• Design, develop, and maintain web applications and system integrations per project specifications. • Execute WSDOT data migrations and integrations to time and quality targets. • Conduct first-pass code reviews and maintain team code quality standards. • Produce accurate project estimates (target: <30% variance). • Achieve 80%+ billable utilization across PS engagements. • Use Claude Code and OpenAI Codex per Helm's AI SOP to accelerate development output.

• Engage with external stakeholders to understand changes in business needs and capture/document requirements using brainstorming, interviews, observations, document analysis, and workshops. • Work with clients to ensure project scope is balanced with desired business outcomes and overall value. • Analyse business and user needs, document requirements, and translate them into effective requirement specifications. • Formulate and define development scope and objectives based on business, stakeholder, and solution requirements. • Create detailed requirements and solution design documentation. • Build wireframes and documentation to communicate ideas and workflows. • Support the design and delivery of successful solutions — on time, within budget, and according to specifications. • Self-organise work duties and set priorities. • Perform the role of project manager for small incremental projects, overseeing time, scope, and quality management. • Manage communication between other Helm teams and the PS dev team. • Perform final QA approval as well as test plan and test case development. • Develop training programs and materials for designed solutions.

• Coordinate and facilitate the implementation of Helm CONNECT software solution • Deliver high-quality customer service through extensive software troubleshooting remotely and in person • Provide technical leadership, training, complex problem resolution • Collaborate with other departments and clients to achieve implementation objectives • Provide consultation and best practices to customers • Train clients and business partners • Document requirements for custom development requests • Provide outstanding product support for customers and business partners • Maintain communication with Helm team regarding project status
