Role Description HALO is establishing a Centre of Excellence (CoE) for Remote Sensing based within the Ukraine programme. The Centre will build upon the programme’s remote sensing capability, which represents the most mature application of geospatial analysis within HALO globally. It will function as a globally oriented, HQ-aligned capability function, providing remote sensing support to HALO programmes worldwide through the provision of satellite imagery research and drone imagery processing. The aim is to enhance evidence-based decision-making, improve survey efficiency, and support large-scale mine action planning for all HALO programmes. The CoE will be launched as a pilot initiative, gradually scaling in scope and capacity. Its effectiveness will be formally reviewed after one year (May 2027) to inform long-term development. HALO is seeking a Remote Sensing Services Manager (RSSM), responsible for establishing and managing this capability. The role will involve: - Leading a small team of remote sensing specialists. - Coordinating requests by programmes. - Ensuring high-quality delivery of imagery that is aligned with operational needs. - Reporting functionally to the Head of Programme Delivery (IM & GIS) at HQ, while being embedded in the Ukraine programme. Qualifications - 5+ years of experience in RS and GEOINT. - Strong understanding of mine action and of HALO’s ecosystem. - Demonstrable experience in designing and delivering remotely managed projects. - Ability to travel outside of Ukraine. - A self-starter, able to organise and manage their own time. - Ability to multi-task, plan and prioritise tasks effectively. - Strong communication and coordination skills. - Fluent English. - Ability to succinctly brief both internal and external audiences on operational developments and challenges. - Experience in designing processes and implementing systems. Requirements - Lead, manage, and mentor a team of remote sensing analysts, ensuring high performance and continuous professional development. - Provide technical guidance and quality assurance across all outputs. - Ensure that the scaling of the CoE is matched with appropriate staffing, skills, and capabilities. - Facilitate programme and context familiarisation through annual targeted field visits for the RSSM and, sporadically, for their team members. - Provide the interface between the CoE and the Head of Programme Delivery, to manage workload and maintain client programme relationships. - Coordinate and prioritise requests for support from HALO programmes via the Head of Programme Delivery. - Oversee and contribute to the design, planning, and implementation of remote sensing projects. - Manage competing priorities and ensure timely delivery of high-quality outputs aligned with operational needs. - Ensure all CoE activities comply with HALO’s global policies, data management standards, and operational guidelines. - Ensure the programme recharge mechanism is being managed and the relevant information being sent to Finance on a timely basis. - Provide technical leadership in the use of remote sensing methodologies, including satellite imagery and geospatial analysis. - Oversee the processing and analysis of multi-source data (optical, thermal, multispectral, SAR, LiDAR) and support the development of algorithms and automated feature extraction techniques. - Ensure consistent use of IMINT/ISR and RS methodologies to identify and annotate features within HALO systems. - Conduct quality control checks to ensure accuracy, reliability, and confidence in outputs. - Drive innovation through the adoption of emerging technologies and methodologies. - Act as a key interface and ensure clear communication between HQ, the Ukraine programme, and supported country programmes. - Support CoE promotion, outreach, and onboarding of new client programmes. - Facilitate collaboration and knowledge-sharing across HALO Remote Sensing teams or appointed persons globally. - Ensure alignment between strategic priorities, technical delivery, and operational impact. - Support the establishment and scaling of the CoE, including development of standardised systems, tools, workflows, and operating models as part of the Global Information Management team. - Monitor performance and continuously improve efficiency, standardisation, and impact. - Lead or contribute to the evaluation of the CoE pilot year, including: - Effectiveness and added value. - Operational integration. - Identification of gaps and improvement opportunities. - Recommendations for scaling and institutionalisation.
