Role Description Torbay Council is strengthening its IT Services team with the introduction of a dedicated IT Procurement and Contract Management Officer. This is a key role designed to improve how we manage suppliers, contracts, and procurement across a growing portfolio of digital and technology services. The successful candidate will lead and coordinate end-to-end procurement and contract management activity for IT, ensuring compliance with public sector regulations and delivering best value for the Council. This includes: - Working alongside technical teams, project leads, and Commercial Services. - Supporting critical programmes and day-to-day operations. This position is for a fixed term of 24 months from the start date. Qualifications - Commercial skills including commercial evaluation, tender analysis, and evaluation. - Ability to quickly become familiar with new IT concepts and technical terms. - Influencing, persuasion, and negotiation skills. - Ability to work on and prioritise multiple projects. - Good attention to detail. - Fluency in spoken English. Requirements - Awareness of procurement and contract management concepts. - Knowledge of legislation, policy, and guidance relating to procurement. - Proficiency in Microsoft Office 365 applications. - Experience in procurement and/or contract management activities. - Experience in problem solving and influencing operational professionals. - Experience working across diverse stakeholders. - Educated to Degree level or equivalent or demonstrable experience. • Making sure people are paid accurately and on time – working with live payroll and pension data. • Using ResourceLink, gaining hands-on experience with a leading payroll and HR system. • Supporting recruitment and wider HR activity, building strong all-round experience. • Contributing to continuous improvement in payroll, HR and recruitment processes. • Resolving payroll, HR and recruitment queries, using judgement and escalating when needed. • Play a pivotal role in ensuring employees are paid accurately and on time, in line with statutory, contractual and organisational requirements. • Act as a first point of contact for payroll, HR systems, HR and recruitment administration queries, providing clear, accurate advice and support. • Gain hands‑on experience using ResourceLink, the Council’s integrated payroll and HR system, working with live data in a professional local government environment. • Process payroll, pension and employment data, meet key deadlines and help maintain strong audit trails and financial governance. • Contribute to the continuous improvement of payroll, HR and recruitment processes across the service.
