Role Description GovCIO is currently hiring for a Senior Project Manager (Non-Technical) who will be responsible for leading and overseeing complex operational and digitization initiatives across the program. This role focuses on driving process improvements, managing subcontractor’s workstream, ensuring quality control, and optimizing business operations. The ideal candidate will provide strategic direction, ensure project alignment with program goals, and deliver results through effective coordination and stakeholder management. This position is fully remote within the US. - Lead end-to-end management of digitization and operational projects, ensuring timely and cost-effective delivery - Manage and oversee subcontractors, including performance tracking, compliance, and deliverables - Drive operational excellence through continuous improvement, process optimization, and efficiency initiatives - Provide strategic direction and guidance to cross-functional teams and stakeholders - Develop, implement, and enhance standard operating procedures (SOPs) and workflows - Monitor project performance using KPIs, metrics, and reporting frameworks - Ensure adherence to quality standards through robust quality management and control processes - Identify risks, develop mitigation strategies, and proactively resolve issues - Coordinate with internal departments to ensure alignment and seamless execution - Lead change management initiatives to support transformation and digitization efforts - Conduct regular reviews, audits, and performance assessments of projects and processes - Prepare and present status reports, insights, and recommendations to senior leadership Qualifications - Bachelor’s degree in Business Administration, Operations Management, or a related field (Master’s preferred) - 8–12+ years of experience in project management, operations, or process improvement roles - Proven experience managing non-technical projects such as digitization, operations, or transformation initiatives - Strong experience in subcontractor/vendor management in government contracts - Demonstrated expertise in process improvement methodologies (e.g., Lean, Six Sigma, or similar frameworks) - Excellent leadership, communication, and stakeholder management skills - Strong analytical and problem-solving abilities Requirements - Certification in Project Management (e.g., PMP or equivalent) - Experience in quality management systems and operational audits - Ability to manage multiple projects in a fast-paced environment - Strong organizational and decision-making skills - Experience with performance metrics and reporting tools Benefits - Ability to obtain and maintain a Suitability/Public Trust clearance Posted Salary Range USD $115,000.00 - USD $125,000.00 /Yr.

Role Description You will: - Lead End-to-End Project Delivery: Serve as the single point of accountability for the planning, execution, and successful delivery of multiple concurrent global projects in the Corporate Technology portfolio. Oversee each project from initiation through closeout, ensuring objectives are met and stakeholder expectations are managed. - Project Planning & Control: Develop comprehensive project charters and plans, including defining scope, schedule (timelines/milestones), resource plans, and budgets for each initiative. Implement and maintain project controls to effectively manage scope, schedule, quality, cost, risk, and communications for all projects in the portfolio. - Cross-Functional Coordination: Coordinate and lead cross-functional Project Delivery Teams, which may include GTS technical resources, business analysts, external vendors, and business stakeholders from Corp. Affairs, HR, and other departments. Clearly define team members’ roles/responsibilities and hold them accountable for deliverables. - Stakeholder Management: Act as the primary liaison between GTS and business stakeholders. Facilitate regular project status meetings and steering committee reviews with senior leadership and functional sponsors, ensuring alignment on project goals, timelines, and issue resolution. - Risk & Issue Management: Proactively identify, document, and mitigate project risks (technical, operational, regulatory) and resolve issues that arise during project execution. Ensure projects adhere to relevant regulations and internal policies (e.g., data privacy, compliance standards). Escalate critical risks or roadblocks to higher management with analysis and recommended action plans when they are beyond the PM’s authority to resolve. - Budget & Resource Management: Manage project budgets (including both internal resources and vendor costs) in line with approved allocations. Adjust resource plans and schedules as needed to address project changes or unexpected challenges, following formal change control processes. - Vendor Oversight: When projects involve third-party software implementations or consulting partners, oversee vendor performance and delivery. Coordinate vendor contracts, statements of work, and ensure proper integration of their work with internal teams. - Project Documentation: Maintain all project documentation (project plans, risk registers, change logs, status reports) in an organized manner.
