According to the Sixth Assessment of the Intergovernmental Panel on Climate Change (IPCC), the temperature rise will cause substantive agricultural production losses for most European areas, while decreasing water availability would make adaptation using irrigation methods a serious challenge . Moreover, increasing frequency and severity of natural hazards (e.g., wildfires, flooding, landslides, etc.) will adversely impact all sectors of society. These climate change impacts exacerbate pre-existing inequalities and vulnerabilities, especially for those already facing societal inequalities. At the global level, human mobility in the context of climate change is now firmly anchored in several key policy frameworks such as the United Nations Framework Convention on Climate Change, the Sendai Framework for Disaster Risk Reduction 2015-2030, the Sustainable Development Goals, and the Global Compact for Safe Orderly and Regular Migration. The Executive Committee of the Warsaw International Mechanism on Loss and Damage of the United Nations Framework Convention on Climate Change invited the Parties to continue supporting efforts, including finance, technology, and capacity building of Parties, local actors, and communities to address human mobility-related challenges and opportunities in the context of climate change, at all levels, including community, national, regional and international levels . Climate finance refers to local, national, or transnational financing – drawn from public, private, and alternative sources of financing that seeks to support measures related to mitigation, adaptation, and loss and damage. Public finance falls short of the overall financing needs for climate action. Leveraging private investment using public finance to fill this funding gap is one of the solutions. Blended finance -broadly defined as the combination of public concessional finance with private or public resources is often portrayed as a key financing mechanism to deliver the resources needed for climate action. Georgia is increasingly exposed to climate-related risks, including floods, droughts, landslides, and land degradation, which are already affecting livelihoods, infrastructure, and economic resilience. These impacts disproportionately affect rural populations and vulnerable groups, including internally displaced persons (IDPs), eco-migrants, returnees, women, and youth, reinforcing socioeconomic vulnerabilities and contributing to migration pressures.[1] At the same time, Georgia has made progress in advancing its climate policy and green transition agenda. Key frameworks, including the Updated Nationally Determined Contribution (NDC)[2] and the 2030 Climate Change Strategy and Action Plan, provide a foundation for climate-resilient development. In this context, a critical gap remains in identifying scalable and investment-ready mechanisms that can bridge climate adaptation needs and human mobility dynamics. There is limited evidence on how blended finance approaches can be tailored to Georgia’s market conditions, institutional landscape, and target populations. Addressing this gap is essential to enable the design of a viable, context-specific blended finance mechanism. The consultancy aims to generate actionable evidence and strategic recommendations to inform the design of a context-specific blended finance mechanism that mobilizes investments for climate-resilient livelihoods in the context of human mobility in Georgia. Project Context and Scope The Safe Roads, Safe Lives programme is a potential regional initiative designed to address the underrepresentation of women in the transport and logistics sector while promoting safe, decent, and inclusive employment opportunities. Implemented by the International Organization for Migration (IOM) with support from the Swedish International Development Cooperation Agency (SIDA), the programme builds on a proven training model that equips women with technical, practical, and life skills needed to become professional heavy-duty truck drivers. The initiative combines structured classroom learning, hands-on driving experience, and employability and life skills training, with a strong emphasis on workplace safety, gender equality, and job placement. Previous iterations of this model, implemented in multiple regions globally, have demonstrated strong results: participants graduate with formal driving certifications and successfully transition into employment through partnerships with transport companies. This regional initiative seeks to combine life skills training and job placement with IOM’s expertise in cross border health programming (SHRH-HIV and MHPSS in particular), labor mobility and social protection. The programme is under consideration as a potential regional initiative across Southern Africa, with possible implementation in Angola, Botswana, Mozambique, and Namibia. Once developed, it will combine industry-led training expertise with IOM’s operational presence and technical strengths in labour mobility, migration health, and social protection. The proposed programme aims to ensure that women not only gain access to employment opportunities, but are also able to work safely across borders, benefit from appropriate health and protection services, and integrate effectively into the transport workforce. The programme will adopt an integrated approach, linking skills development and job placement with essential support services, including health awareness, facilitated access to care, psychosocial support, and protection from gender-based violence. It will also be expected to contribute to shifting harmful gender norms by promoting the visibility, participation, and success of women in the transport sector. The proposed regional initiative will be aligned with regional health and labour mobility frameworks i.e. the Strategy for Sexual and Reproductive Health and Rights in the SADC Region (2019-2030) and the Southern African Development Community (SADC) Protocol on Employment and Labour as well as the Government of Sweden’s Strategy for Sexual and Reproductive Health and Rights (SRHR) in Africa 2022-2026. It’s aim is to support safer and more inclusive cross-border employment systems. In addition, it will be positioned to contribute to global development priorities, including the advancement of gender equality and expanded access to decent work, while reinforcing IOM’s commitment to safe, orderly, and regular migration and improved health outcomes for mobile and vulnerable populations. Scope The baseline assessment will have a dual focus, reflecting the integrated nature of the Safe Roads, Safe Lives Regional programme: (1) Labour Component: The assessment will examine women’s participation in the transport sector, with focus on professional driving and related occupations in select companies and training/employment pathways in the four target countries whilst also identifying sociocultural and institutional barriers that hinder women’s entry, retention, and advancement in the transport sector, including workplace culture, peer attitudes, employer perceptions, family and community norms, and practical constraints such as sanitation, security and work-life balance. It will also assess the extent to which participating companies have policies and practices in place to support gender-inclusion, decent work, workplace safety, and prevention of harassment. The labor component of the baseline assessment will generate quantitative and qualitative indicators pertaining to women’s workforce inclusion and serve to inform program design and policy engagement efforts in the transport industry. (2) SRHR Component: This component