• Responsible for developing and managing a strategically aligned federal business development pipeline in support of Magellan Federal’s health, readiness, and workforce support mission areas. • Leads opportunities from initial identification through qualification, working closely with capture management to assess opportunity fit, strategy, and next steps. • Identifies current and emerging client requirements, market trends, and competitive dynamics to position Magellan Federal for sustainable growth. • Collaborates across internal functional teams to develop qualification artifacts, supports capture and proposal efforts, and provides guidance and mentoring to business development staff. • Develops and executes federal account strategies aligned with Magellan Federal’s strategic goals, capabilities, client needs, market trends, and competitive environment to achieve assigned growth targets. • Manages the federal business development pipeline in accordance with standard operating procedures, including opportunity identification, qualification, documentation, and lifecycle tracking. • Mentors and develops less experienced business development personnel and supports continuous improvement, audits, and compliance related to business development tools, processes, and governance. • Develops and presents Identification and Qualification gate reviews, equipping leadership with strategic, technical, competitive, and pricing insights needed to make informed decisions to advance opportunities through the business development lifecycle. • Supports capture and proposal managers throughout capture and proposal phases, contributing to solution development, teaming strategies, and pricing approaches.
• Provides diagnostic and therapeutic services in accordance with general standards applicable to mental health professionals. • Provides individual and/or group counseling services to children, adolescents, adults, elderly, and families. • Manages caseload and other tasks to meet both qualitative and quantitative performance expectations. • Provides crisis assessment and intervention as needed. • Adheres to and upholds the ethical standards and guidelines of the profession. • Documents work in accordance with standards in the areas of diagnostic evaluations, progress notes, treatment plans, discharge procedures, and other consumer related activities. • Participates in education and other activities necessary to maintain competency in clinical work. • Actively participates in clinical team and staff meetings. • Support team members and participate in team activities to help build a high-performance team. • Communicates effectively and works cooperatively with others.
• Guides the development, innovation, and optimization of Magellan’s diverse product portfolio • Oversees the formal design and governance of the product development process • Drives measurable business, clinical, and financial outcomes • Defines and executes the product development roadmap aligned with organizational goals • Conducts market, customer, and competitive analyses • Oversees the full product lifecycle, from concept and validation through launch • Serves as a key product liaison across the organization • Establishes and monitors product performance metrics, dashboards, market feedback
• Executes the learning and development priorities for the company's training needs • Responsible for developing, scheduling and conducting group and/or one-on-one training, for both virtual and classroom settings • Collaborates with COE leaders and workgroup project managers to identify, prioritize and respond to training needs of staff • Leads and/or co-leads the overall design, development and delivery of Clinical and other learning products/services/interventions • Participates in clinical management team to develop and implement clinical services and training strategies that address performance gaps • Analyzes performance and develop improvements in clinical processes
• Responsible and accountable for accurate and timely processing of all claims • Adjudicates claims and adjustments • Resolves claims edits and suspended claims • Maintains and updates reference materials to adjudicate claims • Provides backup support to team members
• Analyze claims data and develop cost-of-care projections for existing customer renewals and new business opportunities. • Interact with clients as needed to resolve differences in projections are rate-setting methodology. • Incorporate administrative cost projections and business unit profit objectives to develop final rates quoted to customer. • Responsible for cost pricing, including evaluating data, building underwriting, and evaluating profitability. • Complete quarterly savings reporting to current clients and provide estimated savings for prospect clients. • Reviews utilization, cost trends, and other assumptions that are used in pricing models. • Evaluate cost impact of new product initiatives and proposes rate structures to maximize profitability and ensure appropriate returns for risk. • Ensure that appropriate underwriting policies and procedures are applied to new and existing business and that responses are timely. • Provide recommendations on product and customer rates to senior management and coordinates approval process. • Interact with clients and customers and internal staff to resolve issues related to information provided and Request For Proposal language and response expectations. • Supports variety of projects from Business Unit and Corporate Finance. • Manage team of pricing and reporting analysts. • Other duties as assigned.
• Leads the implementation of the subcontract administration and management from initiation to contract management to termination with a focus on compliance and contract value • Serves as a strategic executive leader overseeing all subcontracting and procurement functions within a complex government contracting environment • Defines and drives organizational objectives, policies, and performance standards to ensure operational excellence and full compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency supplements, and commercial regulations • Leads enterprise-wide initiatives to optimize procurement practices, mitigate risk, and enhance supplier performance • Champions the company’s Small Business Program for U.S. Government Contracts, leveraging deep regulatory expertise and executive-level influence to foster meaningful engagement with HUBZone, 8(a), SDVOSB, and WOSB partners • Develops and implements procurement, subcontracting, and small business strategies that align with corporate objectives and government contracting requirements, including support for proposal development • Leads cross-functional teams to ensure effective planning, sourcing, and execution of subcontract agreements, while establishing performance metrics and serving as the primary liaison with executive leadership on subcontracting matters • Oversees daily subcontracting and procurement operations, including sourcing, negotiation, and subcontract administration, while managing supplier relationships to ensure quality, cost-effectiveness, and timely delivery • Implements industry best practices and digital tools to streamline processes and collaborate with program managers and technical teams to align procurement strategies with project requirements • Maintains and maintains a compliant purchasing system aligned with FAR, DFARS, and other federal regulations, while overseeing internal audits and subcontracting reviews • Mitigates risk through strong subcontract terms, supplier vetting, and performance monitoring, and ensures all documentation, reporting, and regulatory certifications meet government standards • Maintains the company’s Small Business Program for U.S. Government contracts, ensuring compliance with federal requirements • Identifies, engages, and mentors diverse small business partners, prepares and submits subcontracting plans and reports, and represents the company at outreach events and industry forums to promote small business participation • Leads and mentors a team of subcontract and procurement professionals while fostering a culture of continuous improvement, ethical conduct, and professional growth • Provides training to enhance team capabilities and support cross-functional collaboration, including subcontract training for program and proposal managers
• Provide coverage in short-term, surge and on demand situations resulting from the Military needs • Provide personal financial counseling and management services directly to service members and their families • Assist service members in establishing a spending plan for extended absences • Develop and make available informational financial materials to service members and families • Coordinate, publicize and provide a wide variety of Personal Financial Management classes/workshops • Respond to requests for age-appropriate classes or seminars • Possess the skills to effectively utilize virtual counseling or other electronic modes of communication • Manage duty to warn situations according to Department of Defense (DoD) protocol • Communicate with leadership and participate in regular individual and group supervision • Participate in regular in-services/training, quality improvement committees or other contract activities as assigned/appropriate. • All other duties as assigned.

• Provide coverage in short-term, surge and on demand situations resulting from military needs. • Provide non-medical, short term counseling directly to adults, children, and youth of service members. • CYB counselors will focus on supporting the staff and personnel of CDCs, DoDEA and community schools, youth programs and summer camps. • Provide training and health and wellness presentations, and participate in health fairs and other base/installation activities.
