BACKGROUND / RATIONALE UNICEF works towards realization of the rights of children as prescribed in the Convention of the Rights of the Children. These rights pertain to child survival, protection, development, and participation. There is an ongoing requirement for the production of communication, advocacy, donor relations and fundraising materials that document key children's issues and ongoing responses in the field. High-quality photography is essential to support UNICEF's communication, advocacy and visibility efforts with legislatures, policymakers, media, donors, partners and the public at large. These visual content packages will be used to document UNICEF-related initiatives for dissemination through different channels, including online platforms, social media networks, partner networks, and donor reports. Images are required to capture events, field activities, and human-interest stories with authenticity and impact. To meet this requirement, UNICEF would like to engage the services of photographers for documenting UNICEF activities and programmes in Bosnia and Herzegovina. 2. PURPOSE OF ASSIGNMENT To meet these requirements, UNICEF would like to engage the services of photographers to create powerful, high-quality visual narratives of UNICEF activities and programmes for different audiences, including the general public, donors, supporters, and partners. 3. OBJECTIVE(S) The overall objective is to set up a Long-Term Agreement to facilitate and expedite the process by which UNICEF in Bosnia and Herzegovina will hire photographers as required for specific projects to capture images that explain UNICEF's work in the field, raise awareness, and support fundraising from various partners and donors. 4. MAJOR TASKS TO BE ACCOMPLISHED Successful respondents must provide high-quality photography services as per the assignment. Tasks include, but may not be limited to: i. Standard Photography Tasks: Capture events, field activities, and human-interest stories as assigned, ensuring a minimum of 30 high-quality, impactful photos per assignment. ii. Technical Capture: Shoot in RAW and other high-quality formats as requested to ensure maximum flexibility for post-production and archiving. iii. Special Events/Multi-day Assignments: Provide photography coverage for events or projects that require several days of work, both in the field and in post-production. iv. Editing and Processing: Professionally edit and process all photos for final use, ensuring appropriate color correction, cropping, and adjustments are made to meet the technical requirements for both print publications and online platforms. v. Format and Delivery: Deliver all photos in the highest quality and professional formats (specifically RAW and high-resolution JPEG), ensuring they are suitable for further processing by UNICEF or its partners, as well as for long-term digital archiving. vi. Collaboration: Work in close coordination with writers and multimedia teams to ensure the visual narrative aligns with the overall storytelling goals, including capturing specific shots or moments as directed. vii. Be available for feedback: Incorporate inputs and undergo multiple rounds of photo selection and editing as needed to ensure high-quality outputs that meet office requirements. viii. Deliver on tight timelines: Work efficiently to deliver edited and processed photos within short, specified deadlines, especially for time-sensitive communication needs. Responsibilities of the Consultant: i. The consultant will use their own professional-grade equipment; cameras, lenses, lighting, memory cards, and software for image processing and editing that may be required for this task. ii. The consultant will not give the content/material or any part thereof, to any third party without the written permission of UNICEF. All components will be a property of UNICEF, and the consultant will not share the same with anyone else. iii. The consultant will not put their own name or logo/emblem on the content / final product. The only organization branding will be UNICEF, if required. Photo credits may be allowed upon prior agreement with UNICEF. Responsibilities of UNICEF: i. UNICEF will provide all details pertaining to the activity and the requirements, including briefs, schedules, and access to locations/beneficiaries. ii. UNICEF will orient the consultant on UNICEF’s branding and photography guidelines, including ethical protocols for photographing children. Consultants may be required to work on Saturdays and Sundays, based on the requirements of the assignment. 5. DELIVERABLES AND DEADLINES Task Category Deliverable 1. Event/Field Coverage - - Minimum 30 high-quality, edited photos per standard assignment in RAW and high-res JPEG formats with a set of contextual captions in line with UNICEF standards (to be provided to consultant). 2. Human Interest Stories - - A curated selection of 10-20 images that visually narrate a specific story, including portraits and contextual shots, with a set of captions in line with UNICEF standards (to be provided to consultant). 3. Special/Multi-day Projects - - A complete set of edited, high-resolution images (RAW+JPEG) from all days of coverage, organized by date and subject with a set of captions in line with UNICEF standards (to be provided to consultant). 4. Print & Online Publications - - Photos delivered with specific color profiles and dimensions as requested for use in reports, brochures, websites, or social media. 6. DUTY STATION: Anywhere in BiH 7. OFFICIAL TRAVEL INCLUDED: The consultant might be required to travel within BiH outside their duty station for specific assignments, in which case payment of travel costs should be reflected in the service fee or as a separate, reimbursable cost as agreed in the contract. 8. ESTIMATED DURATION OF LTA The Long-Term Agreement will be for a duration of 2 years. The initial period would be for two years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service. The services of the consultants selected under the LTA would also be made available to other UN agencies in BiH. 9. