Role Description Quanta Infrastructure Solutions Group, LLC (QISG), a Quanta Services, Inc. company (NYSE: PWR) is looking for a Pre-Construction Services Manager. This is a commercially focused, hands-on role embedded within QISG's operational organization, responsible for driving the commercial maturation of a project from award through full execution. This role serves as the commercial engine that converts project information into updated scope positions, refined estimates, and ultimately a closed book GMP or lump sum that both QISG and the owner can stand behind. What You'll Do Duties & Responsibilities - Progressive EPC Estimating - Assembles and maintains the progressive EPC estimate throughout the pre-construction phase. - Develops a comprehensive basis of estimate at each stage of the open-to-closed book process. - Reviews vendor and subcontractor proposals, quotes, and procurement data. - Applies current knowledge of labor, material, and equipment market conditions. - Participates in value engineering and constructability reviews. - Open-to-Closed Book Management - Owns the commercial maturation of the project from open book estimate through GMP or lump sum close. - Receives design progress reports, procurement status updates, and schedule information. - Identifies gaps, unknowns, and unresolved scope items that represent commercial risk. - Builds the GMP or lump sum position when design and procurement data is sufficient. - Owner Alignment & Change Management - Serves as the primary commercial interface with the owner during the pre-construction phase. - Manages the owner change order process during pre-construction. - Facilitates milestone gate reviews and approval meetings with the owner. - Maintains alignment between owner expectations and project realities. - PMO Information Integration & Teaming Partner Relationships - Establishes a regular cadence with the PMO to receive updates. - Works closely with the project scheduler to understand critical path impacts. - Coordinates with the Project Manager to ensure commercial decisions are reflected. - Participates in design reviews, procurement meetings, and project status calls. - Develops and maintains productive working relationships with design teaming partners. - Transition to Execution - Leads the commercial handoff to the execution team. - Ensures the Project Manager and project team understand the commercial baseline. - Captures lessons learned from the open-to-closed book process. - Adheres to QISG’s internal standards, policies, and operational procedures. - Performs other duties as assigned. Qualifications - Bachelor’s degree in Engineering, Construction Management, or a related field. - 7+ years of progressive experience in EPC or design-build project delivery. - Demonstrated experience assembling EPC estimates across multiple stages of design maturity. - Direct experience with open book estimate management, GMP development, and lump sum conversion. - Working knowledge of current labor, material, and equipment market conditions. - Experience on substation, transmission, or utility-scale infrastructure projects strongly preferred. - Familiarity with integrated project schedules. - Experience working alongside or within a structured PMO environment. This role requires hands-on category ownership across: - Power and high-voltage transformers - Circuit breakers - AIS/GIS switchgear - Busbars - Capacitors - Grounding systems - Protection and control equipment - SCADA systems - Smart sensors - Digital substation technologies The Category Manager will work closely with engineering and project teams to: - Qualify suppliers - Negotiate commercial terms - Manage long-lead equipment - Drive cost, quality, and schedule performance on complex substation builds This is an individual contributor role ideal for experienced professionals who want to shape sourcing strategy and deliver tangible results without managing a team. This is a fully remote position open to candidates currently residing anywhere in the United States. Applicants must be authorized to work in the U.S.; visa sponsorship is not available. The role includes up to 20% domestic and international travel. Qualifications - 5+ years of sourcing, procurement, or category management experience focused on substation or utility infrastructure projects - Deep knowledge of critical substation components, including electrical systems, conduit, transformers, switchgear, and T&D materials - Proven success in supplier negotiations, contract execution, and supplier performance management for high-value infrastructure projects - Hands-on experience with ERP and procurement systems, including JD Edwards, Salesforce, and Coupa - Advanced Excel and data analysis skills to support strategic sourcing decisions - Excellent communication and cross-functional collaboration skills, working closely with engineering, project, and construction teams - Bachelor’s degree in Supply Chain, Business, Engineering, or related field; certifications such as APICS, CSPM, or equivalent preferred - Willingness to travel up to 20% to project sites and vendor facilities as needed Requirements - Own and execute category strategies aligned with project demand, technical requirements, and sustainability goals - Lead negotiations and manage supplier relationships across key commodities - Collaborate with engineering, construction, and project teams to ensure materials are delivered on time and within budget - Forecast demand, optimize inventory, and support S&OP alignment - Onboard and qualify suppliers, monitor risk, and drive innovation - Leverage market intelligence and spend analysis to reduce cost and increase value - Travel to job sites and vendor locations to support field operations and supplier oversight - Utilize enterprise systems such as JD Edwards, Salesforce, and Coupa for sourcing execution, supplier onboarding, and procurement planning Benefits - Competitive base salary - Generous PTO & paid holidays to maintain work-life balance - 401(k) with a generous match to plan for your future - Comprehensive benefits – medical, dental, vision, and life insurance - Weekly pay for consistent, reliable compensation - Great mentoring & career growth opportunities – we invest in your development
