• Facilitate and perform complex research and analysis to support business operations. • Develop and elicit requirements for departmental and corporate projects. • Communicate and validate requirements with stakeholders and identified SMEs. • Drive and execute business readiness activities including the communication plan. • Develop new procedures, specifications for systems changes or other solution recommendations. • Design and conduct post implementation audits and create customer feedback mechanisms.

• Provide comprehensive business operations, reporting, planning, and vendor-relationship support across the segment/division. • Support development of strategic goals and annual operating plans. • Manage special projects assigned by leadership, including cost-reduction analyses or efficiency assessments. • Conduct departmental budget monitoring, forecast tracking, and administrative cost-reduction analysis. • Complete Monthly Premium Reporting, including premium loading and reconciliation. • Serve as first-level service support for Mosaic partners, ACS, Dental, and Vision. • Join leadership in internal and external partner meetings; document discussion points and drive follow-up.

• Act as a solution-focused, service advisor for BCBSNC customers • Provide consistent, reliable and customized stakeholder service interactions • Strengthen the BCBSNC brand by managing and expanding customer relationships • Educate and encourage customers on use of alternative delivery channels • Interface with governmental entities and plan participants regarding BCBSNC products

• Manage, plan, design, and develop multiple, larger and/or more complex technical programs. • Provide full end to end program management including strategic planning, needs analysis, content development, program design, implementation, administration and monitoring, data analysis and program evaluation, budget management and vendor selection and vendor/contract management. • Plan, develop, implement and manage multiple/and or large complex programs on an enterprise level. • Coordinate interdepartmental functions in order to minimize delays and ensure deadlines are met. • Develop program strategy and supporting business case. • Lead/direct the development of the strategic approach for the program, its major time frames and a definition of its major deliverables to address needed goals and outcomes.

• Supervises a team responsible for business systems analysis, problem resolution and the support of business initiatives and system enhancements. • Acts as a liaison between the business area, Information Technology (IT) and print vendors. • Ensures Standard and Custom, Commercial Contracts and Benefit Booklets are implemented timely and accurately. • Ensures planning and staffing of resources are adequately aligned to address business initiatives. • Responsible for developing tools and techniques to optimize performance.

• Responsible for the elicitation, prioritization, and conversion of business/functional requirements to system requirements • Provision of analysis for applications in production • Development of functional designs for new, customized, or enhanced systems • Production of clear, timely, precise and accurate technical designs • Guide project personnel to identify required system changes, additions or retirement • Conduct gap analysis for business/functional requirements and current system functionality • Collaborate with business analysts, designers, developers and subject matter experts

• Provide support in the acquisition and retention of customers in all market segments • Ensure the quality translation of communications and marketing/educational materials into Spanish • Establish and maintain BCBSNC terminology/translation database • Lead and participate in Spanish enrollment meetings and community events • Translate and/or transcreate language for marketing materials, member guides, letters, and educational materials from English into Spanish • Interact enterprise-wide to provide necessary translations • Make proactive recommendations on additional materials that should be translated • Manage overall project development, including project schedules, work assignments, budgets, and reports • Manage vendor relationships on behalf of the company

• Work with other units in Finance and other areas of the company to develop financial products for the benefit of key stakeholders. • Serve as a key liaison to engage and mobilize financial resources as needed to address business problems. • Accountable for leading efforts with divisional leadership to develop and communicate annual operating budgets and monthly forecasts ensuring alignment with enterprise and divisional strategic goals and objectives. • Responsible for the integration of operational metrics, analytics, and informatics into financial management goals and strategies. • Understand emerging business trends and operational drivers and translate operational performance into financial results. • Ensure that reporting and analysis of budgets, forecasts, cost allocations, staffing, and benchmarking are in alignment with and support business financial models to be achieved by working in close collaboration with appropriate Finance departments. • Identify underlying business drivers, capacity levels, and operating constraints to maximize throughput at minimum financial cost, while focusing on customers’ and key stakeholders’ needs. • Advise divisional senior management on financial matters, assessing and explaining long and short-term implications of proposed/implemented initiatives for the organization. • Participate in business case development including staffing/performance modeling and financial management requirements for assigned functions, as well as on-going monitoring and reporting of actual performance against the business case. • Work with related finance units to align that long-term operating expense targets with target market pricing/affordability requirements. • Effectively communicate with COO leadership to maximize and maintain focus on corporate, divisional, and business unit goals and objectives.

• Act as a technical expert/resource for the team and business partners while leading the analysis, design and development of high volume, low latency applications for mission critical systems delivering high-availability and performance to best meet customer needs. • Independently write well designed, testable, efficient code to support varied and highly complex IT solutions • Provide technical leadership to other IT specialists to rapidly develop and deliver stunning solutions that meet changing business needs. • Perform all necessary discovery and fact finding to fully understand highly complex business problems and opportunities and independently execute all assignments. • Evaluate options to provide solution buy vs. build recommendations to management. • Independently analyze and recommend solutions to development and production issues while effectively communicating to the project team, applicable vendors and/or the manager in a timely manner. • Research and stay abreast of technology trends and IT best practices, with a focus on continuous learning and possible application to the business. • Regularly act in a project lead capacity and/or represent the department on enterprise-wise project teams. • Provide direction and assistance to less experienced team members and may oversee or coordinate work efforts as needed. • Assist management with employee development initiatives, including training.
