• Conduct outreach to Congress and their staff in a bipartisan fashion on organizational policy goals • Support the implementation of the biennial NRPA legislative agenda and the annual refresh of same by contributing to ongoing team dialogue, strategy development and assessment, talking points, case-making, and feedback • Collaborate with department and contract lobby firm on the development of targeted outreach plan to support engagement with Congressional members and staff of strategic importance to NRPA and our members • Draft, process, and disseminate NRPA’s written communication to Capitol Hill, such as organizational letters to Congress and congressional newsletters in collaboration with marketing and communications staff • Respond to NRPA member requests for legislative updates and provide guidance on congressional actions in a timely manner • Help to build and strengthen strategic partnerships with organizations and community groups that further NRPA’s policy agenda outcomes • Contribute to engagement plan for NPRA Advocacy Committee, including attending committee meetings • Serve as a Subject Matter Expert (SME) Session Reviewer for advocacy and public policy content during the call for proposals and assist the Conference Program Committee (CPC) in review of proposals for NRPA's annual conference • Support NRPA's Annual Conference onsite in ways which may include Opening Reception and Special Event Support and attendance, Membership Area Support, Volunteer support, Education Session Speaker Support, Hybrid Streaming/Virtual Session and Participant Support, or other onsite conference support as needed • Represent NRPA with coalition partners, as assigned
• Manage application lifecycle for renewal and new corporate, foundation, and federal government opportunities, including: Identify prospective funders and RFP opportunities Develop collateral, concept papers, letters of interest, proposals, and prospect research materials (lead ~20 submission per year) Facilitate cross-departmental collaboration with NRPA staff and external coordination with partner organizations to conceptualize a scope of work and budget for fundraising opportunities Manage internal workflows and oversee successful submission• Manage data administration and tracking for NRPA’s institutional Development efforts, including tracking forecasted proposals, reports, and strategic conversations, using NRPA’s AMS/CRM and through NRPA’s fundraising meetings and other engagements• Support donor stewardship strategies, including NRPA’s supporter newsletter, the Park Patron Digest• Represent NRPA at meetings, conferences, and in-person networking events• Build and steward partnerships with like-minded organizations, prospective and current donors, and other stakeholders• Prepare, as required, reports for donors and for internal and external colleagues.• Cross-promote work internally and collaborate with other NRPA teams Communications Support• Responsible for writing and deploying of regular communications including:• Coordinate and author content for quarterly NRPA Park Patron Digest• Write and source content for blogs, magazines & newsletters as needed• Provide regular updates to NRPA website Customer Service• Exhibit superior customer service with grantees, members, donors, partners and colleagues Budget Management• Support the development of budgets for project proposals and other financial documents as needed
Research and Evaluation Manager

• Leads a portfolio of assigned projects that include data collection, analysis and reporting for funded external program evaluations, internal evaluations (e.g., NRPA’s strategic plan measurement and other initiatives), and research projects with many mixed samples (e.g., membership, program participants, staff, public) and methods (e.g., surveys, focus groups, interviews, literature reviews/desktop research, observations, technical assistance and training) • Develops and monitors full research and/or evaluation plans, creating full evaluation and/or research frameworks, that include identification of methodology, process and outcome measures, data collection methods and sources, and timelines • Works together with department colleagues and other internal partners to assess the progress and long-term impact of NRPA grant programs • Effectively communicates research and evaluation workplans, updates, and findings to colleagues and other teams and diverse (often non-technical) external audiences (members, donors, partners, the public) through reports, magazine articles, infographics, dashboards, academic journals, blog posts, conference presentations, etc. • Collaborates with department leadership and cross-functional business partners to support business development and revenue goals • Works with all R&E department staff members and multiple internal partners to foster and strengthen measurement culture and evidence-based decision-making at NRPA by ensuring that internal and external tools and resources are efficient, consistent and reflect NRPA’s approved language and branding; role modeling; formal and informal teaching; regularly reviewing and updating standard operating procedures and policies; reducing bias; and generally improving the value of R&E contributions to bolster NRPA’s reputation as the field’s premiere source of park and recreation knowledge and impact data • Keeps abreast of and champions ethical human-subjects research and equitable evaluation standards that respect and preserve the security and dignity of individuals and their data • Serves as an ambassador for NRPA and the R&E department at external conferences, meetings, site visits with local agencies, and at NRPA’s annual conference by presenting, networking, fostering relationships and supporting the conference team, as needed • Undertakes special projects and assignments as needed and directed.
