This position is part of the Government Publishing and Print Procurement, Government Publishing Office in Washington, District of Columbia. Qualifications - To qualify for the Printing Officer, PG - 1654 - 14, you must meet the following requirements: - Individual Occupational Requirement (IOR): - Education: Undergraduate and graduate education with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. - -OR- - Specialized Experience: - Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. - Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). - Managing a printing plant that produces printing either for the government or private industry customers. - Performing production control work in a large printing plant. - Serving as a sales representative for a wide variety of printing equipment. - Analyzing the price and cost of preparation and production of printing. - Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. - Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. - In addition to the above IOR, to qualify for Printing Officer at the PG-14 grade level, applicants must possess one year of specialized experience that is equivalent to the PG-13 grade level in the Federal Service. Specialized experience includes: - Experience leading and coordinating the work of printing specialists and procurement staff to meet customer requirements and achieve organizational objectives. - Implement business strategies for the agency with internal and external customer which may include providing support and guidance on contractual decisions and procurement policies/procedures. - Experience serving as a team lead, senior advisor, or technical expert; providing guidance, training, and mentoring to staff; coordinating work activities; and resolving complex issues to ensure accomplishment of organizational goals. - Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. - All qualification requirements must be met by the closing date of this announcement (06/16/2026) to be considered. Requirements - Substitution of education in lieu of one year of specialized experience may not be used for this grade level. - Are you using your education to qualify? You MUST provide transcripts or other documentation to support your educational claims. - Unless otherwise stated: (1) official or unofficial transcripts which cites the name of the institution are acceptable, or (2) you may submit a list with all of your courses, grades and GPA, semester, year, and credit for the course. - Official transcripts will be required from all selectees prior to receiving an official offer. - GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. - FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
