Role Description The selected candidate will work as a Financial Management Manager, to strengthen the accuracy, accountability, and auditability of U.S. Army Real Property assets. The candidate will lead audit remediation, internal controls assessment, and enterprise-level financial improvement initiatives in support of the U.S. Army's Financial Improvement and Audit Readiness (FIAR) objectives. This leadership role is responsible for supervising multidisciplinary teams, engaging directly with senior Army financial stakeholders, and overseeing the execution of complex remediation strategies aligned with the Army's Financial Improvement Plan (FIP). The ideal candidate will have extensive experience in Real Property financial management, federal audit and internal control standards, and DoD/Army financial systems to drive transformation and deliver sustained audit readiness. Qualifications - Bachelor's Degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science or related field; OR a Master's Degree in one of these fields if a Bachelor's was not obtained. - Active and current certifications such as CPA, CIA, CISA, CGFM, CDFM, PMP, SAFe, ITIL. - Active minimum DoD SECRET Clearance required; must be able to possess an interim SECRET clearance. - Intermediate to advanced proficiency in Microsoft Office Suites (especially Excel, PowerPoint, and Word). - Well-developed and professional interpersonal skills. - Ability to own work-product development and demonstrate initiative and accountability. - Excellent verbal and written communication skills; detail-oriented. - Ability to work independently within a team environment and with a customer service focus. - Strong organizational skills with the ability to multi-task in a fast-paced, deadline-driven environment. - Seven (7) years of experience with Federal financial management; including three (3) years of Federal accounting experience. Requirements - Provide leadership and oversight across Army FIAR Real Property task areas, including ICOFR, business process reengineering, corrective action planning, and remediation of audit findings. - Lead the development and execution of Corrective Action Plans (CAPs) addressing Notices of Findings and Recommendations (NFRs) tied to Real Property. - Direct teams in the design and execution of Test of Design (ToD) and Test of Operating Effectiveness (ToE) activities for Real Property internal controls. - Serve as a primary liaison with senior Army stakeholders, providing clear communication on audit strategy and remediation progress. - Supervise and/or support audit readiness activities, including coordination of walkthroughs and site visits. - Review and validate Real Property Key Supporting Documentation (KSDs) and data for completeness, accuracy, and audit compliance. - Develop and facilitate high-impact briefings and audit readiness updates to Army client POCs and leadership. - Evaluate Army Real Property financial policies and Standard Operating Procedures (SOPs) to identify control gaps. - Ensure timely, quality deliverables and lead engagement reporting to internal and external stakeholders. - Support Army-wide financial transformation initiatives that intersect with IT modernization and ERP implementation. Role Description You will provide the Army with Environmental and Disposal Liabilities (E&DL) audit readiness, remediation, and program support to assist client in achieving improved audit readiness and sustainability. Typical activities may include: - Develop Cost-to-Complete (CTC) E&DL estimates across the Army; including working with POCs to gather appropriate documentation used to support the assumptions and calculations within the estimate. This will include iterative revisions and responding to comments from Validation Review and Army review. - Ability to interpret feasibility studies, decision documents, contracts, and other supporting documentation. - Apply fundamental audit principles to concepts, processes, practices, and procedures of E&DL. - Assist with E&DL financial reporting data calls and year over year variance analysis. - Assist with comparative analysis and justification of fiscal year requirements and the environmental cost estimates to assist with accuracy and integrity of budget justifications and other various environmental data submissions. - Update relevant standard operating procedures (SOP) as appropriate. - Apply expertise on multiple complex work assignments. - Operate with appreciable latitude in developing methodology and presenting solutions to problems. - Contribute to deliverables and performance metrics where applicable. - Knowledge of or ability to learn cost estimating software. Qualifications - Active DoD Secret security clearance. - Ability to lead and own work product development and demonstrate initiative and accountability for assigned task areas, effectively coordinating with and across various organizations and coaching/guiding team members in execution. - Professional services experience and/or experience supporting Public Sector clients. - 1 year of experience with federal financial management, program management, or environmental liabilities experience. - Bachelor's degree in Accounting, Finance, Information Technology, Business Management, or Environmental Sciences (or equivalent degree). Experience may be substituted for education. - Proficient in MS Office and Adobe. - Strong attention to detail; strong data/time management and organizational skills; strong verbal/written communication skills; self-starter; and ability to build relationships with client. - Must be a US Citizen and CONUS-located.
