Role Description The GSA Alliant 3 Program Manager is a specialized role responsible for managing the contractual, operational, and strategic aspects of a company's participation in the Alliant 3 Governmentwide Acquisition Contract (GWAC). As Alliant 3 is a premier, unrestricted $0-ceiling vehicle for "Anything IT Anywhere", this manager serves as the primary liaison between the vendor and the GSA, ensuring compliance with Federal Acquisition Regulation (FAR) and GSA Acquisition Regulation (GSAR). What You’ll Be Doing - Contract Initiation: Standing up the policies, procedures, and infrastructure needed to perform under Alliant 3. Create continuous improvements that introduce efficiencies at scale. - Strategic Growth & Capture: Drives revenue by identifying and tracking new business opportunities under the Alliant 3 vehicle. Understanding the pipeline of business coming up for renewal under Alliant, as well as seeking out and identifying new opportunities. - Customer Relationship Management: Acts as the main point of contact for the GSA Contracting Officer (CO) and Ordering Contracting Officers (OCOs) to resolve performance issues, disputes, or inquiries such as how to use the vehicle. - Subcontractor Management: Responsible for identifying, adding, and managing subcontractor partners across the portfolio. The ability to respond quickly to RFPs on accelerated timelines requires a network of partners who are pre-qualified by Iron Bow and approved by the government. - Finance Management: Managing and reporting on financials internally. - Contract Administration & Compliance: Responsible for the overall compliance of the Alliant 3 contract, including managing contract deliverables, modifications, option periods, and ensuring adherence to TAA (Trade Agreements Act) and Price Reductions Clause (PRC). Attends Alliant 3 Program Meetings held by the government. - Task Order (TO) Management: Oversees TO responses and reviews TO submissions to ensure they are within scope and compliant with the terms of the solicitation. - Reporting & Data Integrity: Manages industrial funding fee (IFF) reporting, performance reporting, and maintains accurate records in GSA systems. Qualifications - 5-10 years of experience managing large, complex IDIQ or GWAC services contracts, ideally Alliant 2. - Experience in business development activities around IDIQ or GWAC services contracts. - Deep understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and GSA policies. - Experience managing contract ceiling utilization, funding status, and complex budgetary reporting. - Ability to lead cross-functional teams and interact with senior leadership and GSA leadership. - Knowledge of IT services-based solutions, including cybersecurity, AI, and data analytics. - Strong skills in preparing briefings for executive leadership and delivering presentations to government clients. The Region Manager Pharmacy 340B Program leads and manages the daily operations of the 340B Program within a Region(s) to assure an optimized and compliant program.
