Role Description Are you an experienced public sector finance professional with the technical expertise to step into a Finance Director role and immediately assess financial operations, staffing, systems, internal controls, budgets, and processes? Are you a strong communicator who can explain complex and sometimes unpopular financial information clearly, diplomatically, and effectively to executives, elected officials, staff, and partner agencies? Regional Government Services (RGS) is looking for a skilled Finance Director / Senior Advisor to provide high-level finance leadership, strategic fiscal guidance, project management, and technical financial expertise to RGS partner agencies. This role is ideal for a seasoned public sector finance professional who understands the consultant model, enjoys working across multiple agencies, and who can quickly identify what a finance team does well, where support is needed, and how to align the right RGS resources to meet client needs. This position may serve as the Finance Director for multiple agencies, support agencies that do not currently have a Finance Director, lead finance-related projects, and oversee or coordinate the work of RGS finance team members assigned to client engagements. Qualifications - Broad and deep public sector finance experience, including accounting, budgeting, fiscal planning, internal controls, auditing, financial reporting, revenue, and compliance. - Ability to walk into a client agency, assess the finance operation, evaluate staffing and processes, and identify immediate and long-term priorities. - Understanding of California public agency budgeting and accounting practices. - Experience with categorical funding, restricted funds, grants, special revenues, and other public sector funding structures. - Strong executive communication skills, including the ability to deliver complex, sensitive, or unpopular financial information with clarity, professionalism, and sound judgment. - Thrive in a consulting environment that requires adaptability, independent judgment, initiative, and comfort working with multiple agencies and organizational cultures. - Ability to manage projects, coordinate remote teams, assign work to RGS Advisors, and ensure accountability for deliverables. - Understanding of how to assess the strengths of a finance team and determine when additional technical, operational, or leadership support is needed. - Comfortable working with smaller public agencies where finance leaders often wear multiple hats and must understand the full finance operation. - Strong technical financial and accounting expertise, with the ability to grow into broader strategic and organizational leadership over time. - Excellent interpersonal skills, including the ability to work effectively with finance and non-finance audiences. - Open to alternative perspectives and able to build trust with clients, team members, executives, and elected officials. - Understanding that RGS operates through a consultant model, where assignments may vary based on client needs, project opportunities, and agency priorities. - Strong remote-work skills, including the ability to communicate, manage timelines, and lead teams effectively in a virtual environment. Requirements - Any combination of training, education, and experience that would provide the required knowledge, skills, and competencies is qualifying. - Seven (7) years of responsible professional experience in public sector finance, accounting, budgeting, fiscal analysis, or financial administration, including experience at a senior analyst, finance manager, assistant finance director, finance director, or equivalent leadership level. Benefits - $57 - $73 per hour DOQ/DOE. - Paid Time Off benefits are available for employees who regularly work more than an average of 20 hours per week. - Employer Contribution at 10% of earnings to a 401a deferred compensation plan. - Medical, dental, and vision benefits are available for employees who regularly work more than an average of 20 hours per week. - Flexible work hours with the understanding that some portion of time will be during core work hours of 8:00 AM – 5:00 PM PST to deliver finance-related services.
