Role Description Welty Energy is looking for a Senior Substation Estimator to join our growing Energy team. As a Senior Substation Estimator, you will create utility project estimates, act as an extension of our client’s team and provide best-in-class service. You will be involved with consulting on select projects as well as providing assistance to the Welty Project Management Team and mentoring junior Estimators. This position can be remote in the mainland United States, operating in ET hours. As a Senior Substation Estimator, you may: - Create preliminary project schedules considering lead times, crews, construction durations, siting etc. - Write Scope of Work for conceptual/pre-funding approval projects. - Work with internal substation layout teams for preliminary substation designs. - Create and review substation estimates. - Work on projects involving 25kV-765kV Utility Power Equipment for Substations. - Review/Aide supplemental support estimates such as, but not limited to, forestry, SCADA/IT network, fiber, testing and commissioning, and related. - Coordinate with other scoping and estimating team members, planning and protection engineering, sponsors, regional contacts and personnel from the supplemental support estimate staff. - Attend regional meetings with planning, protection and other stakeholders to review the status of all open estimates. - Review/approve/reject estimate requests in OPPM. - Build accurate project schedule timelines for substation and support estimates. Qualifications - High school or GED required. - Bachelor’s degree in engineering or similar technical degree is advantageous. - 8+ years of either substation design or estimating experience within the electric utility industry is required. - Microsoft Office Suite proficiency, specifically within Excel. Requirements - Ability to effectively manage a high-volume workload while communicating efficiently and effectively with internal and external clients. - Solid understanding of engineering design / drawing packages. • performing fuel rod thermal-mechanical design analyses ensuring fuel rod mechanical integrity is maintained throughout the design lifetime • performing coupled heat transfer and finite element mechanical analyses for fuel rod pellet and cladding • collaboration with fuel mechanical design experts, material scientists, nuclear/thermal-hydraulic analysis engineers to ensure product performs within licensed and GNF performance expectations • establishing thermal mechanical operating limits for new and existing fuel product lines • assisting in the evaluation of fuel behavior for generic and plant specific transient analyses • supporting the fuel operations and addressing the customer issues related to fuel pellets and cladding • interpreting operational and test data and using the data to drive improvements in modeling and methodologies • maintaining and developing the fuel performance code • providing well written, well organized documented engineering analyses to assure design adequacy • maintaining and developing technical design procedures associated with fuel rod design/analysis activities • providing support in addressing nuclear industry needs and trends • presenting to internal/external customers and nuclear regulators on fuel performance • supporting the team technical leader and functional manager to plan, status and execute projects • performing work with high quality in accordance with NRC regulations, customer requirements, and business quality assurance standards • effectively communicating and collaborating activities with other team members on technical issues

• Lead integrated approaches and solutions across the diverse plant disciplines or specialties of Instrumentation, Control, DCS, HFE, Simulation, Smart Plant Digital Tools and Electrical • Coordinate across matrixed Engineering teams to assess RFIs/RFPs, analyze plant system requirements, operations and maintenance goals, possible I&C and DCS architectures, equipment selection, phased implementations, develop list of clarifications and exceptions, prepare proposals with scope, conformance matrix and risk scorecard, work plans, cost estimates, and schedules • Support business and product line leaders in ITO commercial risk review process, marketing initiatives, bid proposals, RFQ evaluation, and technical recommendations • Lead preparation of high through low work planning, scheduling, and resource loading across lifecycle phases of Engineer-Procure-Construct or new product introduction using the applicable practices, guides, and tools • Support project engineering or manager with understanding execution metric and status, issues, risks, mitigation or recovering plans, and be extremely proactive to identify changes in scope • Drive compliance utilizing scope, level 5 work plan, budget, overall schedule, applicable design processes, and discipline specific practices and tools including design and technical reviews • Lead “day-to-day” operations and follow-up to ensure deliverables are produced and commitments met on-spec., on-budget, and on-schedule • Collaborate proactively and inclusively for overall team across other engineering disciplines to support integrated plant design objectives • Collaborate with project management, project engineering, support functions, and others to drive project completion • Identify, confirm, document, and lead resolution of technical, risk, other emergent issues • Provide technical oversight and mentorship to ensure system designs and deliverables comply with requirements throughout design release to manufacturing or supplier including production, validation, installation, and commission tests • Support strategy, plan, statement of work preparation, and implementation of resource loading and mobilization involving employees, staff augmentation contractors, suppliers and partners including other GE entities • Assist with hosting learning sessions, knowledge capture, and transfer initiatives • Champion conformance with regulations and guides, standard review plans, branch technical positions, interim staff guidance, information notices and summaries, bulletins, orders, applicable nuclear guidance, and industry standards • Remain current on nuclear regulatory issues and system, component, and equipment product knowledge • Use variety of tools for requirements, design, change, configuration, and document management • Support simplification, continuous process improvement, and cost-out • Champion nuclear safety culture; Ensure compliance with GEH policies, quality management system, and corrective action program • Deliver work with integrity, safety, security, quality, and on-time output
