Role Description Humanity & Inclusion is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. The organization works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Since its creation in 1982, HI has run development & humanitarian projects in more than 55 countries and responded to numerous emergencies. Today, we have a budget of approximately 200 million euros, with 4,000 employees worldwide. HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). The mission's operational strategy relies on 4 pillars: - Health (Rehabilitation and P&O) - Armed Violence Reduction - Atlas Logistics - Education Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA. The total budget for 2026 is expected to range between 8 and 12 million EUR. The Grants Management Department for HI Palestine plays a central role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. Reporting to the Technical Head of Programme, your main responsibilities are: Qualifications - 2 years of experience in the humanitarian sector, preferably in Grants management / Business development. - Proficient in developing, reviewing, and submitting high-quality narrative and financial reports. - Strong skills in budget forecasting, expenditure monitoring, and financial analysis. - Previous experience with donor-specific requirements (e.g., cost eligibility, flexibility rules) is desirable. - Previous experience with HI and/or in the Middle East is a strong asset, particularly in Palestine. - Fluency in English is mandatory. Requirements - Lead the writing, review, and submission of high-quality narrative reports. - Development of CE, NCE, and MR (Cost Extensions, Non-Cost Extensions, and Modification Requests) as well as new project proposals. - Ensure project cycle management processes and tools are implemented and up to date. - Address donor comments and feedback on proposals and reports promptly. - Contribute to the reporting to national and local authorities as required by HI registration/legal status in the country. - Expenditure Monitoring. - Financial Audits and Justifications. - Train and improve the capacity of Project Managers and budget holders on donor-specific financial rules, budget management practices, narrative reporting requirements, and proposal development. - Ensure that contractual obligations and reporting deadlines are known and met. - Conduct trainings towards PMs on narrative and financial quality reporting. - Interpret and apply donor financial regulations, ensuring HI's compliance with specific rules. - Guide and inform program and finance teams on donor-specific financial guidelines and best practices. - Collaborate with the THOP and Operation Manager to identify new funding opportunities. - Support the organization and coordination of donor meetings and field visits. - Contribute to the development and implementation of fundraising strategies. - Coordinate the development of new project proposals, ensuring compliance with donor requirements. - Maintain a thorough understanding of donor priorities and emerging funding trends. - Provide direct supervision and support to the Reporting officer. - Oversee the conversion of approved proposals into formal contracts. - Update the status of contracts in the CRM system. - Track and manage reporting deadlines through the contract management system.