will assess SRHR and HIV-related knowledge, awareness, and service access among mobile and vulnerable populations along transport corridors and cross-border settings. The baseline will focus on groups connected to the project’s operational context including long-distance truck drivers (male and female), migrants, cross-border traders, and sex workers operating in transit hubs and border communities. It will document baseline levels of comprehensive SRHR knowledge (e.g. understanding of HIV prevention, contraception, rights), current HIV/STI prevention practices (such as condom use, HIV testing uptake), and accessibility of SRH services (availability of condoms, STI treatment, antenatal care, etc.) for these populations. The assessment will also map the locations and capacity of health service delivery points along targeted transport routes within 20 km radius from the border and evaluate the utilization of innovative service modalities (e-lockers) where available, including how many are in place and how frequently they are used by the target groups. Additionally, the SRHR component will assess mental health and psychosocial needs and exposure to sexual and gender-based violence (SGBV) among these mobile populations and identify contextual and structural barriers to service uptake (e.g. stigma, legal/documentation issues for migrants, discontinuity of care across borders, gender norms affecting health-seeking behaviour). The SRHR baseline will provide initial values for the project’s health-related indicators and shed light on gaps in service provision and knowledge that the programme’s health interventions should address. Thailand is one of the region's most severely affected by climate change, with countries experiencing multi-faceted challenges related to environmental degradation, human mobility, health and socio-economic resilience. Thailand is highly vulnerable to climate change impacts, ranked as the 9th most affected country in the period of 2000–2019 by the Global Climate Risk Index Report (CRI) 2021 (Eckstein et al., 2021). Climate change is likely to increase the incidence of flooding across the country, with the number of people affected by extreme river floods anticipated to grow to over 2 million by the 2035–2044 period (World Bank and ABD, 2021). Coastal flooding could affect a further 2.4 million people by 2070-2100, with many densely populated urban centers situated along the coastline. Thailand also frequently suffers from droughts resulting from shortage of rainfall, reduced flow in surface and subsurface rivers, and poor land management practices (World Bank, 2023). Human mobility patterns in Thailand have become increasingly complex as a result of climate change. Beyond the direct risks to lives and livelihoods, climate stressors contribute to a range of mobility outcomes, from voluntary and labour-related migration to forced displacement triggered by sudden-onset disasters, and in some cases, the need for planned relocation of communities exposed to slow-onset events such as sea level rise. Additionally, certain populations face situations of immobility, where vulnerabilities, poverty, or socio-political conditions limit their ability to move in response to climate pressures. While national policy frameworks on climate change, disaster risk reduction, and human mobility are evolving, evidence on community-led responses to climate change remains fragmented. Many communities and/or locally driven initiatives already contribute to reducing displacement risk, supporting adaptive mobility, strengthening resilience in sending areas, or enhancing preparedness in receiving areas. However, there is currently no consolidated mapping of such initiatives, no harmonized criteria to identify what constitutes a locally led or community-led initiative in the climate mobility space, and limited analysis of their governance structures, financing models, or scalability potential. To address this gap, IOM Thailand seeks to commission a structured mapping of community and/or locally led initiatives relevant to climate mobility. This mapping can inform the implementation and roll out of the Climate Catalytic Fund that will be launched later in the year. The project prioritizes the enhancement of the provision of protection trauma-informed and survivor-centered services for Victims of Trafficking (VoTs) in East Malaysia (Sabah and Sarawak). The project actively supports Malaysia's national anti-trafficking governance framework by collaborating closely with the Council for Anti-Trafficking in Persons and Anti-Smuggling of Migrants (MAPO). IOM has contributed to the development of the National Action Plan on Anti-Trafficking in Persons 4.0 (NAPTIP 2026 -2030) by generating evidence-based findings and advocating for the inclusion of priority interventions (particularly those addressing protection gaps in East Malaysia) into future federal and state planning cycles. A foundational needs assessment (a separate consultancy) has been commissioned to evaluate current protection services against international standards and identify capacity gaps among service providers in Sabah and Sarawak. The consultant will support the development of an innovative or blended finance mechanism related to gender-responsive climate action, to enhance climate change adaptation and foster non-farm livelihood activities for women from migrant families in Uzbekistan. 2. Background Uzbekistan faces significant environmental challenges, including water scarcity, floods, droughts and mudflows, which threaten agriculture, food security and economic stability. These pressures are influencing human mobility, driving displacement, seasonal labour migration and shifts in traditional livelihoods. While remittances support livelihoods in migrant households, limited financial access and institutional barriers prevent many migrant families - especially women-headed households - from diversifying their income away from climate-vulnerable sectors to invest in climate adaptation. Diversifying household income sources beyond agriculture - such as through non-farm enterprises, home-based work and climate-responsive value chains - can help households reduce their dependence on climate-sensitive sectors, ensuring financial stability and long-term sustainability. Aligning with Uzbekistan's national policies, the IOM project will directly support the Government's ambition to build a climate-resilient society, developing government capacities to address human mobility in the context of climate change, while strengthening the adaptive capacities of vulnerable communities, particularly women from migrant families. To address these gaps, IOM will provide technical assistance and financial incentives to women from migrant families, living in climate-vulnerable rural communities. IOM is additionally working with an International Service Provider to develop a concept for an innovative or blended finance mechanism to help leverage private sector funding for an innovative loan product, thereby enhance climate change adaptation among women from migrant households, with a special focus on non-farm livelihood practices. 3. Purpose of the Engagement IOM Uzbekistan is looking to employ the expertise of a national consultant who will support IOM in developing a concept for an innovative or blended finance mechanism and promoting it among key stakeholders. The primary objective of this engagement will be to bridge the gap between private sector actors (private banks and local investors), public institutions and migrant households to help unlock untapped contributions to climate change adaptation efforts in Uzbekistan. 4.
