Since late 2025, the traditional southern supply corridor through Pakistan has been repeatedly disrupted due to border closures and security constraints. To prevent pipeline breaks and ensure continuity of food assistance, WFP Afghanistan has activated contingency routing through Jebel Ali (UAE), with onward movement via Bandar Abbas and the Islam Qala–Herat corridor. This has significantly increased the operational complexity of the supply chain, requiring intensive coordination across shipping, customs clearance, port operations, warehousing, contracting, finance, and reporting functions. Given the scale and criticality of this operation, WFP Afghanistan relies on dedicated, day‑to‑day operational support based in Dubai, embedded within UNHRD, to manage the food pipeline transiting through Jebel Ali and ensure close coordination between the Afghanistan Country Office, UNHRD Dubai, freight forwarders, shipping units, and headquarters counterparts. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The purpose of this consultancy is to provide dedicated operational and coordination support to the management of WFP Afghanistan’s food operations routed via Jebel Ali, ensuring timely, compliant, and cost‑effective movement of food commodities from arrival at port through onward delivery to Afghanistan. The consultant will serve as focal point for the Afghanistan–Jebel Ali pipeline, supporting planning, execution, monitoring, reporting, and troubleshooting of food movements, while strengthening coordination between WFP Afghanistan CO, UNHRD Dubai, and relevant internal and external stakeholders.
