Position Summary RSI is currently recruiting for an Executive Administrative Assistant/Admin Support V to provide administrative support to technical and management level personnel. Support includes, but is not limited to, project administration, planning and coordination, documentation and briefing support, general office support, secretarial support, human resource support, and conference planning. Typical duties include coordinating and planning project/ office administration and support; providing general office support, documentation support, project administration, administrative and secretarial support, and human resource support; supporting project financial tracking and reporting requirements including project control and account resolution; and performing other administrative and support functions as assigned. This position is mostly remote, with travel to Washington D.C as needed. The salary range for this role is $85,000-$120,000 annually based on education and experience. Primary Responsibilities Responsibilities include: - Review documents for a senior executive's signature, coordination or concurrence, accuracy and completeness, conformance with style, format, or procedural requirements and guidelines. - Provide interface with other NNSA support services and serve as a liaison between Program Offices. - Build, manage, and maintain office files and databases. - Create and edit documents, presentations, talking points, internal memos, briefing materials, internal read-ahead materials to be reviewed and approved by a manager. - Distribute daily news releases and other media announcements. - Maintain calendar for senior executive(s), keeping them informed of relevant organizational issues. - Develop and maintain administrative data systems such as contact lists and shared calendars. - Coordinate, distribute and maintain facsimile records, and program and operate speed dial on fax machines, submit monthly reports pertaining to copiers and other office equipment as appropriate. - Perform escort duty for individuals performing maintenance or repairs, delivering supplies, or attending meetings with senior program office staff. - Coordinate and Process Foreign, Domestic and Local Travel Requests ◦ Preparation, submission, and follow-up of travel authorizations and vouchers ◦ Arrange travel reservations, including hotels, rental vehicles, local transportation, airline tickets, and other necessary arrangements ◦ Prepare vouchers upon travelers' return for electronic signature in the Travel Manager system. - Track all classified/unclassified correspondence addressed to the program office through the NNSA and DOE ◦ Executive Secretariat correspondence control tracking system. Receive, record, and update the status of correspondence. Sort and distribute as appropriate. - Pass security clearances, retrieve and send documents using SIPR and NESAN for coordination, and inform management of pending issues or other concerns. - Maintain supplies for the Program Office. - Conference Support Services - Manage logistical arrangements for major meetings and/or speaking Headquarters (HQ) and the NNSA Enterprise, as well as public events featuring senior NNSA leaders. This includes, but is not limited to, ensuring that NNSA leaders are fully briefed on what to expect in advance of events, ensuring that reporters and members of the public receive timely information about NNSA programs, policies and priorities and ensuring that necessary audio/visual systems are provided. - Comply with safety, security, planning, and reporting requirements as specified by CE2 Corporation, the contract, and the client, including but not limited to safety/security training, monthly status reports, exception reports, and similar requirements. - Constantly and consistently exceed the customer's expectations by making a commitment to learn our customers' needs and wants and developing action plans that implement customer friendly processes. - Perform other reasonable duties and responsibilities for the position as assigned. - Create, edit, design, and proofread PowerPoint presentations. Required Education and Experience - High School Diploma or Equivalent - Minimum of 20 years of directly relevant experience or equivalent. Education may substitute for experience. Role Description RSI is currently recruiting for a Contracts Manager. This position will provide management, consultation, and support to business leadership team and program/project management functions for the life cycle management and administration of federal and commercial prime contracts. Serve as the primary interface with customer Contracting Officers and team partner counterparts in negotiating, managing, administering, and performing prime contracts. Develop and maintain company internal control policies, guidelines, and procedures for achieving compliance with prime contract terms and conditions, regulations, and customer requirements. Support acquisition of new prime contracts by participating in the development of competitive proposals as needed. This position can be remote or hybrid in our Oak Ridge, TN office. Primary Responsibilities - Support prime contract life cycle performance including business/cost proposal preparation, execution, and closeout for federal government and commercial projects. - Interpret contractual, Federal Acquisition Regulation and supplemental regulations, and/or unique procurement regulations and provide effective compliance strategies and approaches. - Prepare and/or review contract documents such as teaming agreements, solicitations/RFPs, and contracts for risk identification and provide mitigation strategies that effectively minimize risks to the company. - Prepare, review, and/or negotiate prime contracts of varying types (FFP, T&M, IDIQ, CPIF, CPFF, performance based, etc.), teaming and consulting agreements, non-disclosure agreements, memoranda of understanding/agreement, and other contract related documents. - Perform contract reviews or audits including such activities as variances or errors, ambiguous or undefined contract terms, and compliance with terms and conditions. - Ensure all prime contract terms and conditions flow down to subcontracts. - Coordinate or perform contract administration tasks related to monitoring compliance, performance, and progress. - Perform all contract administration functions using independent evaluation, judgment, selection and adaptation/modification of standard techniques and procedures. - Interface and establish strong rapport with government contracting officers and clients. - Coordinate the preparation, submittal, and negotiation of requests for equitable adjustments. - Advise program/project managers on scope of work and contract terms and conditions including resolving complex issues (e.g., government property, insurance, OCI) and resolution of contract disputes. - Advise business leadership and program/project management regarding strategies and methods to maximize contract profitability. - Maintain effective interfaces/relations with all intra-company functions (e.g., Human Resources, Finance, etc.). - Interface with ASRC Industrial Services (AIS) legal counsel when necessary regarding risks and mitigation strategies and compliance with company policies and procedures. - Maintain effective communication and interfaces with AIS and provide timely and accurate responses to all AIS requirements and requests. - Understand Contractor Purchasing System Review (CPSR), and government property system review; contract closeout; government property administration; and purchasing system design and upgrades. - Maintain original contracts and modifications electronically, integrating modifications into a working electronic copy, and assure contract records are adequately and accurately maintained. - Interface with Government auditors. Qualifications - B.S. degree in finance, accounting, business administration, or a related discipline or equivalent. - Minimum of five (5) years of prime contract management experience in government contracts. Requirements - Demonstrated knowledge of (FAR) Federal Acquisition Regulations, including cost or pricing data, cost accounting standards, and allowable cost determinations etc. - Deltek Costpoint experience is a plus. - Excellent analytical and negotiation skills. - Ability to work on multiple projects concurrently and prioritize assignments. - Ability to maintain the highest level of professionalism, confidence and integrity while directly dealing with internal and external customers. - Ability to work and communicate with all levels of the company and customers. - Excellent writing, oral communication, organizational, and analytical skills. - Proficient computer skills (MS Word, MS Excel, and Adobe Acrobat) commensurate with duties. - Work may be required outside normal business hours and sometimes on short notice.
