• Assumes overall responsibility for program planning, development and implementation of an assigned team of professions providing direct services to individuals served by the Agency. • Assumes direct responsibility for the supervision of assigned Agency staff, including recommendations for hiring, dismissing, disciplining, training, and compensation. • Completes performance evaluations for assigned staff in a thorough and timely manner. • Assures appropriate individual service needs assessment, planning, implementation and documentation. • Monitors and assures that Person Centered Plans of Service reflect the provision of appropriate/necessary services and are completed in a quality and timely manner according to standards set by Wayne Center and its governing bodies. • Coordinates with team members the establishment and maintenance of service linkages, cross system integration and operational efficiencies. • Assures the acquisition or provision of supportive service for persons served. • Encourages the use of natural supports and generic community resources where available and appropriate recognizing that Medicaid is the payer of last resort. • Assures the monitoring, documenting, evaluation and reporting of progress of each individual served within the unit. • Establishes and reinforces expectations regarding timeliness and content/quality of reports and other job responsibilities of unit staff. • Develops and maintains monitoring/tracking/quality review system to ensure completion of services in a manner that meets requirements/expectations. • Meets with staff periodically on an individual and group/unit basis to discuss work/agency business, monitor performance and progress, provide information/training, identify gaps in service delivery, etc. • Monitors compliance with departmental and agency policies and procedures, ancillary contract, Detroit Wayne Integrated Health Network (DWIHN) guidelines, and other standards, guidelines, rules, laws and regulations. • Participates in the inter-unit/team coordination of the Agency's overall program. • Participates on internal and external committees, at the request of supervisor/management. • Participates in the preliminary planning and ongoing management of Agency contractual homes, individual served placement decisions, record maintenance, and appropriate recipient rights functions. • Serves as a member of the Agency Placement Review Committee. • Participates in the provision of Agency training programs. • Recommends and monitors staff training needs and ensures that at least 24 hour annual training requirement is met. • Prepares necessary information and statistical reports, as required. • Provides instruction and assistance with level of care authorizations for persons served. • Serves as liaison between unit staff and DWIHN staff. • Participates in the provision of administrative coverage during non-business hours. • Assumes indirect responsibility for the financial planning/development of the team in conjunction with other management personnel. • Promotes the growth, safety, well-being, autonomy of consumers, as well as, the philosophy of person centered planning and self determination as it relates to consumers. • Ensures that each person’s services, as outlined in the PCPOS, are entered into the MH-WIN system, LEXICON or other computer-based/electronic record keeping system, as required, and maintains the service authorizations in accordance with DWIHN guidelines throughout the duration of each PCPOS.
