Role Description Tidal Basin seeks a competent Finance Analyst to join the Hawaii project supporting those impacted from the Kona Low flooding incident. The Finance Analyst assists with overseeing the financial and resource management aspects of the program, ensuring optimal use of resources and maintaining financial integrity. This role involves budgeting, financial reporting, resource allocation, invoicing and ensuring compliance with financial policies and procedures. The Finance Analyst will work closely with the Project Manager to support the program's goals and ensure efficient and transparent operations. Job Duties and Responsibilities - Financial Management: - Prepare and present financial reports, forecasts, and variance analyses to project management team. - Resource Management: - Oversee the allocation and utilization of program resources, including personnel, equipment, and materials. - Manage project scheduling and travel mobilization, demobilization, and rotation tracking. - Ensure resources are used effectively and efficiently to support project objectives. - Maintain up-to-date records of resource inventories and needs. - Compliance and Risk Management: - Conduct regular labor audits and reviews to identify and address any discrepancies or issues. - Reporting and Documentation: - Prepare detailed financial and resource management reports for internal review and external audit purposes. - Maintain comprehensive and accurate documentation of all financial and resource management activities. - Process Improvement: - Identify opportunities for improving financial and resource management processes and implementing best practices. - Training and Support: - Provide guidance and training to program staff on policies, procedures, and resource management best practices. - Support team members in understanding and adhering to financial and resource management requirements. Qualifications - Strong knowledge of financial management principles and practices. - Excellent analytical, problem-solving, and decision-making skills. - Proficiency in financial software and tools, including advanced Excel skills. - Strong communication and interpersonal skills. - High level of integrity, attention to detail, and commitment to ethical conduct. - Ability to manage multiple priorities and work under pressure. Requirements - Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. Master’s degree or professional certification (e.g., CPA, CMA) preferred. - Minimum of 5 years of experience in financial management, budgeting, and resource allocation. - Experience in project-based or program management environments is preferred. Role Description The Auditor is responsible for conducting financial, operational, and compliance audits with a focus on government-funded programs, logistics operations, and contract performance. This role ensures adherence to federal, state, and local regulations while evaluating internal controls, procurement processes, supply chain activities, and contract compliance. The Auditor provides actionable recommendations to improve efficiency, accountability, and regulatory compliance. Job Duties and Responsibilities - Government Auditing & Compliance - Conduct audits in accordance with Government Auditing Standards (GAGAS/Yellow Book). - Evaluate compliance with federal regulations, including Uniform Guidance (2 CFR Part 200), FAR/DFARS, and agency-specific requirements. - Assess internal controls over financial reporting, procurement, and program operations. - Prepare detailed audit reports with findings, risk assessments, and corrective action recommendations. - Support external audits and regulatory reviews as needed. - Logistics & Supply Chain Oversight - Audit logistics operations including inventory management, transportation, warehousing, and asset accountability. - Evaluate supply chain controls to ensure efficiency, cost-effectiveness, and regulatory compliance. - Review property management systems and government-furnished property accountability. - Identify process improvement opportunities to reduce waste and mitigate risk. - Contract Management & Procurement Review - Audit contract lifecycle activities from solicitation through closeout. - Review contract files to ensure compliance with FAR, DFARS, and agency procurement policies. - Evaluate cost proposals, pricing structures, and contract modifications for accuracy and compliance. - Monitor contractor performance and compliance with terms and conditions. - Assess subcontractor oversight and vendor management processes.
