Role Description This position is located in Anywhere in the U.S. (remote job). Under the direction of the Compliance Manager of the Appraisal Subcommittee (ASC), the Program Manager is responsible for regulatory policy and program analysis, development, and implementation. Typical work assignments include: - Researching and developing regulatory policies or programs for review and approval by the Compliance Manager, Executive Director, and/or the ASC to ensure that State licensing and certification programs are monitored and regulated consistent with Title XI. - Establishing and maintaining liaison with Federal regulatory agencies to monitor and coordinate agency requirements relative to federally related transactions. - Leading and/or participating in an ASC team reviewing the State appraiser regulatory and appraisal management company (AMC) programs. - Preparing position papers, reports and conducting surveys requested by the ASC senior staff. - Responding to inquiries from State officials and the public regarding various ASC functions; accurately communicating the policies of the ASC. Qualifications - GS-13: You qualify for the GS-13 grade level if you have at least one year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors) performing the following duties: - Preparing program survey reports to present to senior staff; - Researching appraiser licensing and certification programs to determine their compliance with statutes, regulations, and policies; - Using knowledge of Title XI, State appraiser and/or appraisal management company (AMC) regulatory agencies to support daily assigned tasks. - GS-14: You qualify for the GS-14 grade level if you have at least one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors) performing the following duties: - Serving as the Subject Matter Expert within the office/organization to ensure regulatory compliance of Title XI, State appraiser and/or appraisal management company (AMC) policies; - Analyzing State real estate appraiser program issues to recommend policy changes; - Collaborating with internal and external stakeholders to collect data from State appraisers, regulators, and/or appraisal groups. Role Description This position is located in Anywhere in the U.S. (remote job). The primary purpose of this position is to serve as the Executive Director of ASC, reporting to its chairperson and is appointed and directly supervised by the Board Chairperson. - Directs the development of functional statements, organizational charts, staffing plans, and other documentation necessary to maintain and justify ASC staffing numbers. - Provides analyses of policy issues affecting the responsibilities of the ASC to the Chairperson and the Board. - Manages ASC's fulfilment of its responsibilities regarding monitoring state programs (licensing, certification, AMC registration, supervision, discipline, complaint resolution), including completing compliance reviews of each state's programs and maintaining the appraisal complaint hotline. - Oversees the ongoing maintenance and any further development of the ASC's information technology responsibilities, including its website and the national registry of licensed real estate appraisers and AMCs. - Ensures that contracts are awarded in accordance with applicable laws, rules, and regulations. Qualifications - You may qualify at the SL-00 level, if you fulfill the following qualification requirements: - Specialized Experience: - Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility above or at the GS-15 grade level in the Federal service (obtained in either the public or private sectors) performing the following duties: - Managing the development of policies, procedures, and practices to guide activities of an organization; - Establishing contact with real estate appraisal industry stakeholders to initiate meetings and/or conferences with directors of state and local real estate boards, commissions and/or associations to explain the goals and objectives of the organization; - Directing the administration of grant monies to ensure grant requests and activities funded are consistent with Title XI; - Supervising employees to ensure work performed is timely and accurate. - NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. - All qualification requirements must be met by the closing date of this announcement.
