Role Description This is a remote position. BizFirst is assisting our client with recruiting a skilled and experienced Financial Analyst / Specialist (Mid-Level). This position supports the following program: U.S. Department of Transportation (DOT), Office of the Secretary (OST), Working Capital Fund (WCF), Office of Financial Management (OFM) — WCF IT Financial Management, Cost Model Development, and Systems Integration Support. What will you do: - Run the monthly financial heartbeat of a federal Working Capital Fund's IT shared-services operation: billing execution, reconciliation, customer advance management, and transparency reporting for 11 customer organizations. - This is an execution role with hard monthly deadlines and formal quality standards — billing files by the 3rd business day, advance/drawdown reporting by the 5th, reconciliations by the 10th, G-Invoicing compliance tracking by the 15th — where accuracy is inspected at 100% and errors mean unbillable rework. - The right candidate finds satisfaction in clean closes, tight reconciliations, and bills that customers can actually understand. Responsibilities: - Execute monthly billing: generate billing files matching system upload specifications with zero formatting exceptions, by the 3rd business day of each month. - Reconcile billing outputs to source financial data (general ledger, obligations, invoices) and service consumption data; identify, explain, and disposition every variance. - Monitor customer advance balances: process drawdowns, track remaining balances by customer and service category, project burn, and produce exception reporting for over/under-utilization by the 5th business day. - Support Treasury G-Invoicing compliance: agreement (GT&C/Order) tracking, transaction monitoring, and monthly compliance tracking outputs by the 15th. - Produce financial impact analyses within five business days of Government request, with clear, transparent, actionable financial logic. Respond to customer billing questions and disputes with accurate financial evidence within three business days. - Support month-end close, monthly financial reconciliation outputs, budgetary-to-proprietary tie-points, and audit support packages (transaction-level lineage) within three business days of auditor request. - Contribute to billing transparency reports that let customers decompose charges to services, drivers, quantities, and rates. Qualifications - Security Clearance: Public Trust or the ability to obtain one. - Bachelor's degree in Finance, Accounting, Business, or a related field. - 4+ years of experience in federal proprietary and/or budgetary accounting, billing execution, or G-Invoicing compliance tracking. - Working command of federal financial mechanics: obligations, expenditures, accruals, advances, receivables, and reimbursable/intragovernmental transactions. - Strong Excel skills and disciplined, deadline-driven work habits; high accuracy under 100%-inspection quality standards. Requirements - Candidates whose experience is limited to advisory, strategic, or conceptual consulting will not meet this program's bar. The client explicitly requires demonstrated, hands-on implementation experience — deployed cost models, executed billing cycles, delivered automations, and operational financial products. Desired Skills - Hands-on Delphi (Oracle Federal Financials) experience, or comparable federal ERP (momentum toward DOT's environment is a strong plus). - Direct G-Invoicing experience (GT&Cs, Orders, Performance transactions, settlement). - Working Capital Fund, revolving fund, or franchise/shared-services fund experience. - Power Query/Power BI familiarity; CGFM or CDFM a plus.
