• Lead IT financial management activities, including spend plan development and execution, obligation tracking, accrual management, and financial workflow oversight across a multi-year budget cycle • Oversee Interagency Agreement (IAA) lifecycle management — from initiation through execution and closeout — including fund redistribution and reconciliation activities • Develop and maintain multi-FY spend plans aligned to the client's shared-cost model, tracking commitments, obligations, and accruals across investment portfolios • Produce Monthly Statistical Reports (MSRs), KPI reports, and operational metrics dashboards to support senior leadership and governance review bodies • Support financial data calls and ensure timely, accurate updates to the client's financial management database (BOB Financial Database or equivalent) • Coordinate Working Capital Fund (WCF) processes and cost performance tracking, providing analysis and reporting on budget execution variances • Prepare audit-ready financial documentation; support internal and external audit activities by compiling, organizing, and validating financial records • Partner with Budget, Procurement, and Program Management stakeholders to align financial data with portfolio investment plans and governance requirements • Identify financial risks, discrepancies, and execution gaps; develop corrective action recommendations and communicate findings to client leadership • Maintain SharePoint-based financial libraries and repositories; ensure document version control and stakeholder accessibility
• Lead development and ongoing maintenance of the MS Access front-end application, including forms for data entry and retrieval, queries for reporting and data updates, local reporting tables, and automation of recurring data processes • Design and maintain the ODBC connectivity layer between the MS Access front end and the cloud-hosted MariaDB/MySQL backend, ensuring stable, performant communication between application tiers • Develop and maintain queries, stored procedures, and data workflows that support budget formulation, spend approvals, funding allotments, vendor and contract management, inter- and intra-agency agreement tracking, and obligation of funds • Perform bulk data loads and updates to maintain accurate financial data across multi-year budget cycles containing thousands of rows of plan data, contract records, agency agreements, and fund obligations • Build, maintain, and refresh MS Excel-based reports using Pivot Tables connected via ODBC to MS Access front-end queries; ensure daily refresh of standard reports and develop new reports as requirements evolve • Document all reporting processes, including data sources, query logic, refresh schedules, and output formats, to ensure continuity and auditability • Manage version and environment control for the MS Access file, ensuring changes are tracked, tested, and deployed in a controlled manner across the user community • Perform ongoing performance tuning, error resolution, and data integrity monitoring; respond to user-reported issues and proactively identify system anomalies • Maintain role-based access management across the user base; ensure appropriate permissions are assigned, documented, and audited • Store and distribute the MS Access file, Excel reports, and user documentation via a SharePoint site; maintain organized and accessible repositories for all tool-related materials • Produce and maintain technical documentation for all forms, queries, tables, automation processes, and data management procedures • Support requirements management by translating stakeholder needs into technical specifications and implementing changes in alignment with governance and budget timelines • Conduct new technology research to identify opportunities to improve tool performance, scalability, or functionality within the federal IT environment
Role Description Raye IT Consulting is seeking experienced Governance & IRB Analysts to support a federal agency client's IT Governance function. These roles are responsible for scheduling, documentation, Investment Review Board (IRB) management, governance training, and SharePoint repository maintenance across multiple agency-level and mission area IRBs. - Develop meeting agendas, maintain agenda backlogs, and prioritize agenda items for monthly IRB working sessions, pre-briefs, and board meetings - Draft, finalize, and distribute meeting minutes; track action items and decisions across all client IRBs - Develop and maintain governance documentation including charters, policies, processes, procedures, and templates - Facilitate Out-of-Cycle (OOC) votes and coordinate budget reviews with business units - Support business units in defining, compiling, and submitting annual IT budget requests - Attend IRB meetings and accurately track approved, denied, and on-hold IT spend items - Review and compare multiple iterations of MS Excel spend plan reports provided by the budget group - Maintain KPI reports and IRB statistics - Develop and maintain governance training materials and associated MS SharePoint resources - Administer and maintain the IT Governance SharePoint site, including all content and document repositories - Collect and disseminate meeting materials; coordinate distribution across stakeholder groups - Prepare executive-level presentation materials for senior federal leadership Qualifications - Minimum 5 years of experience supporting federal IT governance boards or equivalent executive-level governance functions - In-depth knowledge of IT budgeting, forecasting, and IT governance-related disciplines - Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Teams) and SharePoint administration - Experience developing and maintaining governance documentation (charters, policies, procedures, templates, and training materials) - Demonstrated experience preparing high-visibility, executive-level presentation materials - Strong oral and written communication skills with the ability to adapt style across all organizational levels - Ability to manage multiple meeting tracks simultaneously and prioritize competing deadlines Requirements - USDA experience strongly preferred, particularly within FPAC, FSA, NRCS, or RMA governance functions - Familiarity with FPAC Investment Review Board (IRB) structure, cadence, and federal CPIC governance cycles - Experience with federal IT budget formulation, spend plan tracking, and OMB reporting cycles - Knowledge of SharePoint site administration and advanced workflows - Experience with FITARA, TBM, and federal IT lifecycle governance requirements Benefits - 401(k) matching - Dental insurance - Disability insurance - Flexible spending account - Health insurance - Life insurance - Paid time off
• Develop and validate business cases (OMB-300 equivalents), investment artifacts, and data supporting investment health, performance, and departmental reviews • Analyze spend plan and contract data to correctly align investment projects with portfolio objectives • Ensure Earned Value Management (EVM) approaches align with both traditional and agile development methodologies • Draft Acquisition Approval Request (AAR) cover memos and complete AAR shells in AgMAX 2.0 • Perform detailed analysis of spend plans to identify AAR requirements; maintain AAR SharePoint libraries and submit daily AAR status reports for leadership • Develop investment charters, operational analyses, alternatives analyses, risk management plans, and technical studies in support of the client's CPIC process • Develop corrective action plans to address the OCIO investment business case feedback; partner with clients to remediate identified items • Communicate effectively with all levels of IT and business stakeholders to capture information and develop high-quality work products • Support Financial Database updates, portfolio data calls, governance reviews, and gate review preparation • Maintain portfolio documentation and support investment restructures, re-baselines, and lifecycle activities
