Lead Technology Specialist
Digital Consultants LLC
• Lead support services tasks for system maintenance and enhancement to include: Program and project management • Full software development lifecycle (SDLC) support • System maintenance and sustainment • System architecture and design • Configuration management • Agile Scrum project execution • Change Control Board (CCB) management • Deployment and release management • Testing and quality assurance • Help desk and end-user support • User training and technical documentation • Metrics collection and performance reporting • Data management and migration from legacy systems • Platform modernization and enhancement recommendations • Cybersecurity compliance and governance • Accessibility compliance (Section 508) • Microsoft 365 / SharePoint Online / Power Platform administration • Power Apps, Power Automate, and Power BI support • Cloud-hosted environment support within Navy Flank Speed (NFS) M365 • Other duties include: Management of change requests • Management of data migration • Coordination of end-user training
Job Requirements
- Clearance: None, Must be a US Citizen
- Education: Possess a bachelor’s or master’s degree from an accredited college or university.
- Certifications: Meet the requirements of SECNAV M-5239.2, the "DON Information Assurance Workforce Management Manual" to include CISSP, CISA, CASP+, GCED/GCIH, CISM, GSLC or CCISO.
- Possess a current and active Microsoft Power Platform certification.
- Experience: At least eight (8) years of experience leading the development of management information systems.
- Proven experience developing, testing, and troubleshooting MS Power Platform applications.
- Experience with SECNAVINST 3900.39E regulations for human subject protection as they relate to IT systems.
- Possess experience with administration of Microsoft SharePoint sites and data.
- Must be proficient in the use of Microsoft Office to include (Word, Excel, PowerPoint and Outlook) as well as Project and Adobe Acrobat.

• Directly supervises, manages, and oversees staff, including hiring and providing performance evaluations, salary recommendations, and individual development goals and objectives. • Oversees quality improvement activities in assigned area of the State, such as data collection, monitoring, and reporting quality improvement functions. • Leads and/or participates in key committees associated with continuous quality improvement, staff education, and/or consumer health and safety issues. • Collaborates with Directors to design and conduct reviews of select processes and/or areas of operation to measure performance on quality and compliance indicators; assimilates data from these reviews, provides recommendations for improvement and presents findings to senior management. • Develops and implements quality improvement related processes and tools such as chart audits, consumer satisfaction surveys, focused reviews, ongoing data monitoring mechanisms, etc. • Monitors compliance of After-Hours requirements, including the review of the On-Call Log for complete and appropriate responses; oversees the preparation of summary records for annual reviews; monitors and facilitates reporting of incidents per protocols. • Adheres to the CareStar Rule in performance of job responsibilities. • Understands and complies with CareStar Policies and Procedures. • Maintains confidentiality as related to patient information.
