• Build and scale application development, platform engineering, DevSecOps, sustainment engineering, and AI engineering capabilities from the ground up. • Define and implement software development lifecycle standards, coding practices, code review processes, testing strategies, and engineering quality gates across the practice. • Mentor and develop engineers across the practice, driving internal engineering capability growth through hands-on coaching, knowledge sharing, and technical leadership by example. • Support internal engineering capability development, creating training materials, engineering standards, and knowledge-sharing processes that raise the technical baseline across OSC Edge. • Architect and lead development of cloud-native platforms and applications, making hands-on technology selection, system design, and implementation decisions across the full stack. • Establish and operate DevSecOps pipelines, CI/CD toolchains, and cloud engineering environments aligned to DoD and federal security requirements. • Lead engineering teams from program stand-up through steady-state operations, establishing Agile delivery cadences, sprint structures, and continuous improvement practices.

• Define and develop OSC Edge Tech service offerings in application development, platform engineering, system sustainment, and AI-enabled solutions, aligned to company growth objectives and the strategic intent to pursue higher-margin, more complex opportunities across DoD, DoE, and adjacent federal and commercial markets. • Provide enterprise technology strategy across major programs, ensuring alignment between program execution, practice capability development, and company revenue growth objectives. • Contribute to the company technology roadmap and strategic planning, advising leadership on technology trends, capability investment priorities, competitive landscape, and market differentiation against national and regional competitors. • Serve as lead solution architect on capture and proposal efforts, authoring and directing technical volumes that strengthen OSC Edge’s competitive positioning and leverage the company’s 8(a) sole-source capability and minimal WRAP rate advantage. • Shape and pursue new opportunities, identifying task orders and new work where the Application, Platform & AI Solutions Practice can expand the company’s portfolio and past performance. • Develop reusable solution architecture assets, reference architectures, and proposal accelerators that improve the speed and quality of future capture efforts across the company. • Support pricing strategy, ROM development, staffing models, and organizational design for new and existing programs. • Lead architecture for new platforms, enterprise systems, and modernization initiatives, including cloud-native application architectures, Zero Trust integration, and DevSecOps pipeline strategy, positioning OSC Edge to compete in high-growth market segments (federal cybersecurity, federal software, and custom development). • Perform technical assessments and develop modernization roadmaps for customers, identifying opportunities for scope expansion, deepened relationships, and new contract awards. • Drive AI and automation initiatives from prototype through production, including AI-enabled document processing, intelligent automation, and machine learning integration into government and commercial mission systems. • Mentor engineering teams and establish engineering standards, reference architectures, and technical governance frameworks that build long-term organizational capability.

• Oversee all government contract billing activities across the full contract lifecycle, ensuring accuracy, compliance and timely cash flow. • Review executed contracts, task orders, and modifications to ensure accurate and compliant setup in the ERP system, including: Contract type (CPFF, CPAF, T&M, FFP, IDIQ) • Partner with Contracts and Program Management to define, validate and enforce billing instructions, invoice formats and submission timelines. • Prepare, review and submit timely, accurate invoices in accordance with contract terms, FAR Part 32, and agency-specific billing requirements; ensure all billings are recorded in the general ledger and that costs are allowable, allocable and reasonable. • Manage account receivables for government and commercial customers. Tasks include: Monitoring and reporting AR aging, identifying collection risks, and driving resolution of overdue balances. • Ensure timely and compliant contract closeout. • Act as the primary billing point of contact for internal stakeholders and external customers. • Support DCAA audits, customer audits, and internal audits related to billing and accounts receivable.

• Serve as a senior subject matter expert and program lead for the Governance, Risk, and Compliance (GRC) function supporting federal information systems • Oversee enterprise GRC and RMF programs, ensuring consistency across multiple system authorizations and enclaves • Direct the risk management process, ensuring risk identification, quantification and treatment strategies align with federal and agency guidance • Lead assurance activities, validating that control implementations meet the intent of NIST 800-53 Rev.5 requirements • Govern SSP and POA&M quality, establishing standards, templates and review checkpoints across systems • Oversee cloud service provider assessments, ensuring proper inheritance of FedRAMP controls and shared responsibilities • Provide leadership for privacy and data governance, ensuring integration of PIA activities into RMF documentation • Develop and track Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs) to measure compliance and risk health • Drive adoption of GRC automation, Continuous Controls Monitoring (CCM) and compliance analytics • Serve as primary point of contact during audits, IG reviews and authorization package evaluations • Mentor analysts and guide cross-functional teams on risk-informed decision-making and RMF optimization

• Responsible for leading both contract lifecycle management and the financial and operational governance framework for OSC Technical Solutions • Serve as primary interface between customer and OSC Technical Solutions to ensure disciplined, consistent contractual communications. • Lead contract negotiation, administration, and execution activities in accordance with FAR/DFARS, company policy, and customer requirements. • Advise leadership on contractual rights, obligations, risks, and mitigation strategies across the contract lifecycle. • Review RFPs and contract terms for risk; develop negotiation strategies, exceptions, and fallback positions to protect company interests. • Ensure contract documents accurately reflect negotiated terms and are executed in a timely manner. • Partner with proposal teams to assess contractual risk, support pricing strategy, and shape compliant, competitive submissions. • Support project teams in Management of Change (MOC) processes, ensuring contractual alignment with scope, funding, and schedule adjustments. • Monitor contract performance against scope, cost, and funding thresholds and coordinate required customer actions. • Maintain audit-ready contract files, including correspondence, modifications, deliverables, and compliance documentation. • Lead coordination across legal, finance, and operations to ensure contract compliance and consistent external communications. • Administer contract closeout activities to ensure timely, accurate completion and documentation. • Evaluate claims, changes, and disputes, support development of defensible positions and resolution strategies. • Establish and manage indirect rate structures and pools, including development of forward pricing assumptions, monitoring of actuals vs. projections, and implementation of controls to ensure rate stability, compliance, and alignment with business objectives. • Lead financial planning and execution activities, including budget formulation, forecasting, variance analysis, and financial performance tracking across the business unit. • Establish and maintain financial controls and governance mechanisms to ensure spend discipline, compliance with contract funding limits, and alignment with corporate objectives. • Develop and manage integrated operating rhythms linking financial performance, delivery metrics, and strategic priorities. • Build and scale business management systems that provide visibility into budgets, commitments, revenue, margin, and program health. • Define, track, and report KPIs and KRIs across financial, operational, and delivery domains; implement executive dashboards to support decision-making. • Oversee invoice review and approval processes, ensuring accuracy, compliance, and alignment with contract terms and financial controls.
