• Employ the ADDIE Model and performance-based lean ISD processes to produce high-quality web-based and streaming training solutions • Create course design documents based on job task and user analysis • Design instructional materials • Develop end-user and facilitator training materials • Develop content incorporating subject matter expert (SME) input into clearly written and structured materials • Provide input for modifications to course content and activities • Utilize multimedia, instructional technology, and authoring tools to create classroom training and eLearning content • Ensure training products comply with applicable guidance and regulations (SCORM, FISMA, Sections 508 and 504, style guides, etc.) • Suggest and assist with implementing new instructional technology for efficient and effective training delivery • Communicate and work directly with the client in support of design and development efforts • Work effectively as part of dynamic team that includes SMEs, graphic designers, course developers, and technical writers to provide deliverables • Present at workshops and training events as needed • Other duties as assigned based on business needs

• Perform Section 508/accessibility testing of eLearning modules, web-based training content, learning management system functionality, documents, reports, and multimedia deliverables • Review digital products for accessibility, usability, navigation, readability, keyboard access, screen reader compatibility, captions, transcripts, alt text, color contrast, and form accessibility • Support quality assurance testing of online courses, web applications, learner workflows, assessments, certificates, transcripts, reports, and user support materials • Develop and execute accessibility test cases, QA checklists, review procedures, and validation scripts • Document accessibility issues, defects, remediation recommendations, severity, and resolution status • Coordinate with eLearning developers, web developers, instructional designers, QA staff, technical writers, and program teams to support remediation and retesting • Validate that corrected items meet accessibility and quality requirements before customer submission or release • Support testing of SCORM or LMS-published courseware to confirm functionality, tracking, completion, and learner experience • Review electronic documents and training materials for accessible formatting and compliance readiness • Support accessibility reviews for multimedia elements including video, audio, animations, captions, transcripts, and descriptive text • Assist with user acceptance testing, regression testing, release validation, and post-release verification • Maintain testing records, defect logs, accessibility findings, remediation trackers, and validation evidence • Help improve accessibility testing procedures, templates, checklists, and team guidance • Stay current with Section 508, WCAG, and federal digital accessibility practices

• Research content to develop, edit, format, and maintain technical documentation, process documentation, user guides, job aids, reports, meeting materials, and program deliverables • Translate information from technical teams, instructional designers, data analysts, QA staff, help desk personnel, and program leadership into clear documentation • Support documentation for web-based applications, learning management systems, training workflows, user support procedures, reporting processes, and operational activities • Prepare and maintain standard operating procedures, knowledge base articles, FAQs, release notes, user instructions, and internal support materials • Review documentation for clarity, consistency, grammar, formatting, accuracy, and alignment with customer requirements • Support recurring deliverables such as monthly reports, meeting minutes, action item logs, status updates, and documentation packages • Maintain organized documentation repositories, templates, revision histories, source files, and final deliverable versions • Track edits, stakeholder comments, revisions, approvals, and document status through completion • Support accessible document formatting and apply Section 508 or similar accessibility considerations to electronic deliverables • Coordinate with cross-functional teams to collect inputs, validate content, resolve comments, and prepare submission-ready documents • Assist with documenting system updates, training product revisions, issue resolution steps, and operational procedures • Contribute to improvements in templates, naming conventions, document workflows, and knowledge management practices

Role Description The Economist will work closely with client stakeholders, program analysts, and technical teams to play a critical role in analyzing economic data, market trends, and financial information to support project initiatives. This position requires a blend of analytical prowess, a deep understanding of economics, and the ability to provide actionable insights that drive federal rule making. This requires the ability to analyze complex industry data, support the development of workflows and dashboards, and support data-driven decision-making. All work is performed within client-approved secure environments in accordance with federal data security and privacy requirements. Responsibilities - Support ad hoc analyses to inform policy decisions, regulatory updates, and program improvements. - Document analytic methodologies, business rules, data sources, and processes in accordance with federal regulations and accessibility standards. - Collaborate with cross-functional teams using agile project management and collaboration tools to manage requirements, track work, and support timely delivery. - Analyze economic and business trends related to key industry markets managed by federal agencies. - Conduct risk impact and cost-benefit analyses to support Notice of Proposed Rule Making (NPRM) and final rule making. - Perform market research to understand competitive dynamics, regulatory changes, and landscape. - Analyze demographics and market trends. - Assess the economic impact of regulatory changes and federal policies. - Provide insights into how changes in regulations might affect the business sectors and suggest strategies to mitigate negative impacts and understand economic risks and opportunities. - Prepare detailed reports and presentations that outline findings and recommend strategies to various levels of leadership both at the federal contracting level with the customer and within Swingtech organization, as needed. - Communicate complex economic concepts and strategies to non-economic stakeholders. Qualifications - Degree in Economics required. Masters preferred. - Minimum of 10 years of experience analyzing large, complex datasets from multiple sources. - Experience using MS Office Suite tools with advanced experience in Excel. - Experience supporting federal programs, regulatory initiatives, or large-scale compliance programs preferred. - Strong proficiency in statistical analysis software. Experience using Python and/or R for data analysis and modeling preferred. - Ability to interpret complex data and provide clear, concise, and actionable recommendations. - Excellent written and verbal communication skills. - Strong analytical skills with the ability to translate complex analytic findings into clear, actionable insights for non-technical stakeholders. - Ability to work in a fast-paced, deadline-driven environment while managing multiple priorities.
