• Design, develop, enhance, and maintain Java-based applications supporting DoD systems. • Build and maintain backend services, RESTful APIs, and microservices architectures. • Collaborate with DevOps, cloud, and data teams to integrate backend services and support enterprise application delivery. • Participate in the full SDLC, including requirements, design, development, testing, deployment, and production support. • Troubleshoot, debug, and optimize application performance, scalability, reliability, and security. • Ensure solutions are developed in alignment with federal security and data protection standards. • Contribute to CI/CD pipelines and automated deployment processes using Git-based workflows. • Support system modernization and cloud migration initiatives, including AWS, Azure, and/or GovCloud environments. • Coordinate with data teams where needed to support backend integrations and data-driven application capabilities.
• Lead writing and editing workstreams for RFP, RFI, subcontractor capability, and related proposal documents supporting the Navy Marketing & Advertising Program. • Interpret solicitation language, RFI/RFP instructions, performance requirements, evaluation factors, and compliance requirements; convert them into clear document plans and response outlines. • Write and edit technical, management, staffing, quality, compliance, past performance, case study, and executive summary content across technical and operational workstreams. • Keep proposal teams aligned through annotated outlines, compliance matrices, content plans, review cycles, comment adjudication, version control, and final quality checks. • Serve as the lead writer and editor for assigned RFP/RFI, subcontractor response, and program documentation efforts; provide day-to-day direction and quality review for junior writers, coordinators, and contributors. • Lead planning, development, editing, and production of proposal volumes, RFI responses, capability narratives, technical approaches, management approaches, resumes, past performance materials, case studies, plans, reports, briefings, and other program artifacts. • Analyze solicitation instructions, performance work statement requirements, evaluation criteria, page limits, formatting rules, compliance requirements, and response templates to ensure documents are complete and responsive. • Develop and maintain annotated outlines, compliance matrices, style guides, section templates, content trackers, review packages, reusable content, acronym lists, and content libraries. • Facilitate interviews and working sessions with SMEs and teaming partners across websites and applications, cybersecurity, CRM/Salesforce, lead tracking, dashboards, APIs, call center/SMS, electronic fulfillment, field events, lead nurturing, digital prospecting, pricing, staffing, and operations. • Write and edit clear, accurate, persuasive content aligned with win themes, differentiators, evaluation factors, program outcomes, and customer requirements. • Translate technical and operational inputs into plain-language proposal content without overstating qualifications or changing the meaning of SME contributions. • Incorporate graphics, tables, callout text, references, workflow descriptions, compliance language, and other visual elements that help evaluators understand the proposed approach. • Manage document schedules, review cycles, version control, comment adjudication, quality checks, and final production steps to support on-time delivery. • Coordinate with capture, proposal, technical, operations, pricing, staffing, and partner teams to resolve content gaps and keep sections moving. • Ensure documents meet applicable confidentiality, governance, records management, information protection, and proposal-sensitive handling requirements. • Support lessons learned, content archiving, content-library improvements, and process improvements after submissions or major deliverables.
• Support writing, editing, proofreading, and formatting for federal RFP/RFI responses, vendor capability packages, technical narratives, management content, resumes, past performance references, case studies, plans, reports, briefings, and related proposal artifacts. • Help develop document outlines, compliance checklists, section templates, style guides, content trackers, and reusable content under the direction of senior team members. • Gather inputs from SMEs, partner companies, meeting notes, program summaries, prior proposals, and source materials; organize those inputs into clear draft sections for review. • Track assignments, deadlines, review comments, action items, version control updates, and document status during proposal and RFI response cycles.
• Perform configuration, integration, custom development, and other hands-on technical activities related to the implementation of OneStream • Participate in the full software development life cycle: Analysis, Design, Development, Testing, Training, and Production Support • Assist in documenting business and financial requirements and aligning them to existing OneStream platform capabilities • Develop and maintain financial models, business rules, dashboards, and reports within OneStream • Attend daily stand-ups and provide updates on work completion, as well as estimated timelines for user stories and defects • Perform peer testing and validation of other developers’ work • Identify and escalate potential roadblocks to the lead developer or project manager • Collaborate closely with business analysts and finance stakeholders to clarify and refine requirements • Follow project standards, governance, and OneStream best practices
• Support the analysis, conversion, and modernization of complex legacy mainframe systems into a modern Java environment • Work closely with technical and functional stakeholders to translate business logic from COBOL into Java/Spring Batch • Ensure functional equivalence, improved performance, and alignment with modern development standards • Contribute to a multi-phase effort to modernize critical financial systems and reduce technical debt

• Perform Trading Partner eliminations for intragovernmental balances and activity across DoD financial systems • Analyze and resolve TP mismatches related to USSGL accounts, reciprocal categories, and reporting attributes • Support both classified and unclassified financial reporting environments, ensuring consistent elimination logic • Independently manage workload across multiple projects, customers, and financial systems • Investigate root causes of TP imbalances, including posting logic, data quality, and timing issues • Coordinate with accounting, reporting, and system teams to remediate elimination discrepancies • Support quarterly and annual financial statement close activities related to TP eliminations • Document elimination methodologies, assumptions, and resolutions to support audit readiness • Provide advisory support to government stakeholders on TP elimination best practices
• Monitor and report on the status of funds for various programs and appropriations, providing timely and accurate budget execution analysis • Design, develop, and maintain interactive and user-friendly Power BI dashboards to visualize complex financial data and key performance indicators • Analyze financial data to identify trends, variances, and potential issues, offering actionable recommendations to client leadership • Perform ad-hoc data analysis and respond to complex data "taskers" using advanced Excel and Alteryx workflows to clean, transform, and analyze disparate datasets • Provide program management support for critical financial milestones, including leading efforts for a successful and timely fiscal year-end close-out • Develop and deliver high-quality, data-driven briefings and presentation materials for senior-level client stakeholders • Manage multiple tasks and projects simultaneously, ensuring deadlines are met and stakeholder expectations are managed effectively • Collaborate effectively with client personnel and team members to understand requirements, solve problems, and deliver exceptional results • Provide analytical support to the Office of the Chief Financial Officer (OCFO), ensuring the accuracy and efficiency of budget-related activities
• Play a supporting role in the design, development, and implementation of a new agency-wide cost accounting methodology to provide granular insights into program and operational costs. • Perform research across different federal regulatory frameworks to inform implementation efforts, including FMR, USSGL, and SFFAS • Support in the development of a Agency Financial Report (AFR) implementation roadmap • Lead efforts related to the audit readiness roadmap, including development of corrective action plans (CAPs) and providing input on existing audit remediation efforts • Play a liaison role with DAI workstreams for optimization efforts related to the improvements within the DAI system, to understand and document accounting related impacts
• Play a supporting role in the design, development, and implementation of a new agency-wide cost accounting methodology to provide granular insights into program and operational costs. • Perform research across different federal regulatory frameworks to inform implementation efforts, including FMR, USSGL, and SFFAS • Author key sections of the Implementation Whitepaper, providing subject matter expertise on best-practice cost accounting frameworks and detailing the proposed methodologies for client approval • Support in defining assessment criteria, analyzing the current state, and creating a strategic roadmap for achieving future state objectives in line with the development and application of a Cost Accounting Maturity Model • Support in the functional development of the methods and processes for capturing direct and indirect costs for major programs, including definition of business rules, calculation logic, and reporting requirements. • Support with ad-hoc efforts, including the development of presentation materials, performance of data analysis, and development of recommendations, both relating to Cost Accounting, as well as other Federal Accounting related topics.