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT - Degree or certificate in Photography, Visual Arts, Film, Communications, or a related field. A Diploma in a relevant field with significant experience can be considered in lieu of the degree. - A minimum of 5 years of professional experience in photography, with a strong portfolio demonstrating skills in event, portrait, and field/documentary photography. - Proven experience working with NGOs, UN agencies, or in the social development sector is desirable. - Technical mastery of professional camera equipment, lighting techniques, and composition. - Expert proficiency in photo editing software (e.g., Adobe Photoshop, Lightroom) and a strong understanding of color correction, cropping, and output for different media (print vs. digital). - Deep understanding of file formats (RAW, TIFF, JPEG), resolution, and archiving standards. - Excellent ability to work in the field, including interacting respectfully with subjects, especially children and vulnerable populations. - Demonstrated understanding of and adherence to ethical guidelines in photography, particularly regarding child rights and protection. - Strong interpersonal and communication skills to coordinate effectively with UNICEF staff and partners. Language: - Fluency in oral and written English is required. - Fluency in BHS is required. 10. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA) The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 70:30. The criteria for technical evaluation will be as follows: Criteria Marks (Max) 1. Cover Letter – Explaining the motivation for applying and explaining how the qualifications and skill set of the candidate are suitable for this position. 10 2. Relevant educational qualifications of the candidate. 15 3. Relevant work experience in photography (event, field, portrait). 20 4. Work Samples– A portfolio of 10-15 images demonstrating technical skill and storytelling ability, plus links to 2-3 online galleries or projects. 25 TOTAL TECHNICAL SCORE The minimum overall qualifying score is 56. Only those candidates who meet the overall qualifying marks of 56 and score the minimum cut-off in each of the above sub-criteria, including the interview, will be considered technically responsive, and their financials will be opened. 70 Financial Score (Selection ratio 70:30) 30 TOTAL 100 11. PAYMENT SCHEDULE The LTA to be signed will have a fixed fee rate for 2 years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs. 12. CONTRACTS CREATED AGAINST THE LTA. Whenever photographer services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant and so on. Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior to commencement of work. Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance. All deliverables must be in professional formats (e.g., MP4, MOV, or equivalent) suitable for additional processing, adaptation, and long-term storage. viii. OFFICIAL TRAVEL INCLUDED: The consultant might be required to travel within BiH outside their duty station for specific assignments, in which case payment of travel costs should be reflected in the service fee or as a separate, reimbursable cost as agreed in the contract. 8. ESTIMATED DURATION OF LTA The Long-Term Agreement will be for a duration of 2 years. The initial period would be for two years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service. The services of the consultants selected under the LTA would also be made available to other UN agencies in BiH. 9. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT - A minimum of Bachelor’s degree or certificate in Film, Video Production, Multimedia Arts, Communications, or a related field. High school diploma with additional 3 years of experience can be considered in lieu of the degree. - A minimum of 5 years of professional experience in videography, video production and animation with a strong showreel/demonstrating skills in documentary, event, and narrative storytelling. - Proven experience working with NGOs, UN agencies, or in the social development sector is desirable. - Technical mastery of professional video cameras, audio recording equipment, and lighting setups. - Expert proficiency in video editing software (e.g., Adobe Premiere Pro, Final Cut Pro) and motion graphics software (e.g., Adobe After Effects). - Strong understanding of codecs, formats (MP4, MOV, ProRes), compression for various platforms (web, social, broadcast), and archiving standards. - Experience in subtitling, color grading, sound mixing, and incorporating branding elements. - Excellent ability to work in the field, including conducting interviews and capturing b-roll in a respectful and unobtrusive manner. - Demonstrated understanding of and adherence to ethical guidelines in filming, particularly regarding child rights and protection. - Strong interpersonal and communication skills. Language: - Fluency in oral and written English is required. - Fluency in BHS is required (for conducting interviews and creating subtitles) 10. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA) The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 70:30. The criteria for technical evaluation will be as follows: Criteria Marks (Max) 1. Cover Letter – Explaining the motivation for applying and explaining how the qualifications and skill set of the candidate are suitable for this position. 10 2. Relevant educational qualifications of the candidate. 15 3. Relevant work experience in videography, post-production and animation. 20 4. Work Samples– A showreel (2-3 minutes) and links to 2-3 complete video projects, demonstrating pre-production, filming, and editing skills. 25 TOTAL TECHNICAL SCORE The minimum overall qualifying score is 56. Only those candidates who meet the overall qualifying marks of 56 and score the minimum cut-off in each of the above sub-criteria, including the interview, will be considered technically responsive, and their financials will be opened. 70 Financial Score (Selection ratio 70:30) 30 TOTAL 100 11. PAYMENT SCHEDULE The LTA to be signed will have a fixed fee rate for 2 years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs. 12. CONTRACTS CREATED AGAINST THE LTA. Whenever videographer services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant and so on. Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior to commencement of work. Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.
