBLE's portfolio and capabilities. Experience - 5+ years of experience in business development, sales, or account management within the federal market. - Experience supporting longer-term government pursuits and customer relationship development. - Bachelor’s degree in Business, Engineering, Marketing, or related field, or equivalent experience. - Prior military or federal government service preferred. - Experience working with federal government program offices or acquisition organizations preferred. - Familiarity with DOE and VA mission areas, systems, support functions, and/or operational environments - Ability to travel at least 50% of the time. Product Development Associate About the Role The Product Development Associate supports the development, maintenance, and performance monitoring of insurance products across assigned lines of business and states. This role partners closely with Product, Underwriting, Actuarial, IT, Compliance, and Operations to help implement product changes, support regulatory filings, analyze performance trends, perform deep dive analytics and ensure product accuracy throughout the lifecycle. This position is ideal for a detail-oriented professional interested in building a strong foundation in insurance product management, regulatory processes, and cross-functional collaboration. Key Responsibilities Product Development & Market Research - Support product development initiatives through research on market trends, competitor filings, and bureau (ISO/AAIS) circulars. - Assist in gathering and documenting data to support product enhancements and lifecycle management. - Perform basic analysis of product performance metrics such as mix of business, referral rates, bind ratios, and production results. Requirements, Delivery & Testing - Create tickets and assist in drafting clear business requirements for rate, rule, and workflow changes under guidance from Product leadership. - Support user acceptance testing (UAT) by executing assigned test cases and validating system changes. - Document testing results and escalate issues or defects as appropriate.
