Role Description Incumbent serves as a Aviation Safety Technician (AST) in a Flight Standards Office providing technical support to Aviation Safety Inspectors (ASIs) and the public. Performs or assists with a wide range of certification, surveillance, and investigation duties requiring research and evaluation in accordance with current FAA safety directives/orders. Tasks are performed following prescribed or established procedures to assist inspectors, investigators, and Flight Standards program officials in their fact-finding or program administration responsibilities and requires basic evaluative judgment. The work performed falls primarily in one of the following categories: - Inspections: Determinations based on visual or other specific inspection techniques, governed by specific procedures. - Technical support: Searching for, gathering, screening, and providing factual information related to inspections or investigations. Duties and Responsibilities - Technical Administration: Provides technical knowledge and support to aviation safety inspectors, the general public, stakeholders, and airmen regarding a wide variety of aviation-related topics. - Extracts safety data and information from FAA records to identify trends affecting aviation safety. - Provides technical assistance and/or support with certification, surveillance, investigation, and/or enforcement, including: - Certification Support: - Provides technical support to ASIs during certification of operators and air agencies. - Reviews airmen certification files for accuracy. - Reviews inspection authorization files for renewal eligibility. - Conducts Operational Color Vision Tests. - Reviews designee management system to determine renewal eligibility. - Compiles data for technical reports. - Surveillance Support: - Assists ASIs with surveillance of aviation events. - Assists in drafting and issuing waivers and authorizations. - Investigation Support: - Drafts Enforcement Investigative Reports (EIR) for review and final approval by an ASI. - Acts as the Point of Contact (POC) for safety assets (PPE) related to accident investigations. - Enforcement Support: Responsible for enforcement functions including conducting violations, voluntary disclosure, suspect illegal charters, incidents, navigation, and altitude deviation investigations. Qualifications - At least one year (52 weeks) of specialized experience equivalent to the (FG/GS-8) level. - Experience gathering and compiling aviation safety data. - Experience analyzing aviation safety information for identifying trends. - Experience preparing technical reports and documents. - Experience conducting or assisting in aviation investigations such as complaints, occurrences, incidents, accidents, and/or violations. - Technical training and/or certification experience applicable to a regulatory aviation environment is preferred. Requirements - US Citizenship is required. - Selective Service Registration is required for males born after 12/31/1959. - Must submit an SF50 (See Required Documents). - Security Requirement: Moderate Risk (5). Completion and favorable adjudication of a background investigation prior to appointment is required. Role Description The Aviation Safety Action Program (ASAP) Manager is assigned as primary interface between the Certificate Management Office (CMO) and the assigned air carrier to prevent accidents and incidents by encouraging employees of the air carrier to voluntarily report safety issues and events. Has program responsibility for the vehicle whereby employees of the air carrier can identify and report safety issues to management and FAA for resolution. Duties - Assists the CMO in compilation of data for the Surveillance Evaluation Program (SEP). - Performs inspections, surveillance, and certification duties for the air carrier, airmen, and designee(s) as directed by the frontline manager (FLM) of the CMO. - Has program responsibility to assure that assigned organizations meet Title 14 of the Code of Federal Regulations (14 CFR) with respect to flight operations programs. - Flight Oversight ASIs do not conduct certification (pilot evaluating, testing, and checking) job functions as a required crewmember, including safety pilot. - The incumbent will not, in any scenario, act as a required crewmember or safety pilot of an aircraft. - Flight Oversight ASIs apply a broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies. Responsibilities - Under the general direction of the Principal Inspector or Supervisory Principal Inspector, accomplishes the following duties: - Technical Administration: - Reviews, recommends approval, and maintains a memorandum of understanding (MOU) that sets forth all operational elements of the ASAP. - Serves as the CMO representative on any/all Event Review Committee(s) (ERC). - Prepares document providing data for improving the certificate holder's current systems. - Assists the certificate holder in planning for future systems based on the certificate holder employee's voluntary reports of safety issues. - Assists the certificate holder in developing programs using compatible data collection, analysis, storage, and retrieval systems. - Determines if safety-related reports submitted by the employees of the certificate holder qualify for inclusion in ASAP. - Reviews and analyzes said reports to identify actual or potential problems and propose solutions. - Maintains records and historical data on all ASAP safety-related reports. - Advises the appropriate Regional Flight Surgeon on any issues involving medical qualifications or medical certificates. - Consults with other FAA and industry experts on reported events involving matters that are complex or sensitive. - Gathers sufficient evidence relevant to an