• Provide engineering and consulting services for a broad array of projects and clients. • This may include performing and/or leading field investigations, condition assessments, forensic evaluations, engineering analysis, calculations, and recommendations. • Design and development of plans and specifications, observation and inspection. • Writing, preparation, and review of related reports for the services provided. • Review drawings and construction to assure compliance with plans and specifications. • Prepare proposals and cost estimates, track and evaluate project progress, budgets, and recommend changes. • Research and resolve design and construction problems. • Assign, review, and evaluate laboratory or field data for inclusion in reports.

• Responsible for learning and managing clients’ large scale environmental programs. • Conduct project meetings and prepare reports to communicate the status of projects within the client’s project team. • Directs the efforts of the largest projects and client pursuits including strategy and facilitation. • Works with Terracon project teams to define project scope, scale, schedule, and budget in addition to determining how best to phase the project to meet the client’s programmatic and budget expectations. • Leads interactions with client, stakeholders, and project managers to ensure the projects or aspects of projects are being coordinated to meet the needs of the client and stakeholders. • Design, communicate, and implement a project plan including a detailed project plan and schedule for completing the projects. • Leads safety efforts including preparation of Terracon project teams for compliance with client-approved safety plans. Holds Managers and Employees accountable for following safety rules and guidelines. • Resolve operational problems and assist Terracon project teams to bring resources to bear across multiple project interfaces to minimize delays. • Assists Terracon project teams in estimating costs, resources, and time required to complete clients’ programmatic tasks. • Assists Terracon project teams with monitoring activities, allocating resources, and assigning tasks to ensure clients’ deliverable deadlines are met. • Partner with project managers to work with other departments or offices to secure specialized resources for the project. • Coach and mentor project managers and assist them to solve problems. • Coordinate with Terracon project teams and project accounting to assist with client invoicing and collections. • Manage risk related to projects. Ensure contracts are signed and fully executed prior to commencing work. Monitor adherence to corporate risk policies and practices. • Hold Managers accountable for mitigating or eliminating risk. • Promote continuous quality monitoring and improvement on projects. Ensure best practices are being followed and hold Managers accountable for quality control standards.

• Set and execute the national SC‑REM strategy, aligned with Terracon’s Environmental Service Line and 2030 Strategic Plan • Drive profitable growth, owning P&L performance, pricing strategy, forecasting, and key performance metrics • Lead and support practice leaders nationwide, ensuring consistent, safe, and high‑quality delivery • Advance innovation, including modern investigation methods, data management, digital tools, and remediation technologies • Serve as a trusted executive leader and SME on complex, high‑risk projects • Build and grow talent, strengthening succession, leadership development, and professional career paths • Expand client relationships and market presence, partnering across sectors and accounts • Represent Terracon as a thought leader, through conferences, publications, and industry engagement

• Partner with large decentralized national clients to understand and meet their business objectives, while increasing revenue and profit. • Act as the single point of contact, where applicable, to promote existing and new services; set targets; manage and lead cross-selling, proposal development, and contract negotiation of multiple service lines; and ensure healthy relationships between Terracon and clients. • Help connect clients’ needs to Terracon’s expertise and resources on one-off, portfolio, and programmatic projects nationwide and ensures clients’ interests are protected and their business expectations are achieved. • Champion the identification, pursuit, and generation of new leads with prospective and current clients. • Work closely with local Operations management to optimize national account performance. • Assist in the development and implementation of the FLI Sector annual strategic plan and help execute long-term business and marketing strategies. • Use company platforms such as CRM, Power BI, Dodge, and others to help track the progress and results of strategic goals. • Actively participate and seek leadership roles in selected industry professional organizations, associations, and technical meetings/events as a representative of Terracon. • Help create and model a safe work environment; demonstrate safe work practices and always promote an Incident & Injury Free (IIFTM) culture. • Travel nationally for client meetings, conferences, and internal meetings as required

• Supervise or monitor all projects in progress in the department to ensure that work is executed on time and in accordance with the client’s requirements and within company policies, procedures and standards. • Supervise the preparation of proposals and cost estimates to clients to ensure proper scoping of services, availability of manpower and pricing to achieve desired profitability. • Supervise the daily operations of a department including staff training, development, and performance review, utilization of equipment and facilities, safety oversight, quality of services and work product, timely delivery of services and deliverables, and adherence to policies and procedure. • Plan for and participate in business development activities to identify, develop, win, and execute project opportunities and build and maintain client relationships.

