Description PMO Director / Program Operations Provides senior-level operational leadership and coordination for complex state or federally funded health transformation initiatives. Responsible for managing day-to-day program execution across grant administration, procurement support, financial monitoring, reporting, compliance tracking, technical assistance coordination, and stakeholder engagement. Establishes and maintains integrated project schedules, risk registers, action logs, and documentation workflows to ensure timely, organized, and compliant delivery of program activities. Coordinates cross-functional workstreams supporting procurement lifecycle activities (e.g., RFIs, RFPs, contract tracking), subrecipient onboarding, deliverable monitoring, and recurring reporting requirements. Oversees onboarding of new team members and establishes structured processes for training, documentation standards, workflow integration, and role clarity across workstreams. Ensures staff understand compliance expectations, reporting cycles, and governance processes. Monitors operational risks, identifies pacing or compliance concerns, and escalates issues to senior leadership as appropriate. Oversees preparation of recurring and ad hoc reports for state agencies and federal partners, ensuring documentation is consistent, defensible, and audit-ready. Supervises analysts and coordinators, maintaining quality control standards and reinforcing disciplined execution across workstreams. Supports rapid startup environments and high-volume implementation periods requiring structured coordination and strong internal controls. Up to 25% travel may be required. Basic Qualifications: - Bachelor’s degree in public health, health policy, health administration, public administration, public policy, business administration, economics, or related field required. Master’s degree preferred. - PMP certification preferred. - Minimum 8 years of experience managing large state or federally funded health-related grant programs, cooperative agreements, or public-sector healthcare initiatives. - Demonstrated experience supporting CMS, CDC, HRSA, or other federally funded health initiatives and operating in compliance-driven environments subject to state and federal requirements. - Demonstrated experience leading multidisciplinary teams and overseeing complex implementation efforts across procurement, grant administration, reporting, technical assistance, and partner engagement. - Experience establishing and administering Program Management Office (PMO) structures, including integrated schedules, risk management processes, documentation controls, and structured onboarding of staff. - Experience coordinating procurement lifecycle activities and contract oversight within public-sector or healthcare settings. - Experience maintaining reporting, documentation, and tracking systems in audit-visible or monitoring-intensive environments. - Strong understanding of state health systems, Medicaid programs, rural health environments, or safety-net provider networks preferred. #PT26ICF Working at ICF ICF is a global advisory and technology services provider, but we’re not your typical consultants. What We Can Achieve Together: Within TNC´s global program, Provide Food and Water, TNC’s Zero Conversion Commodities (ZCC) is a global and mature strategy with the goal of transforming the food system for soy, cattle, and palm oil, primarily but not limited to, by enabling producers in critical ecosystems of South America to meet growing demand without converting additional land for farming. We work in partnership with value chain actors to halt habitat conversion caused by commodity production in highly biodiverse and threatened biomes, including the Brazilian Amazon, the Brazilian Cerrado, the Gran Chaco of Argentina and Paraguay, and Indonesia. The ZCC Program Coordinator will provide essential support to the ZCC Strategy by ensuring that managerial and operational information for the strategy is up to date across different channels, as well as supporting administrative, contract coordination, financial, and programmatic activities. This role involves creating and maintaining data and strategy dashboards, including staffing lists, org charts, mailing lists, general presentations about the strategy, such as onboarding, progress, and updates of the strategy for all-team calls, analyzing results of the annual collaboration survey, preparing a presentation to report results, and archiving and organizing information. They will also support contracting and procurement processes, manage payments and invoicing, and assist some core leadership team members of the strategy with scheduling meetings and administrative tasks. They will contribute to event planning, such as managing logistics and/or facilitating meetings. They will liaise with the Certified Contracts Specialist assigned to the projects and the project managers, facilitating the contracts workflow by solving problems and effectively communicating and distributing information. They will also be appointed as “project coordinator” for the projects under the strategy and will support the organization and delivery of in-person and virtual meetings, including logistics arrangements. This is a full-time remote position, preferably for candidates located in Brazil, where most of the work is deployed, and the team is based. Fluency in Portuguese and English is highly desirable. We’re Looking for You: The ZCC Program Coordinator will play a key role in maintaining efficient administrative processes, organizing information in a timely manner, and contributing to the overall success of the Strategy. The Program Coordinator position directly reports to the ZCC Associate Strategy Manager and will also work closely with core leadership within the strategy, as well as interact with a large, multidisciplinary, multi-geography team spread across (but not limited to) Brazil, Argentina, the U.S., the U.K., and Asia Pacific. This position will work approximately 50% of the time on the general programmatic, financial, contracts, and payments coordination and administrative aspects of the strategy, and the remaining 50% will support core leadership within the strategy, primarily on scheduling meetings and other administrative tasks. In this role, you will lead the implementation and operationalization of Motion’s CUI program including ownership of the Business Area System Security Plan (SSP), Plans of Actions and Milestones (POAMs), including related assets, processes, procedures, trainings and awareness, and utilization of ABB’s inherited enterprise controls in accordance with the applicable version of NIST SP 800-171, also obtaining and maintaining Motion’s Cybersecurity Maturity Model Certification (CMMC) certification for both Federal Contract Information (FCI) and CUI. Additionally, you will engage with the ABB’s CUI Program team, ABB’s U.S. Government Compliance team, and other functional teams to monitor proposed and pending regulations, governmental policies, and other agency actions related to information, data, and technology security affecting ABB’s infrastructure, products and solutions, and supply chains, and coordinate with ABB’s Motion business and functional groups to participate in rulemaking processes and implement business preparedness and implementation. The work model for the role is: Remote #LI-Remote You will be mainly accountable for: - Lead Motion’s CUI compliance program implementation and operationalization through formulating, organizing, coordinating, directing and monitoring program activities as necessary to ensure compliance with US regulations such as 32 CFR Part 2002, 32 CFR Part 170, 48 CFR Part 204, pending proposed FAR Case 2017-016, and agency-specific laws, regulations and policies for the handling and safe-guarding of CUI. - Collaborate and partner with business executives, leaders, functional stakeholders and organizations, to identify, develop and implement, inherited, common and business distinct solutions, including identifying, assigning, and performing oversight of key compliance roles including control owners and control performers, and ensuring individuals handle and safeguard CUI properly. - Direct coordination and oversight of applicable CUI controls performance and provide direct mentoring and training as a deep domain subject matter expert and CUI process owner and domain lead for Motion. - Provide periodic accurate and timely reporting status, of compliance posture metrics, schedule, and challenges and program needs including necessary re-sources and commitments to the Motion Business Area, Divisions, and Business Lines leadership, project stakeholders, and ABB’s CUI Program team. - Maintain Motion documentation, including System Security Plan (SSP), Plans of Action and Milestones (PO&AMs), control implementation guidelines, processes, and procedures. Qualifications for the role: - Bachelor’s degree with minimum eight (8) years demonstrated program/project management experience preferably in a large matrixed multi-business, multi-functional organization.
