This role allows for remote work with travel to DHA facilities as needed. Job Duties and Responsibilities: Develops, specifies, evaluates, monitors, and analyzes maintenance procedures, services, performance requirements, and projects involving specific mechanical building infrastructure systems unique to military medical healthcare facilities. Responsibilities include ensuring that facility systems are designed, installed, operated efficiently, and maintained as needed to meet facility safe and efficient operational requirements; and are in compliance with government developed instructions/criteria and industry established standards, statutes and codes. Performs functional testing and commissioning for government acceptance of systems delivered through the point-by-point verification of design, installation, functionality and performance of existing and newly installed mechanical infrastructure equipment and systems. Provides advice at a technical engineering level on compliance and quality management to Facilities Enterprise Engineering Branch in the maintenance and repair of building mechanical systems which include building heating, ventilation, and air conditioning (HVAC) systems; potable and non-potable water distribution systems; sanitary sewer; and plumbing systems. Evaluate proposed projects and technical solutions based on need, code compliance, effectiveness, and life cycle cost. Answer technical Requests for Information (RFIs) in accordance with codes, regulations, and DHA policy and procedures. Travel to sites to investigate open requirement packages and conduct detailed inspections of existing conditions of equipment, evaluate the effectiveness of current maintenance procedures, and confirm the use of correct operational practices. Provide a comprehensive and formal travel report detailing the observations, findings, and recommendations conveyed in a technical manner that remains consumable by a non-engineer. Required Qualifications: Bachelor's degree in Mechanical Engineering. Demonstrated minimum of one (1) year practical experience in the design/construction field. Practical experience is defined as having the direct responsibility for execution of design, construction, major repair, or management of mechanical infrastructure systems. This practical experience must be recent, within the past six (6) months and span over the preceding twelve (12) out of eighteen (18) months. Must be a U.S. citizen Ability to obtain security clearance is required Travel approximately 6-12 times per year Preferred Qualifications: Multifaceted skills and extensive practical experience in the mechanical trade discipline necessary to accurately analyze plans, data, designs, operations and maintenance practices and the management thereof. Possess those skills necessary to facilitate the development of estimates and makes recommendations for repairs, sustainment, and optimizations of building infrastructure systems. Knowledgeable of local, municipal, and federal building codes, criteria, and standards. Job DetailsJob Location: SAN ANTONIO, TX 78230NIKA is hiring for multiple Initial Outfitting and Transition (IOT) Coordinators to support the Defense Health Agency’s (DHA) Project Delivery Branch (PDB) Division in San Antonio, TX. This role is based in San Antonio will travel as required to work sites. Remote may be considered for the right candidate. Job Duties and Responsibilities: Assist and advise government personnel in the creation of criteria, standards, tools, templates and other products in support of the military medical facilities enterprise. Assists Project Officer and IPT planning efforts and assists the life-cycle project team in managing the project’s outfitting and transition requirements to include but not limited to scope, schedule, quality and budget. Provides “IO&T Quality Oversight” to ensure compliance with requirements. Maintains constant communications with all assigned project planning personnel and conducts site walk-throughs with planning personnel and alone. Tracks assigned projects budget at all times and assists DHA-FE with remaining within allocated budget. Validates all IO&T project commodities/services budget documentation and creates IO Reconciliation modification documents for review/approval by DHA-FE and Agent. Monitors/ensures project artwork budget remains within federal law allocations. Coordinates with Interior Designer planner on any artwork issues. Conducts all project pre-final acceptance, re-inspections after delays, and final FFE-LVS inspections. Includes full functionality testing and coordination of medical equipment testing for all new and reuse FFE-LVS to support user mission, Assists IO&T contractor and Agent with creation of punch list and tracks/coordinates punch list corrective actions. Conducts site visits throughout construction to assist DHA-FE identify any infrastructure deficiencies supporting FFE-LVS Evaluates construction with FFE-LVS documentation to ensure all electrical, mechanical, communications, IT (LAN/WLAN), plumbing.... infrastructure is correct and properly located to properly support all contractual FFE-LVS. Ensures all transition/move contractual requirements are delivered and provided to medical users per contractual requirements. Assists medical staff with understanding all stakeholders' roles and responsibilities throughout transition process. Coordinates with Medical Logistics and Medical Maintenance to ensure all new FFE is properly/timely input into DMLSS. Coordinates with MTF IT, IT Planner and DHA-IT (J6, J8..) to ensure all communications equipment is planned, coordinated, delivered, installed, tested and certified prior to OFB. Validates contractor provided DD250 (Equipment Receipt) and coordinates appropriate MTF signatures Required Qualifications: Demonstrated minimum of eight (8) years’ experience in DoD and/or VA healthcare experience in Medical Outfitting and Transition, which includes but not limited to: Medical Equipment Planning and/or Procurement, Medical Logistics, Low-Voltage Systems and Communications, Transition and medical departmental move experience associated with medical construction projects. Demonstrated ability to manage multiple projects at the same time Must be a U.S. citizen Ability to obtain security clearance is required Travel approximately 6-12 times per year Preferred Qualifications: Experience in DOD health facility planning, space planning, programming, design, construction, initial outfitting and transition management. Proficient in reading and understanding project drawings/plans, schedules and specifications. Proficient with the following Microsoft Office suite such as Word, PowerPoint, Access, Excel, SharePoint and Outlook Proficient in reading/coordinating/manipulating reports from Defense Medical Logistics Standard Support (DMLSS) and DHA- FE Space and Equipment Software (SEPS).
