Program Manager, Backgrounds & Talent Diligence - 6-month engagement

Control Risks

Control Risks is seeking a highly organized and security-focused Program Manager for a temporary 6-month role to collaborate with our client's Global Backgrounds and Talent Diligence program. This position will be tasked with safeguarding the client's talent pipeline from sophisticated fraudulent applicants and state-sponsored threats. The focus will be on the implementation of advanced vetting technologies and enhancing our diligence framework to ensure hiring is conducted with maximum trust. - Fraud & Identity Mitigation: Spearhead the adoption of Identity Verification (IDV) controls and Enhanced Talent Diligence protocols to identify and prevent fraudulent applicants, particularly those suspected of being linked to DPRK-affiliated threats. - H1 Project Execution: Lead the effective deployment and refinement of the Socure integration and other screening tools to enhance vetting rigor while maintaining swift onboarding processes. - Program Oversight: Oversee the day-to-day operations of the Global Background Check program, ensuring that vendor service level agreements (SLAs) are adhered to and all background checks are executed with complete accuracy. - Cross-Functional Partnership: Serve as the primary Directly Responsible Individual (DRI) for the Backgrounds function, collaborating closely with Security Engineering, Legal, and Talent Acquisition to refine our global "trust" standards. - Reporting & Analytics: Ensure the integrity of data for the Backgrounds program by delivering weekly metrics on throughput, risk detection, and vendor performance.

Job Requirements

  • Security Program Expertise: Over 4 years of experience in security operations, risk management, or background investigations, demonstrating a proven ability to manage intricate workflows.
  • Fraud Detection Mindset: Knowledge of advanced applicant fraud techniques and hands-on experience with IDV (Identity Verification) technology for verifying remote candidates.
  • Project Management Rigor: Proven experience in leading technical deployments (such as Socure, Checkr, or similar screening platforms) in an enterprise setting.
  • Analytical Depth: Proficient in auditing large datasets to identify anomalies and possessing the communication skills necessary to convey those findings into actionable security policies.
  • High Agency: Comfortable in a dynamic environment and capable of making critical decisions regarding candidate eligibility in alignment with internal risk tolerance.
  • Collaborative Influence: Skilled at collaborating with various departments to address complex identity and vetting issues.
  • Additional Desirable Skills:
  • Experience with DPRK-specific threat actor patterns or intricate state-sponsored "work-from-home" fraud schemes.
  • Previous experience in a highly regulated financial services or cryptocurrency environment.
  • Understanding of global privacy regulations (GDPR, CCPA) as they pertain to background screening and data retention.
