Position Summary The Contract Closeout Specialist is responsible for administering and executing the closeout of federal contracts, task orders, and purchase orders in accordance with the Federal Acquisition Regulation and HHS acquisition policies. The specialist ensures that all contractual, financial, and administrative actions have been completed, and that contract files are accurate, compliant, and ready for official closure. Major Duties and Responsibilities - Perform end-to-end close-out of contracts, including fixed-price, cost-reimbursement, and time-and-materials awards. - Review contract files to ensure all deliverables, modifications, and administrative actions are complete. - Validate that all invoices have been paid and funds are deobligated in coordination with finance offices. - Reconcile unliquidated obligations (ULOs/UDOs) and ensure proper financial closeout. - Coordinate with Contracting Officers (COs), Contract Specialists, program offices, and contractors to resolve outstanding issues. - Ensure compliance with regulatory requirements outlined in the Federal Acquisition Regulation (e.g., FAR 4.804 Closeout of Contract Files). - Prepare and maintain accurate contract closeout documentation and audit-ready files. - Track and report closeout metrics, including backlog, aging reports, and performance indicators. - Identify and recommend process improvements to enhance efficiency and reduce closeout cycle times. - Support audits, data calls, and management reporting requirements. Knowledge and Skills - Knowledge of federal acquisition lifecycle and contract administration principles. - Understanding of the Federal Acquisition Regulation and HHS/PSC acquisition policies. - Ability to analyze financial data, including obligations, expenditures, and deobligations. - Skill in reviewing complex contract files for completeness and compliance. - Strong attention to detail and organizational skills. - Ability to communicate effectively with internal and external stakeholders. - Proficiency in contract writing and financial systems (e.g., UFMS, PRISM, or similar). Minimum Qualifications - Experience in federal contracting, contract administration, or contract closeout. - Knowledge of contract types and closeout procedures. - Ability to interpret acquisition regulations and policies. - Experience with financial reconciliation and UDO/ULO management. - At least one (1) year of experience performing contract closeout. - Three (3) years of administrative experience Supervisory Controls The specialist works under the general supervision of the Project Manager or Team Lead, with assignments requiring independent judgment and decision-making in resolving closeout issues. Work Environment Work is primarily performed in a telework environment, requiring coordination across multiple systems. Responsibilities *This position is 100 percent Remote* The primary responsibilities of a DevSecOps Specialist include: - CI/CD Pipeline Management: Selecting, deploying, and maintaining Continuous Integration/Continuous Deployment (CI/CD) tools and processes. - Software Maintenance: Ensuring the deployed software product is maintained throughout its lifecycle. - Security Integration: Embedding security practices into the development and deployment processes. - Observability: Implementing monitoring and logging to ensure the software’s performance and security can be observed and analyzed. - Collaboration: Working closely with development, operations, and security teams to streamline workflows and improve efficiency. Qualifications - 3-5 years of hands-on experience - Bachelor's degree in Computer Science, Engineering, Physics, Mathematics or a related field -preferred - Must have an active Secret security clearance - Certifications - CKA, AWS Solutions Architect or AWS DevOps – Associate - Sec+ (within six months of onboarding) - Possesses demonstrated knowledge (mastery preferred) in the following: - Terraform - Kubernetes - AWS EKS & ECS - Docker - Istio - Jenkins - GitHub - GitLab - Artifactory - Cloud native tools - CI/CD Pipelines developing automation - Help onboarding application on the PaaS and Runtime environment