investigation not caused by investigations and prepares final reports and recommendations on disposition. - Conducts the reexamination of certificated airmen. - Advises Principal Inspectors and CMO management on all significant or sensitive issues and events concerning ASAP. - Conducts investigations of public complaints, congressional inquiries, aircraft incidents, and aircraft accidents. - Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions. - Coordinates information from geographic inspectors for the accomplishment of the SEP program. - Works with the certificate holder's department heads to resolve safety issues. - Certification: - Evaluates and recommends approval or disapproval of manuals and revisions. - Evaluates training programs to ensure they meet the requirements of 14 CFR. - Evaluates performance and recommends approval or disapproval concerning the designation of company instructors and check airmen. - Evaluates operations and facilities by onsite inspections and review of reports by geographic inspectors or others. - Participates in providing flight evaluations. - Surveillance: - At the direction of the FLM of the CMO, performs any required surveillance activity. - Performs other duties as assigned. Qualifications - Not more than two separate incidents involving Title 14 Code of Federal Regulations violations in the last five years. - Valid State driver’s license. - Fluency in the English language. - No chemical dependencies or drug abuse that could interfere with job performance. - High school diploma or equivalent. Medical Requirements - Have good distance vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted). - Have the ability to hear the conversational voice (hearing aid permitted). - Not have any physical conditions that would cause them to be a hazard to themselves or others or that would interfere with their ability to operate/occupy a flight deck observer’s seat (jumpseat) or a cabin passenger seat in a variety of aircraft. Requirements - US Citizenship is required. - Selective Service Registration is required for males born after 12/31/1959. - Must submit an SF50 (See Required Documents). - Ingrade/downgrade applications will be accepted. Additional Qualifications - At least one year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight. - Three years of experience working in an organization with an air carrier, commercial operator, or air agency certificate. - At least one year of this experience must be with an organization that operated multiengine aircraft of more than 12,500 pounds maximum takeoff weight. - Minimum 1,500 total flight hours. - Must hold a valid Airline Transport Pilot Certificate. - Not more than two flying accidents during the last five years in which the applicant's pilot error was involved. Role Description The Principal Oversight Inspector (POI) is responsible for the full range of certification, surveillance, and inspection duties for assigned air carriers, air operators, air agencies, airmen, and designees. Has program responsibility to assure that assigned organizations meet Title 14 of the Code of Federal Regulations (14 CFR) with respect to flight operations programs. Establishes work programs for inspection and surveillance. Duties - Technical Administration - Ensures assigned organizations are properly organized, staffed, and equipped. - Establishes and conducts adequate training programs. - Maintains record keeping systems and ensures procedures meet regulatory requirements. - Chairs joint FAA and industry meetings. - Maintains regular contact with assigned organizations and coordinates with top management officials. - Requires or directs correction of deficiencies/discrepancies; refuses or withdraws approval if unresolved. - Conducts enforcement investigations and prepares final reports and recommendations. - Performs or supervises emergency suspension of certificates or cancellation of operations specifications. - Conducts investigations of public complaints, congressional inquiries, and aircraft incidents/accidents. - Provides technical assistance to legal counsel, testifies at court trials and formal hearings. - Coordinates MEL approvals with the principal inspector. - Takes enforcement action in instances of noncompliance with the MEL. - Coordinates with geographic inspectors for non-routine air carrier surveillance. - Certification - Approves/accepts or disapproves/rejects manuals and revisions. - May require amendments to previously approved manuals. - Evaluates training programs to ensure compliance with 14 CFR. - Approves or disapproves training programs including flight simulators and training devices. - Approves/disapproves designation of check airmen and makes recommendations on designees. - Evaluates operations and facilities through on-site inspections. - Negotiates changes in policies and procedures. - Determines methods for securing corrective action and evaluates effectiveness. - Evaluates and approves/disapproves requests to operate under new conditions. - Approves original issuance of operations specifications and operating certificates. - Directs or participates in flight evaluations for compliance with 14 CFR. - Surveillance - Monitors all phases of operations including training programs and records. - Coordinates with geographic inspectors to identify trends indicating safety deterioration. - Monitors activities of designated examiners, check airmen, and instructors. - Performs other duties as assigned. Qualifications - Flight Oversight ASIs do not conduct certification job functions as a required crewmember, including safety pilot. - The incumbent will not act as a required crewmember or safety pilot of an aircraft. - Applies broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies.
