Director, Risk Strategy – Fraud & AML, Fiat + Crypto

• Own and drive the overall fraud prevention and AML strategy across fiat and crypto • Design strategies across the full lifecycle: onboarding, login, fiat deposits/withdrawals, trading, and crypto transfers • Identify and mitigate risks such as payment fraud, account takeover, mule activity, scams, and money laundering • Build unified strategies that connect user behavior, transaction activity, and fund flows (fiat + on-chain) • Balance risk control with user experience and operational efficiency • Design and optimize risk strategies for fiat on-ramp and off-ramp flows (bank transfers, e-wallets, payment rails) • Monitor and assess incoming and outgoing fiat transactions for fraud and AML risks • Define review, approval, and escalation mechanisms for high-risk transactions • Work closely with payment partners and internal teams to manage risk exposure • Analyze and trace end-to-end fund flows across fiat and crypto • Identify suspicious patterns such as layering, structuring, mule networks, and fraud-linked flows • Make or guide decisions on account-level actions (e.g., allow, block, restrict, freeze, escalate) • Build frameworks for consistent and explainable risk decision-making • Leverage and optimize Elliptic to strengthen on-chain monitoring and AML capabilities • Translate blockchain intelligence into actionable risk strategies (e.g., scam flows, high-risk wallets) • Integrate Elliptic signals into internal systems for automated decision-making • Evaluate other tools (e.g., Chainalysis, TRM) where needed • Lead the design of scalable risk infrastructure, including rule engines, decision engines, and case management systems • Build unified systems that support fraud, AML, and fund flow monitoring • Drive real-time decisioning and reduce reliance on manual processes • Identify emerging fraud and AML typologies using data analysis • Define and track key metrics (fraud loss, detection rate, false positives, operational efficiency) • Implement testing frameworks (A/B testing, rule tuning, segmentation) • Build and lead teams across risk strategy, fraud operations, and AML operations • Work closely with PH Risk & AML team for execution and local alignment • Partner with Product, Engineering, Compliance, and Operations globally
• Own the compliance agenda end-to-end: readiness for VARA expectations, ongoing supervision, and scalable controls as volumes grow. • Operate as VARA’s day-to-day interface, with the CEO still expected to demonstrate clear judgement and credibility during regulator engagement. • Establish credibility with VARA early; preference for leaders with prior UAE regulatory engagement—an existing relationship materially de-risks the set-up. • Act as connective tissue between Dubai market realities and Coins.ph leadership, keeping the build aligned to international expansion priorities. • Builder mentality: hands-on, comfortable with ambiguity, able to create momentum fast from a standing start. • Commercial + compliance maturity: move fast, but never at the expense of regulatory credibility and control integrity.
• Build and execute the UAE market-entry plan aligned to Coins.ph’s corridor thesis: outbound remittances from Dubai into priority markets and corridors. • Drive early partnerships that accelerate adoption and lower friction—using stablecoin rails where appropriate (mirroring Coins.ph’s corridor approach). • Translate strategy into measurable traction: transactions and volume growth across cross-border remittances and payments within the first 12–18 months. • Provide executive oversight of the compliance agenda led by the CCO, ensuring the business remains aligned with VARA expectations, effective supervision, and appropriately scaled controls as volumes grow. • Maintain senior-level engagement with VARA as required, supporting and reinforcing regulatory interactions while ensuring leadership credibility and sound judgment in regulator-facing matters. • Establish credibility with VARA early; preference for leaders with prior UAE regulatory engagement—an existing relationship materially de-risks the set-up. • Act as connective tissue between Dubai market realities and Coins.ph leadership, keeping the build aligned to international expansion priorities. • Builder mentality: hands-on, comfortable with ambiguity, able to create momentum fast from a standing start. • Commercial + compliance maturity: move fast, but never at the expense of regulatory credibility and control integrity.
