Job Title: Mid/Senior-Level Project Manager (Environmental Remediation / UXO Operations) Location: Remote with up to 50% travel Job Type: Full-Time Clearance Level: N/A Salary Range: Dependent upon experience Reports To: Chief Operating Officer Position Overview: H&L Environmental Services LLC is seeking a skilled and performance driven Mid/Senior-Level Project Manager with experience in environmental and unexploded ordnance (UXO) remediation. The successful candidate will be responsible for managing multiple concurrent federal projects, ensuring successful delivery on time, within scope, and within budget. This position requires a strong understanding of Department of Defense contracting practices-particularly with NAVFAC, the U.S. Army Corps of Engineers (USACE), and other federal agencies. Key Responsibilities: - Lead the planning, execution, and closeout of environmental and UXO-related projects in accordance with contractual and regulatory requirements. - Manage project scope, schedule, budget, staffing, subcontractors, and risk to ensure safe and compliant operations. - Coordinate closely with regulatory agencies, federal clients, and internal teams to ensure environmental and munitions response objectives are met. - Oversee and ensure accuracy of project financials, including accounts receivable, accounts payable, payroll, and timesheet tracking. - Ensure compliance with applicable environmental laws (e.g., CERCLA, RCRA) and DoD explosive safety requirements (e.g., DDESB guidelines, EM 385-1-97). - Supervise the preparation of work plans, health and safety plans, quality control plans, and technical reports. - Maintain strict compliance with government contracting principles, FAR/DFARS regulations, and agency-specific policies (e.g., NAVFAC, USACE). - Regularly communicate project status, risks, and achievements to senior leadership and clients. Qualifications: - Bachelor's degree in Environmental Science, Engineering, Construction Management, Business Administration, or related field. Master's preferred. - PMP certification or equivalent project management experience required. - Minimum 5 years of experience in environmental remediation, UXO disposal, or related fields. - Strong working knowledge of federal environmental programs and DoD munitions response protocols. - Demonstrated experience managing project financials including AR, AP, payroll, and timesheets. - Strong understanding of government RFPs, PWS or SOW and ability to build a cost estimate to support the WBS. - Familiarity with government contracting and project delivery under NAVFAC, USACE, or similar agencies. - Excellent organizational, leadership, and client-relations skills. - Proficiency with project management software (e.g., MS Project) and financial tracking tools. - Ability to travel to project sites as required. Environmental Scientist Location: Remote (U.S.) with occasional travel Client Support: Air Force Civil Engineer Center (AFCEC) Position Type: Full-Time Position Overview We are seeking an Environmental Scientist to support environmental program and acquisition activities for the Air Force Civil Engineer Center (AFCEC). This position will assist with development and review of environmental compliance documentation, acquisition planning support, and environmental program coordination activities. The selected candidate will support environmental compliance program implementation and provide technical assistance related to environmental scope development, cost estimate support, and environmental program analysis. Key Responsibilities · Participate in project meetings and program coordination activities. · Assist with development and review of environmental compliance scopes of work. · Support development and review of Independent Government Cost Estimates (IGCEs). · Assist with research and technical responses to industry or procurement questions. · Support review of environmental program requirements packages and contractor proposals. · Assist with preparation of technical documentation and acquisition support materials. · Review contractor performance documentation and assist with contract administration support. · Assist with review of contractor billing documentation and program financial tracking. · Support preparation of environmental compliance documentation and program reports. · Provide coordination support across environmental program activities. Senior Environmental Engineer / Scientist Location: Remote (U.S.) with occasional travel Client Support: Air Force Civil Engineer Center (AFCEC) Position Type: Full-Time Position Overview We are seeking a Senior Environmental Engineer/Scientist to provide environmental program and acquisition support services to the Air Force Civil Engineer Center (AFCEC). The selected candidate will serve as a technical subject matter expert supporting environmental compliance programs, acquisition planning activities, and contract oversight for environmental projects at Air Force installations. This position supports environmental program management, development of environmental compliance scopes of work, and technical review of acquisition and program documentation. The role requires strong experience with Air Force environmental compliance programs, cost estimating, and environmental program planning. Key Responsibilities · Provide technical leadership and subject matter expertise to government program managers and acquisition teams. · Participate in Integrated Project Team (IPT) meetings and program coordination activities. · Provide technical interpretation and guidance on environmental systems, compliance requirements, and environmental program implementation. · Assist with development and review of environmental compliance scopes of work. · Review and assist with preparation of Independent Government Cost Estimates (IGCEs). · Provide technical support during evaluation of contractor technical proposals and cost submissions. · Support development and review of acquisition documentation and requirements packages. · Provide recommendations related to environmental program implementation and regulatory compliance. · Review contractor performance documentation and recommend corrective actions when necessary. · Support program budgeting, funding coordination, and cost estimate reviews. · Participate in project meetings and occasional site visits. Required Qualifications · Bachelor's degree in Environmental Science, Environmental Engineering, Toxicology, or related physical or life science discipline. · Minimum 10 years of Air Force environmental compliance experience. · Experience developing Air Force environmental compliance scopes of work. · Experience supporting Independent Government Cost Estimates (IGCEs). · Experience with environmental compliance programs such as: o Air Quality compliance o Environmental sampling plans o Environmental restoration or compliance programs o Fence-to-Fence environmental programs or similar initiatives. · Strong technical writing and analytical skills. · Experience supporting government environmental program management or acquisition support activities. Preferred Qualifications · Master's degree in environmental science or related field. · HAZWOPER certification · Project Management Professional (PMP) certification · Registered Environmental Manager (REM) or Certified Hazardous Materials Practitioner (CHMP) · Experience supporting federal environmental programs, particularly within the U.S. Air Force.