• Assist in the continued development of a new national geotechnical engineering program. • Manage large geotechnical engineering projects for Terracon’s largest clients. • Collaborate with local engineers and Subject Matter Experts. • Conduct meetings with the clients and prepare reports to communicate project status. • Set priorities, assign tasks, and coordinate project staff to meet targets and milestones. • Focus on the consistent delivery of projects within the Digital Infrastructure sector.

• Responsible for coordinating the accurate and timely project registration, billing, collection and procurement practices for an engineering consulting firm. • Under general supervision, prepare timely and accurate billing for routine and non-routine projects in accordance with contractual agreements, accounting standards, internal controls, and within defined billing cycles or client deadlines, ensuring that all billing is internally approved and sent to clients on schedule, attaching all necessary backup. • Project Setup, Review and Maintenance • May be responsible for new project registrations or timely review of project registrations completed outside the Regional Finance team, ensuring information matches with contract, purchase order and standard client required information. • Assist with opening/closing tasks as needed. • Assist with budget management. • Add executed change orders to the system • Alert Project Managers to potential budget overages, write downs, and/or Unrecognized Revenue during billing schedule. • Create and maintain electronic project files related to financial documentation, which may include contracts, work authorizations, budget tracking, payment applications, client invoices, and internal approvals. • Apply company quality assurance guidelines and procedures for project document management and retention. • Maintain billing schedule for all projects per contract terms or per schedule arranged with Regional Financial Manager. • Initiate billing for all eligible projects per schedule. • Create draft invoices per client billing requirements; Send for review and approval to PM’s and additional parties as required by account. • When no response from PM during billing timeframe, send email reminders and escalate as required to meet deadlines and financial metrics. • Finalize invoices in the billing platform and submit invoice packages, including cover pages, applications for payment, lien waivers, and other applicable backup per client billing requirements. Distribute invoices to external clients through various distribution platforms e.g., mail, email, and client portal uploads. • Process WIP removals when appropriate or as requested. • Research and resolve routine and non-routine billing questions and discrepancies following standard operating procedures. • Perform CMELMS responsibilities assigned to regional finance staff. • Perform routine collections efforts which could include phone calls or emails. Communicate with clients regarding past due invoices. • Add notes in the collections tool for all collection activities including specifics on invoice submission, expected payment dates, and both internal and external follow-up communications. • Follow up on all invoices open past terms/ average days paid. • Collaborate with Project Managers, Operational Finance, Corporate Collections, and direct supervisor to resolve outstanding AR issues. • Create and approve requisitions for all goods and services, document receipt, and ensure accuracy of project information on invoices. • Review all non-PO backed invoices, add project information, and approve invoices. • Fill out onboarding forms for new suppliers not currently in procure to pay system. • Writing draft checks from office checkbooks. • Office credit card reconciliations in expense report portal. • Per Diems/Cash Advances. • Follow safety rules and practices and other safety requirements for all projects. Participate in pre-task planning. Report any safety issues or concerns to management. • Be responsible for maintaining quality standards on all projects. • Perform other duties as assigned.

• Perform field testing, observation, and inspection of construction materials (e.g. soils, aggregates, concrete, asphalt, and steel). • Communicate with project manager, engineering technicians, client representative, contractor’s representative and others as applicable regarding the construction site, project requirements, and testing, observation, and inspection requirements and results. • Transport material samples with associated identifying documentation to the laboratory for further testing and analysis. • Tabulate, prepare, and submit data and observation in the form of written and digital reports as work is performed for daily transmittal to the Terracon Project Manager. • Maintain and clean equipment, vehicles, and work areas. • May assist with scheduling and dispatch of Technicians to project sites. • Adhere to strict safety standards.
