This individual will support and lead commissioning activities for complex mission-critical facilities and infrastructure projects. The person will collaborate closely with clients, project teams, and internal leadership to ensure systems are designed, tested, and operating at peak performance while maintaining high standards for quality, reliability, and client satisfaction. - Lead and oversee daily commissioning activities for mission-critical and large-scale infrastructure projects. - Conduct pre-functional and functional testing activities to validate system performance, reliability, and operational readiness. - Collaborate with clients, contractors, and internal engineering teams to support successful project execution and delivery. - Troubleshoot complex mechanical and electrical systems to identify issues and implement effective solutions. - Support quality assurance initiatives and maintain high standards for commissioning processes and documentation. - Contribute to project leadership efforts while proactively managing priorities and supporting client needs. - Partner with business development and marketing teams to support client growth and repeat business opportunities. - Support construction and commissioning activities in fast-paced, technically demanding project environments. Qualifications - 8+ years of commissioning, construction, or mission-critical infrastructure experience required. - Strong knowledge of pre-functional and functional commissioning processes along with mechanical and electrical systems required. - Proven ability to lead projects, troubleshoot technical issues, and work effectively within collaborative project teams. - Excellent communication, organizational, and client relationship management skills with the ability to support business development and client growth initiatives preferred. - Heavy travel up to 80%.

• Drives the strategic and compliant sourcing of goods/services in support of key internal business partners: Site Technical Services (including facility Maintenance, Repair, and Operations), Engineering, Technical Development, and Manufacturing • Oversees end-to-end outsourcing process, including execution of best-in-class sourcing strategies, supplier rationalization, Request for Proposal (RFP) coordination, cost negotiations, and due diligence • Manages business case generation that summarizes competitive bidding process, scoring methodology, and selection justification for the most technically and commercially viable solution(s) for the required services, quality, and cost • Identifies opportunities for supplier base consolidation, standardization, and innovation across diverse and potentially fragmented categories to support on-site manufacturing operational continuity and uptime • Negotiates optimal terms, competitive pricing, favorable service level agreements (SLAs), and risk mitigation clauses with external manufacturing and analytical laboratory partners • Streamlines long-term category strategies that achieve operational efficiency and continue to lower Iovance’s total cost of ownership (TCO) • Leads procurement strategy for acquiring engineering and construction services, automation, and capital equipment. • Leverages procurement best practices to recognize cost reduction and avoidance, achieving meaningful savings that improve organization’s financial performance • Collaborates with the Legal and Finance organization to ensure the appropriate execution of key controls including third party agreements to protect Iovance interests with third party vendors. • Leadership of cross-functional teams across business functions to drive initiatives that maximize value of external spend with third party suppliers • Develops performance benchmarks and scorecards, including key performance indicator reporting for senior management to aid continuous improvement efforts • Must adhere to Iovance Biotherapeutics’ core values, policies, procedures, and business ethics • Perform miscellaneous duties as assigned

• Build and deliver vetted candidate pipelines that enable PVM hiring managers to fill mission-critical roles quickly and effectively. • Receive and clarify requisition briefs from hiring managers, including target profile, compensation expectations, location requirements, and hiring urgency. • Source candidates through independent channels, professional networks, referrals, talent communities, and sourcing platforms using independent methodology. • Conduct first-pass candidate screens to assess qualifications, availability, compensation alignment, and basic role fit. • Deliver vetted candidate shortlists with structured candidate notes and screening summaries. • Re-source underperforming requisitions as needed to support hiring outcomes. • Provide market intelligence related to talent availability, compensation trends, and pipeline insights.

• Serve as a strategic liaison between our Procurement and Legal teams. • Drive the development, negotiations, and management of our Master Service Agreements. • Conduct thorough reviews of contracts, addenda, amendments, and other procurement documents. • Negotiate contract terms and conditions with suppliers. • Provide expert guidance to Sourcing teams in drafting Master Service Agreements (MSA) and Statements of Work (SOW). • Facilitate initial negotiations between GuideWell and suppliers on contract Terms & Conditions. • Serve as the primary point of contact between Procurement and Legal teams. • Identify and mitigate potential legal or regulatory risks in procurement transactions. • Develop and deliver training programs for the procurement team on regulatory considerations, contract negotiations, and procurement policies. • Support resolution of contractual disputes with vendors.
