Role Description The Senior Submersibles Manager provides technical and operational oversight for subsea cable burial programs executed by third-party installation vessels using plow and ROV systems and reports to the Director of Submersibles. This role ensures burial operations meet SubCom’s technical, operational, and contractual standards while coordinating closely with contractor vessel teams, SubCom onboard representatives, and marine coordination groups. Responsibilities - Act as SubCom’s technical authority for third-party installation vessels. - Review and approve contractor documentation, including MOPs, sea trial plans, spare parts lists, and engineering analyses. - Oversee audits of third-party submersible systems to confirm compliance with SubCom standards. - Oversee plow and ROV cable burial operations to meet contractual and performance requirements. - Ensure post-lay and inspection & burial operations achieve specified burial depth and quality criteria. - Validate readiness of plow systems, ROV spreads, LARS systems, and all supporting subsea tooling. - Review burial feasibility, equipment performance estimates, and operational limits. - Ensure correct execution of cable crossing procedures and marine exclusion-zone controls. - Support BFS reviews, trial sites, deployment strategies, and readiness checks. - Manage incident reporting and corrective actions to closure for 3rd party vessels. - Develop lessons learned, and recommendations for continuous improvement. - Support planning, scheduling, and third-party labor demand management (LDM). - Manage SubCom employees and contractor representatives providing oversight on chartered vessels or SubCom equipment. - Support SubCom vessels and subsea equipment as necessary. Qualifications - Two or 4-year engineering degree or equivalent technical trade. - Minimum ten years working within the Telecom industry, with seven years of offshore experience preferred. - Strong leadership background in offshore cable installation, plow burial, and subsea trenching. - The ability to operate independently and proactively to address issues. - Strong commercial and financial acumen. - Good communication skills, a positive attitude, and the ability to work in a team atmosphere. - Strong computer skills, including Microsoft Office and Adobe applications. Role Description The Vessel Charter Manager will act as the primary link between the project teams and vessel owners and be responsible for the strategic and operational management of third-party vessel charters required for all installation-related activities. - Support the commercial team with the chartering process including sourcing, evaluation, negotiation, and contract execution. - Act as liaison between vessel owner and internal project teams/master scheduler to ensure key periods such as maintenance periods, dry dockings are captured within our own planning. - Work with fleet, appointing charters reps during maintenance periods and dry dockings to ensure operational oversight of routine and corrective works. - Ensure vessel owner has in place correct deployment procedures and lead/manage annual vessel and owner management audits. - Ensure that charter payments are accurately captured and allocated to the correct project. - Ensure vessel downtime is accurately captured and reflected within the forthcoming billing cycle. - Engage internal resources to resolve issues encountered by vessel owners as quickly as possible. - Provide weekly vessel reporting and monitor operational/management deficiencies throughout the term of the charter. - Manage charter contracts and ensure adherence to agreed commercial terms. - Host monthly planning meetings between vessel owners and master schedulers. - Oversee daily vessel performance, plough/surface lay performance, and resolve operational issues. - Track 3rd party vessel progress with key performance metrics. Qualifications - Degree in Maritime Studies, Logistics, Engineering, or related field. - Project Management Experience. - 5–10 years of vessel chartering experience in offshore construction sector. - Strong knowledge of offshore vessel types and capabilities. - Offshore experience/knowledge preferred. - Understanding of industry contracting forms such as BIMCO contracts. - Familiarity with Key Performance Metrics in managing vessel owners. Position Overview Reports to the Sr. Fleet Engineering Manager, and oversees and supports the port engineers assigned to the vessels to ensure shipboard safety, maintenance and cable readiness. Responsibilities Ensure vessel compliance to SUBCOM Safety, Quality and Environmental (SQE) Policy Supervise maintenance and repair to optimize vessel availability while protecting asset value Ensure vessels regulatory compliance Approve spare parts purchases and arrange outside vendor repairs Set and monitor vessel operating budgets Evaluate skills of shipboard personnel and make promotional recommendations. Responsible for the overall management of repair and maintenance for assigned vessels including routine voyage repairs, regulatory surveys, dry docking shipyard events, emergencies, casualties, and modifications Attend vessels on regular basis to assure crew compliance to SUBCOM SQE program and to verify vessel maintenance and asset preservation Minimize out of service periods though proactive maintenance and repairs practices Prepare dry dock and voyage repair specifications, analyze, and evaluate shipyard quotations and proposals, supervise dry-dock repair and administer cost control Manage technical files including service reports, machinery history and regulatory required documentation Perform troubleshooting and repairing all ships systems including cargo systems, main and auxiliary machinery, automation, electrical power and distribution systems, pneumatic and hydraulic systems Assign and supervise vessel and external resources as needed to achieve objectives including vendors, Shoreside and shipboard staff Attend vessels regularly to monitor maintenance, equipment functionality and observe training/development of crews Have working knowledge of Maintenance and Safety, Quality and Environmental (SQE) modules in AMOS / SHIPNET, monitor and ensure that requisitions, service requests, and all elements of the QSE module are properly created and completed and be responsible for proposing corrective actions and verifying closure of incidents and nonconformities onboard vessels Remain abreast of, and ensure compliance with, applicable flag state and class standards, international regulations, and audit/vetting results Prepare, monitor, and manage maintenance budgets including routine and major maintenance as well as engine consumables Monitor and assure maintenance software (AMOS / SHIPNET) is utilized properly, verifying repairs and maintenance are properly reported and standard jobs are followed Participate in office and shipboard SQE / ISM audits Review for approval ship generated requisitions for stores, spares, and repairs Create and update vessel operating manuals where required. United State Coast Guard Chief Engineer unlimited license preferred Diesel experience required Cable Installation experience as first assistance or chief engineer required. Past dry-dock or major repair supervisory experience pof SubCom vessels required.
