Role Description The Information Technology Management Assistant provides technical and analytical support for information systems, database management, and training technology environments in alignment with mission requirements supporting Department of Defense (DoD) training and program operations. This position supports the development, implementation, and maintenance of IT systems and data environments used to support training development, program management, and organizational operations. - Analyzes and defines data requirements and specifications to support system and program needs. - Supports the design, development, normalization, and implementation of databases for efficient data storage, retrieval, and management. - Responsible for supporting database administration activities, including: - Installation - Configuration - Monitoring - Performance tuning - Backup and recovery of database systems - Assists in maintaining database management system software, ensuring system reliability, integrity, and performance. - Supports planning for future data capacity requirements and assists in developing and administering data standards, policies, and procedures. - May support the development and implementation of data mining and data warehousing solutions to enhance data analysis and reporting capabilities. - Evaluates and provides recommendations on emerging database technologies and system architectures to improve system performance and scalability. - Ensures the application of information security and information assurance policies, principles, and practices in all aspects of data management and system operations. - Analyzes system requirements based on business needs, risks, and cost considerations. - Supports the evaluation, selection, installation, and validation of system software, including compilers, utilities, and related tools. - Assists in integrating hardware and software components within the systems environment. - Monitors and fine-tunes system performance and supports the evaluation of new systems engineering technologies and their impact on the operating environment. - Ensures that cybersecurity and information assurance requirements are incorporated into all system and data management activities. - Supports training development environments and IT systems used for instructional delivery, collaborating with program staff and technical teams to ensure systems effectively support mission and training objectives. Qualifications - Minimum of five (5) years of experience supporting information technology systems, database management, or related technical support activities. - Knowledge of information security and information assurance principles and practices as applied to IT systems and data management. - Strong analytical and problem-solving skills with the ability to assess technical requirements and recommend solutions. - Proficiency using Microsoft Office 365 Suite and other enterprise tools to support documentation and reporting. - Strong written and verbal communication skills, including the ability to document technical processes and communicate with technical and non-technical stakeholders. - Ability to work independently and collaboratively while managing multiple priorities in a fast-paced environment. Requirements - Experience supporting Department of Defense (DoD) or U.S. Navy IT and training environments. - Experience supporting systems aligned with Naval Education and Training Command training programs. - Familiarity with enterprise database platforms, data management tools, or cloud-based data environments. - Experience supporting learning management systems (LMS), training systems, or instructional technologies. - Experience supporting cybersecurity frameworks and compliance requirements in government systems. - Experience evaluating and implementing emerging technologies within enterprise IT environments. Education - Bachelor’s degree in Information Technology, Computer Science, Information Systems, Data Management, or a related field. - Equivalent relevant experience supporting database management, systems administration, or information technology environments may be considered in lieu of formal education where appropriate.
Role Description The Program Management Specialist serves as the primary point of contact between the contractor and the Government Contracting Officer’s Representative (COR) in support of training and program operations aligned with Naval Education and Training Command (NETC). This position is responsible for the overall coordination, execution, and performance of contract requirements, ensuring successful delivery of all task orders and program objectives. - Oversees all aspects of contract performance, including assigning appropriate personnel to task orders, managing program resources, and ensuring deliverables are completed in accordance with contract requirements. - Provides leadership and direction to contractor staff and ensures alignment with Government priorities and mission objectives. - Prepares and publishes monthly program reports, providing status updates on contract performance, deliverables, risks, and overall program health. - Supports invoicing activities, ensuring accuracy, timeliness, and compliance with contract and financial requirements. - Reviews Statements of Work (SOW), funding documents, and contract modifications to ensure proper execution and compliance with contractual obligations. - Monitors funding levels and advises the COR on funding status, risks, and potential impacts to program execution. - Supports recruitment and staffing activities to ensure qualified personnel are assigned to support contract requirements. - Ensures staffing levels are maintained and aligned with evolving program needs. - Advises the COR on project status, identifies potential problem areas, and recommends solutions to mitigate risks and ensure successful program execution. - Collaborates with instructional designers, technical staff, and stakeholders to support educational design and development projects. - Ensures compliance with Department of Defense (DoD) policies, procedures, and contract requirements, while supporting continuous improvement of program management processes and training delivery efforts. Qualifications - Minimum of five (5) years of experience managing educational design, instructional development, or training program projects. - Minimum of two (2) years of professional experience supporting a contract for the U.S. Navy, Department of Defense, or another DoD agency. - Strong leadership, organizational, and problem-solving skills. - Strong written and verbal communication skills, including the ability to interact effectively with Government and contractor personnel. - Ability to manage multiple priorities and oversee complex program activities in a fast-paced environment. Requirements - Experience supporting training or educational programs aligned with Naval Education and Training Command. - Experience supporting programs at Navy training organizations. - Familiarity with Navy training doctrine and curriculum development processes, including NAVEDTRA guidance. - Experience managing multiple task orders or contract efforts simultaneously. - Experience supporting program performance metrics, reporting dashboards, or continuous process improvement initiatives. Education - Bachelor’s degree in Business Management, Instructional Technology, Education, or a related field is desired. - Equivalent relevant experience supporting program management and educational development projects may be considered in lieu of formal education where appropriate.
