SAM Capability Maturity & Governance - Partner with Software Asset Management leadership to assess and improve SAM maturity using industry frameworks and federal best practices. - Define architectural standards, patterns, and guardrails for SAM tools, integrations, and data flows. - Establish governance models that balance centralized control with distributed execution across bureaus or components. - Ensure SAM architecture supports audit readiness, transparency, and defensible compliance positions. Stakeholder Engagement & Organizational Alignment - Conduct structured stakeholder interviews across VA business units, programs, and technical teams to assess current-state SAM practices, entitlement posture, and contract management maturity. - Provide recommendations on organizational alignment and process harmonization to reduce duplication, close governance gaps, and accelerate time to value. - Guide stakeholders through architectural decisions related to entitlements, subscriptions, and contract structures within the ServiceNow SAM Pro platform. - Engage effectively with a wide range of stakeholders, including those with competing priorities or entrenched processes, with professionalism, diplomacy, and a solutions-oriented approach. ServiceNow SAM Pro Architecture & Integration - Design and oversee ServiceNow SAM Pro configurations, data models, and integration patterns that support enterprise-scale asset management. - Collaborate with CMDB, HAM, and integration teams to ensure architectural coherence and data integrity across platforms. - Provide technical leadership on SAM Pro implementations, enhancements, and platform governance decisions. - Translate business and compliance requirements into scalable, maintainable ServiceNow solutions. Process Harmonization & Continuous Improvement - Identify and document opportunities to harmonize SAM-related processes across organizational boundaries, including Procurement, Legal, Finance, Security, and IT. - Drive incremental process improvement that respects established federal workflows while advancing SAM maturity. - Develop and maintain architecture documentation, decision records, roadmaps, and reference models to support knowledge transfer and long-term sustainment. Qualifications - ServiceNow® Certified Implementation Specialist – Software Asset Management - ServiceNow® Certified Application Developer - Master’s degree in computer science, information systems, engineering, or related field (10 years of additional relevant experience may be substituted for education for a total of 20+ years of relevant experience). - 10+ years of experience in enterprise architecture, IT strategy, or SAM/ITAM program leadership. - Demonstrated expertise with ServiceNow SAM Pro in a production enterprise environment. - Strong knowledge of software licensing models, entitlement management, and contract interpretation. - Proven ability to engage senior stakeholders and translate strategic requirements into architectural recommendations. - Experience operating within large, complex, regulated organizations, preferably federal or federal-adjacent. - Strong written and verbal communication skills with the ability to influence without authority.  Preferred Qualifications:  - Experience supporting VA or other federal agency ServiceNow implementations. - Familiarity with federal IT governance frameworks including FISMA, FedRAMP, and NIST 800-53. - Knowledge of ITIL-aligned processes, TOGAF, or other enterprise architecture frameworks. - Experience with CMDB dependencies, and ServiceNow platform governance. - Exposure to cloud and hybrid licensing considerations (e.g., Azure, M365, AWS License Manager). - Experience creating architecture deliverables such as roadmaps, reference models, decision logs, and integration diagrams. Responsibilities - Lead client workshops and focus groups to elicit, analyze, and document business requirements, ensuring alignment with agency mission goals. - Translate high-level business needs into comprehensive user stories, acceptance criteria (AC), and functional specifications within Agile/Scrum frameworks. - Conduct gap analysis to identify the delta between current legacy processes and ServiceNow "Out of the Box" (OOTB) functionality. - Collaborate directly with the Agile Coach to design, document, and distribute new Agile processes and standard operating procedures (SOPs) that support all ServiceNow delivery teams. Ensure these processes drive consistency, efficiency, and alignment across the broader program. - Review all user stories and requirements for accuracy, completeness, and ambiguity. Ensure every story meets the team's "Definition of Ready" before it is approved for sprint planning. - Provide guidance and mentorship to junior developers and junior analysts. Help them understand business context, federal domain constraints, and ServiceNow best practices to foster their professional growth. - Conduct peer reviews of functional designs and test scripts to maintain high standards of quality control across the delivery team. - Develop detailed process maps, workflows, and data models to visualize end-to-end service delivery. - Advise government stakeholders on ServiceNow best practices, steering them away from excessive customization that creates technical debt. - Collaborate with System Architects to ensure functional designs are technically feasible. - Ensure all solution designs adhere to federal IT standards, including Section 508 compliance (accessibility) and FISMA/NIST security controls. - Develop and execute User Acceptance Testing (UAT) plans, creating test scripts and coordinating testing sessions with government personnel. - Create federal-grade deliverables, including Standard Operating Procedures (SOPs), User Guides, and Training Decks. Required Qualifications and Skills: - U.S. Citizenship - Ability to obtain and maintain a Secret Level security clearance. - Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. - 5+ years of experience as a Business Analyst, with at least 3 years dedicated to the ServiceNow platform. - Proven experience working in the federal contracting space (DoD, DHS, or Civilian agencies). - Experience working in an Agile/Scrum environment. - Deep knowledge of ServiceNow ITSM and at least one other major workflow (e.g., ITOM, HRSD, SPM, ITAM, Custom Applications). - Strong experience with Jira, ServiceNow Agile, or Azure DevOps for backlog management. - Proficiency in Visio, LucidChart, or similar tools for process mapping. - ServiceNow Certified System Administrator (CSA) - REQUIRED Preferred: - ITIL v4 Foundation (or higher). - Project Management Professional (PMP) or Agile certifications (CSM, SAFe PO/PM).
